I cannot 41,prove a free-standing sign in addition to tie one that
exists in that location. There are two rossihle way.; for you to get
an acceptable sign for vour busines s. One is to coml,ine your Sion
with the existing role sign for the 7/11 store. It cnuli remain
where it is presently located or be removed .o another location which
1 would satisfy hoth businesses. The o0er alternative is to have a
sign designed to fit on your !•uildinp. The Standard sign does not
fit well on the restaurant as it is located in Campbell.
I suggest that you discuss with, fir. r.unn the possibility of combining
hoth signs on one support and if this is not possihle, I suggest that
aou contact one of the si T companies in this area for the design of
P'S n ,ropriate to your restaurant building. The three sign
companies listed helow have done a suhstantial amount of work i-:

"Ezra M. Fargo Mr. Steak restaurant on property located at 2219 South
Bascom Avenue. (See Map N2 attached.)
One of the conditions of approval of the sign for the 7/11 Speedee
Market locate(, at this site was that there shall be no further Pole
signs approved for this location.
The applicant is of the opinion that the architectural design of the
building prohibits the installation of a sign on the building. lie
has, therefore, requested approval of a free-standing sign.
One of the major problems of the free-standing, s4.vn is that its
location is less than 100' fr,m the existing free-s'(inding sign
for the 7/11 market.
It has been the policy in the past to require that free-standing
signs be at least 100' apart wherever possible.
If approved, staff recommends the following condition:
1. Sign to be installed in accordance with all requirements
of the sign ordinance and Building Permit for said sign
to be obtc=ned from Building Department prior to installation.

Mr. Hogan explained the proposed location of the revised sign by the
use of slides. This revised sign has a total height of 2314" and
would be 1714" from the ground. The sign face has a height of
6,8". He explained one possible location of the sign would be at
the north end of the building. However, the orob7.em with that
location was that it would be bad 'or the architectural design of
the building and would not be visible from the north. Another
possible location was along the face of the building on Bascom
Avenue; however, there are windows along the face of the building.
The applicant is requesting permission to locate the sign on the
s3uth end of the building - it would not interfere with the design
of the building and it would be more visible to traffic on Bascom
Avenue. If located at this point, it would be closer than 1C0 feet
to an existing pole sign. However, the sign would not cause any
problems as far as visibility was concerned and would be incorporated
in the design of the building.
�\ Mr. R. Cruz, representing Mr. Steak, from Denver, Colorado, spoke
in favor of this new sign. He said there was an existing sewer
line in the front of the building and also there would be archi-
tectural problems if tY- gign w-re locates ir, the front of the
building as they have designed a patio area for outdoor waiting.
This patio is only 8 feet deep and if the sign were located in this
area, it would destroy the front entrance architecturally. Also,
he stated, the roof is not designed to carry the sign load.

Mr. Gunn, developer of the property, spoke in favor of the sign
at this location.
Commissioner Lyons was of the opinion that this was the only logical
+ location for the sign and Commissioner Young was in agreement with
his thinking.
'7* Commissioner Chamberlin moved that the application of Ezra M. Fargo
�for revised sign for Mr. Steak Restaura.:t at 2201 South Bascom
r,\ Avenue be approved subject to the following condition:
1. That there be no flashing, moving or runninS lights on the sign.
The applicant is notified that he shall comply with all other appli-
cable Codes or Ordinances of the City of Campbell which pertain
to this application and are not herein specified.
Motion seconded by Commissioner Lyons and unanimously carried.
INTRODUCTION
The MR. STEAK RESTAURANT, scheduled to open for business on
February 19, 1968 at Bascom 6 Apricot Avenues, is a Franchise
Steak House Operation, utilizing the marketing concepts of
MR. STEAK, INC., Denver, Colorado.
The physical facility is owned by Mr. Calvin Gunn, a local

developer, and is leased to a local in estment group consisting
of 10 local inhabitants who will operate the restaurant. The
local investor/manager is Mr. Ezra (Red) Fargo.
The restaurant will serve U.S.D.A. "Choice" corn -fed beef.
The operation specializes in family "sit down" service.
The original application of Ezra Fargo for approval of a
free standing sign was disapproved by the City of Campbell.
SCOPE
It is proposed that a building mounted sign be installed
on the South end of the MR. STEAK RESTAURANT building, located
at Bascom and Apricot Avenues.
It is further proposed that the subject sign be installed in
strict accordance with all sign and building ordinances and that
the recommendations of the City of Campbell Planning Director be
incorporated into the design of the sign installation.
EXISTING FACTS
The following facts are important elements which should be
considered in this matter.
1. Image, exposure, and recognition are important factors
which materially effect the economic success of a
retail operation.

2. The sign proposed in this submittal is not a free
standing sign, but will be erected on the South
building wall and will be supported from the
building foundation.
3. The proposed sign will fit architecturally into
the appearance of the building (please see Figures II & III).
4. A sign mounted parallel to Bascom Avenue on the face
of the building is not structurally feasible, due to
the existing structural characteristics of the building.
5. A sign located at the North or entry end of the building
would not be desirable from an architectural standpoint.
The sign located in this patio area would materially
destroy the appearance of the building. This patio
area was designed into the building to achieve character
and to allow space for an outdoor waiting area with
bench and landscaping.
6. It is not feasible to install the sign at the North
end of the building due to the proximity of underground
site drainage facilities. (Please see Site Plan.)
SUMMARY
All available data tends to prove that a retail operation is
economically effected by lack of adequate sign exposure.
The MR. STEAK location at Bascom and Apricot Avenues has very
poor exposure to traffic coming from either direction. The amount
of exposure is'shown in the photos exhibited in Figure I.

Failure to obtain approval to install a sign providing
adequate exposure will monetarily penalize local investors and
possibly cause eventual failure of the operation.
Due to existing physical conditions, the location for the
proposed building mounted sign is proposed for Planning Commission
approval.
It is anticipated that approval and installation of a small,
special sign as proposed herein will meet minimum requirements
of exposure.
