JANUARY 11, 1983 SA 82-21 Application of Liquor Barn for signing on property Liquor Barn known as 1650 S. Bascom Avenue in a C-2-S (General Conmercial) Zoning District. Commissioner Fairbanks reported that this item was considered by the Site and Architectural Review Committee this morning. Tne Committee is recommending approval of the two requested signs attiched to the building (N2 and N3 in the Staff Comment Sheet). -18- Mr. Jim McLey, Cal -Neon Signs, stated that he is in agreement with the Committee's recommendation. It was moved by Commissioner Howard, and seconded by Commissioner Fairbanks, that the Planning Commission approve the following signing for the Liquor Barn at 1650 S. Bascom Avenue: 1. 90 sq.ft. sign on the front of the building facing Bascom .Avenu.. 2. 51j sq.ft. sign on the north elevation of the building facing Hamilton Avenue. 3. Denial of a free-standing sign identifying the "Liquor Barn". Discussion Commissioner Dickson stated that he is opposition to the motion because he feels the Commission should uphold the sign ordinance. Commissioner Howard noted that there are several businesses in that area where the signs are much larger. The proposed signing is in accordance with the size of the building, and is much smaller than what is currently on the building. Vote on Motion The motion for approval as indicated above passed with a vote of 6-0-1, with Commissioner Dickson voting "no". Commissioner Kasolas commented that it might be appropriate at this time to look at what might happen with the effects of the new sign ordinance. It appears that the new ordinance reduces height of signs, but not surface area. He questioned the possible creation of site problems with some of the signs on Campbell Avenue. _1 0*1 ,TEM NO. 17�� STAFF COMMENT SHEET - PLANNING COMMISSION MEETING, OF JANUARY 11, 1983 SA 82-21 Application of Liquor Barn for signing on property Liquor Barn known as 1650 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission approve the two signs proposed on the building subject to the attached conditions and deny the proposed freestanding sign. STAFF DISCUSSION The applicant is applying for a sign permit to allow three signs at 1650 S. Bascom Avenue. The signs are for Liquor Barn which will be replacing the Safeway store. Desc-ibed below is each sign: 1) Freestanding Sion: Presently, an approximately 35 ft. tall freestanding sign exists identifying Safeway with a smaller sign below indicating the Hamilton Plaza. The applicant has indicated a reduction of the sign height to 17 ft. with a 50 sq.ft. Liquor Barn sign. The existing "Hamilton Plaza" sign measuring approximately 30 sq.ft. is proposed to remain below the other sign. Staff cannot support this sign as proposed. As it presently stands, Safeway is the only tenant in the shopping center that has a freestanding sign, although there are other 7arve tenants such as Bonanza Building Center and Longs Drugs. It has been thi City's policy to encourage a single free- standing sign identifying the shopping center and not each individual tenant or any one tenant in large c titers. Staff recommends only a freestanding sign identifying the center. 2) Si n--Bascom Avenue Elevation: The applicant is proposing a 90 sq.ft. sign on the root of the building facing Bascom Avenue. Staff is of the opinion that a sign of this type is warranted, considering the size of the building and the distance it is set back from the street. 3) Si n--Hamilton Avenue Elevation: A 50 sq.ft. sign is proposed on the north e evat on t building facing Hamilton Avenue. Staff is of the opinion that this sign is warranted. A request for a free-standing sign was denied. In addition, a condition of approval required that the existing free-standing sign be removed by February 12, 1983. Although the sign identifying Safeway was removed, the lower portion has not been removed as required. Please be advised that within two weeks (on or before August 8, 1983) the free-standing sign must be removed completely or application submitted to maintain a portion of the structure as discussed previously with Cal -Neon Sign Co. Bascom Avenue Dear Sir: It has been brought to the attention of the Planning Depatment that two banners reading "Grand Opening" and "Discount Liquors" and pennants have been displayed on the site since the store was opened several months ago. A review of our records indicates that no permit has been issued for these temporary signs. It is the City's policy to allow temporary banners and pennants for grand openings and special eve -its for a period of 30 days. Please be advised that because the signs have been existing for more than 30 days and because no permit has been issued they must be removed within 3 days (on or before May 7, 1983). In addition, any inflatable advertising devices in the parking lot are considered signs and would require a sign permit. Failure to comply with these regulations will result in this matter being referred to the City Attorney for further action.
