Bascom Avenue in a C-2-S Zone. Mr. Kee advised that this sign was referred back from the last meeting of the Planning Commission to tie Sign Committee. They have come back with a recomr.endation of approval of the sign as modified by the Sign Review Committee. Commissioner Stewart moved that S.A. 75-4 be approved, seconded by Commissioner Lubeckis and unanimously adopted. _ ue continued to March 6, 1975. Chairman Alexander asked Mr. Kee if the proponents bear the responsibility of initiating an E.I.R. Mr. Kee advised that that is the requirement according to the ordinance adopted by the City, unless a negative declaration is filed. Staff must make findings and give reasons when they file a negative declaration. They must find that there would be no detrimental effects as a result of the change, and staff is of the opinion that this would not be the case without having an E.I.R. Mr. Kee stated that when it was determined that an E.:..R, was required, it should not have been posted on the agenda. The Planning Director has the authority to make the deter- mination that an E.I.R. is necessary. STAFF DISCUSSION: This item was continued from the meeting of February 6 in order that _ the item could be referred back to the Sign Review Committee. The Committee meeting is scheduled for February 18 and will relate its .- findings to the Site Review Committee. Item 99 STAFF COMMENT SHEET - PLANNING COMMISSION MEETING OF FEBRUARY 6, 1975 S.A. 75-4 Request of Tower Records for approval of signing for proposed new building at 1900 South Bascom Avenue Tower Records in a C-2-S Zone. (See Xerox copy attached). STAFF RECOMMENDATION: Approval, subject to the following conditions: 1. Free-standing Pole Sign: To be reduced approximately one foot to eliminate bronze colored metal frame. Yellow background to be changed to goldenrod. 2. Building Signs: Deletion of word "Tower" and reduction of word "Records" from 3'6" to 1'8". All letters to be goldenrod in lieu of yellow. Approval of "Tapes, "Poster and Plants" at 1'8" with goldenrod letters in lieu of yellow. STAFF DISCUSSION: The applicant is requesting approval of signing for the proposed Tower Records building across from the Prune Yard. Staff requested that the applicant submit signing at time of submission for architectural approval. The free-standing pile sign is proposed at 32 square feet and 12 feet high. A Xerox copy is attached for review. It would be located perpendicular to Bascom Avenue. It was the recommendation of the Sign Review Committee that the bronze colored metal frame be eliminated. Additionally, the red letters on a yellaa background were considered to be too "strong" and it was recommended that a goldenrod color be substituted to tone the sign down. The building signs would be on the Bascom Avenue elevation. A Xerox copy is attached for review. The Sign Committee recommended deletion of the word "Tower" and reduction of "Records" to 1'8".
