JANUARY 10, 1984 SA 83-54 Application of Mr. Joe Genoa for approval of a Gemma, J. sign permit to erect a free-standing retail center sign on property known as 2160 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Commissioner Dickson reported that this item was considered by the Site and Architectural Review Committee. The Committee is recommending denial because the request is not in conformance with the sign ordinance. Mr. Kee noted that the basis of the Staff's recommendation for denial is the sign ordinance. Staff does not have a problem with the design of the sign, but rather with the number of signs. Mr. Gemma- applicant, stated that lie felt the sign was necessary to have exposure of his building. lie noted that the building is really designed to have five businesses, however there are only three businesses operating. Five businesses would be allowed 50 sq.ft. each, and there is currently 86 sq.ft. of signing on the building. Ile felt that it is a traffic hazard to have people trying to find his business. Mr. Gemma continued that he talked with the tenants in the building and they are not interested in removing a,y of the signing they have paid so much money to erect. Ms. Dorothy Shaddock, 391 California St., spoke in favor of this free-standing sign. It was moved by Commissioner Dickson that the Commission deny this request as presented. Motion (lies for lack of a second. It was moved Ly Commissioner Meyer, and seconded by Commissioner Howard, that the Planning Commission approve S 83-54 subject to conditions listed in the Staff Comment Sheet. ❑iqC gginn of Wtin Wm,,issioner Dickson reminded the Commission that this type of action would weaken the sign ordinance, and he would be opposing the motion. Commissioner Meyer noted her agreement with Commissioner Dickson; however, she felt that in this case there was a beautiful building that she would hate to see fail because of inadequate identification. Chairman Fairbanks noted that in this case she is convinued there is a need for more identification, and would be in favor of the motion. STAFF RECODVENDATION 1. Denial as presented. 2. If approved, subject to the following condition: A. Applicant to secure necessary building permits. The applicant is requesting approval of a tenant identification sign for an existing retail center. The proposed free-standing sign has a height of 6'2" feet and accommodates three tenant signs and an address. The sign face for the tenant identification sign measures approximately 23 sq.ft. The present project currently has seven wall signs for three tenants. A review of these signs follows: 1. Computerland 3 signs @ 35 sq.ft. 2. O'Neil's Surf Shop 2 signs @ 30 sq.ft. 3. Joey's Girls 2 signs @ 21 sq.ft. Staff is of the opinion that the present signage is adequate to identify the tenants. The current signing regulations permit one wall sign per business. However, if a business is located adjacent to 2 streets (on a corner) one additional sign is permitted, if the business is not identified on a free-standing sign. In that each of these businesses is currently identified with two wall signs, Staff cannot support a free-standing sign for this development. Staff, how- f ever, could support a low profile signing element which identifies the III address only for this retail center. A copy of the applicable signing standards and a copy of this signing proposal is attached for the Commission's review. i ex• l UO S(n -ILL �)2WHITE T� I (1) The total iisplay area for all signs for any one development is no greater than 80 sq.ft. and no single sign shall have a display surface orpater than 40 sq.ft. (2) The signs shall not move, nor be animated, nor have flashing or moving lights; (3) Any illumination shall be provided either by interior lights or reflectors concealed in shrubbery or decorative structures. Such illumination shall not cause excessive glare on surround- ing streets or adjacent property; (4) The signs may be attached to or painted on the building or freestanding. If attached, such signs shall be parallel to the building wall to which it is attached and shall not project above the roof line nor extend beyond one foot of the wall. If freestanding, such signs shall not project ever public property for a distance greater than two feet nor be higher than 14 feet. Any sign, projecting over public property shall have a minimum of 10 feet clearance extending from the level of the sidewalk or grade, immediately below the sign, to the lowest point of the projection. (d) Commercial and/or Industrial Developments. On -site signs for con- forming commercial and industrial uses may be permitted a� follows: (1) The size of each individual sign shall be no greater than one square foot of sign area for each one linear foot of business f-ontage. No sign shall be greater than 50 sq.ft. Each s;y shall be allowed a minimum of 20 sq.ft. (2) Each bu!'ine;s shall be permitted one wall sign. Businesses which are located adjacent to two streets (on a corner) shall be permitted one additional wall sign, to face the second ad- jacent street if the business is not identified on a free- standing sign. Nall signs shall be mounted parallel to the building unless otherwise approved by the Planning Commission. (3) One freestanding sign shall be permitted for each parcel of land; or commercial center. The maximum height of a free- standing sign shall be 14 feet above ground. (4) Individual signs fo- occupants in the same building or shop- ping center shall be of the same design insofar as possible. (5) No sign shall project over a public right-of-way for a distance greater than two feet. Any sign projecting over public property shall have a minimum of 10 feet clearance extending from the level of the sidewalk or grade, immediately below the sign, to the lowest point of the projection. (6) No sign shall rotate or be animated by flashing or traveling lights with exception of time and temperature. (i) Any illumination shall be provided either by interior lights or reflectors concealed in shrubbery or decorative structures.
