S.A. 76-70 Sign application of Mr. Russell Matesso of a Special Event
The Towers Sign (Peace on Earth) to be located on top of the eighteen
Matesso, Russell story Towers building located at 1901 South Bascom Avenue
in a C-2-0 Zoning District. (See Section 21.68.050 (E)
of the Sign Ordinance below).
STAFF RECOMMENDATION:
Approval, subject to the following conditions:
1. Applicant to secure a building permit prior to erection of sign

STAFF DISCUSSION:
The staff is of the opinion that the proposed sign is in accord with the sign
ordinance for Holiday and Special Event Signs. It should be noted, however,
that the Sign Code requires that a limited period of time be specified and that
a building permit be obtained.
The proposed signs would read "Peace on Earth" and would be located on top of
the eighteen story Towers building. The signs would face north and south and
would be thirty feet in 1(agth and eighteen feet in height. The letter height
would be six feet. Illumination is provided by six hundred 25 watt bulbs.

(E) Special Event Signs (Signs relating to Holidays, Festivals, or
Commemorative days) may be permitted, subject to the following
conditions:
(1) Signs shall be limited to specific period of time, as
approved by the Planning Director. When the fixed period
of time has expired and the sign has not been removed, the
City may enter upon the premises upon which such devices are
located and remove such devices at no liability to the City
and at the expense of the owner.
(2) Signs exceeding forty square feet, 35 feet in height, pro-
jecting above the roof line of a building shall require
approval of the Planning Commission.
The Sign Review Committee has indicated their approval of the sign.

STAFF DISCUSSION
The applicant is requesting approval of the annual "Peace on Earth"

Mr. Kee replied that these conditions are identical to those of last

Con�.issioner Vierhus moved that S.A. 77-43 be approved subject to the following
conditions:
1. Sign to be erected on or after November 18, 1977.
2. Sign to be remov3d on or before January 16, 1978.
Motion seconded by Commissioner Samuelson, and unanimously adopted.
At this time Mr. Kee asked the Commission if consideration might
be given to allowing staff to approve this particular item in future
years since there is a considerable amount of time spent on this
application (review by Sign Committee, Architectural Review Committee,
Planning Commission, and City Council).
Chairman Dickson recommended that a request be forwarded to the City
Council asking that staff be given the authority to approve this
particular special event sign in the future.
Commissioner Campos moved that a request be forwarded to Council
asking that staff be given authority to review this application
in future years, seconded by Commissioner Pack, and unanimously
adopted.
At 8:40 p.m. the Commission too'( a short break. The meeting reconvened

DISCUSSION
At its meeting of October 18, 1977, the Planning Commission approved i
the applicatiun of Mr. Russell Matc�so, on behalf of the Pruneyard, for
permission to erect the "Peace on Earth" s;gn on top of the 18-story
tow.:r once again this holiday season. Th _ approval was granted subject
to the two following conditions:
1. The sign is to be eructed on or after November 18, ig77.
2. The sign is to be removed on or before January 16, 1978.
After approving the sper°al event sigr. application, the Commission
requested that the Council give consideration to authorizing the
staff to approve the "Peace on Earth" sign in future years, subject
to similar conditions of approval. Such authorization would eliminate
the need for an annual review of the same sign by the Sign Review
Committee, Planning Commission and City Council, and would save a
considerable amount of time for the applicant as well as the City.

Subject: "Peace on Earth" Sign for The Prune Yard
Dear Mr. Dabaghian:
The Engineering Department has completed the design work for the
modular "Peace on Earth" sign and is proceeding with actual con-
struction. I have enclosed a sketch showing the basic components
of the frame for your review.
Due to the limitations of the elevator and stairwells to reach the
roof, the main frame is being constructed of standard, modular
components utilizing tubing (1.90 O.D. x .072 wall) and couplings
(Schedule 40 pipe) with set screws. Each letter is being constructed
on its own individual frame and will clamp to the main frame. Each
letter will electrically connect to the adjacent letter. There will
be several separate circuits so that wire capacity is not exceeded.
The frame will be propped up into place similar to an easel. The
supports on the roof top will be cabled into the existing eyebolts
on the roof to prevent tipping or lateral movement. The supports
will also be made of tubing.
Each letter will be approximately six feet high. There will be a
three foot space between the words "Peace" and "On Earth".
I hope that this meets with your approval so that installation can
proceed smoothly.

Dear Mr. Dabaghian:
It is unfortunate that you feel that the sign on The Towers does not meet
"normal requirements" for an outdoor installation. I hope that I can clear
up any misunderstanding you may have about the sign.
Addressing the points made in your letter:
1). "Type of wire used" - Valley used Type MTW wire in both #14 and #12
gauges. The wire used is U. L. Approved for use in this application.
I have enclosed a copy of a page of the Underwriters' Laboratories
Standard W.L. 588, Christmas -Tree and Decorative -Lighting Outfits)
which specifies acceptable wire .`.or use with medium base lampholders.
Type MTW wire is moisture, heat, cold, and oil resistant wire which
has equivalent characteristics (actually better than) to Type TV which
is specifically listed. U.L., as you know, is the recognized authority
in electrical standards and safety.
2). "Absence of receptacles at the interface between letters" - At each
letter there is a twist lock receptacle to which the twist lock plug
on the letter is plugged. A separate harnes.. is provided for the
words (or sections) - "PEACE", "ON E", and "ARTH". These harnesses
serve to balance the electrical load. The twist lock plugs and
receptacles used are listed by U. L. for outdoor use.
3). "Materials used for the entire installation are not -f a weather-
proofed nature" - This is an all -encompassing, statement which I can
only refute by taking the sign mentally "apart".
a. Wire - discussed in 1). above.
b. Plugs Q receptacles - discussed in 2). above.
c. Sockets - Valley uses Eagle 8732 medium base lampholder sockets.
As you can see from the attr.ched page fron the Underwriters'
Laboratories "Electrical Construction Materials List", this
socket is listed as "weatherproof". We have used this socket
for many years in similar applications to your sign.

d. Plastic Garland - Valley has successfully been using this garland
material outdoors from Alaska to Panama for many years.
e. Framework - The basic framework is galvanized tubing which is
certainly weatherproof. The connectors are Schedule 40 pipe
which has been treated with a rust inhibiting paint. Both types
of material have been used P-.tensively in Valley's line for many
years.
f. Lamps - The lamps used are rugged, vibration -resistance, 25 watt
sign lamps designed explicitly for use in signs.
I would agree with your statement that "It is incomprehensible to me that
an organization whose sole business is outdoor decorative fixtures could
perform work in this manner" if the materials we used and engineering
backup that Valley provided were doubtful. However, we feel that our
products are of good quality with a solid technical foundation.

sign atop the Towers I building will be removed immediately
(weather permitting) upon notification from the City Council
concerning its removal.
