building for a time, and a permit was not issued for the sign.
Mr. Kee noted that 'he applroant is in agreement with the conditions
expressed by the Site Committee.

STAFF COMMENT SHEET - PLANNING COMMISSION MEETING DECEMBER 11, 1984
SA 84-54 Siqn application of Mr. David Tucker and
Tucker, D./Hinds, F. Mr. Frank Hinds, on behalf of Linoleum Dicks,
on property known as 2270 S. Bascom Ave.
STAFF RECOMMENDATION
That the Planning Commission consider the Linoleum Dick's and Goldmine
sign application as a single sign and approve the request.
STAFF DISCUSSION
The applicant is requesting approval of a refacing of an existing free-
standing sign. The sign is no,conforming because of its 231 feet height.
The sign was originally erected in 1968 and then refaced in 1980 without
a permit. As the Commission may recall, this matter came about as a
j result of a sign for the "Goldmine", which was attached to the existing
"Linoleum Dicks" sign. The Goldmine sign application is at the Council
level upon appeal pending this application. Staff recommends that both
signs be considered together at this tire. Attached for the Commission's
review is a letter from the owner of Linoleum Dick's requesting approval
of his sign.
The Linoleum Dick's sign occupies approximately 80 square feet, however
only approximately 40 square feet is the actual sign face with the re-
mainder being surrounding trim area. The Goldmine sign is located on the
pole below the Linoleum DicN's sign and is approximately 20 square feet
in area and 10 feet off the ground. In total the sign accounts for about
60 square feet of sign area. The sign structure is constructed of wood.
Staff is of the opinion that the sign is architecturally compatible with
and suitable for the builaing with which it is associated, as required
by the code. The sign area does not seem to be unreasonable for the
size of the business. Therefore, for these reasons and because the
Commission has approved refacing of existing nonconforming signs ir. other
parts of the City when the signs are aesthetically acceptable, Staff can
support the approval of this sign.

ATTN: City Council
Dear Sirs,
The current sign located at 2270 So. Bascom Ave. was installed
in 1968 by Frank Tomasello, D.G.A. Linol^um Dicks, using a valid
permit issued June 27, 1968. The current sign has now been in use
for over sixteen (16) years and has helped establish Linoleum Dick's
as a reliable retail establishment in the city of Campbell for
these many years.
Linoleum Dick's Inc. repaired and updated the sign facings in
August of 1980. Since we were an established local Campbell
Business we contracted locally. And therefore had Otsen Signs in
Campbell do the work for Linoleum Dick's Inc. Using their advice
we proczeded to repair the sign without obtaining a sign permit.
Unfortunately we now discover a permit was required.
We are now requesting approval of the repaired and updated
sign Four years after the repair completion. Linoleum Dick's is
embarrassed by the unfortunate misunderstanding and we hope the
City Council will consider our tenure in the community as a sign
of good faith on our part. W did not intend to create this problem
and in fact, Linoleum Dick's hoped the improved sign would help the
appearance of our Retail store, Bascom Ave., and the City of Campbell.
We have experienced some difficult years as all Businesses have
during the current recession and we would appreciate any consideratim
you could extend to our retail store. Signs are the lifeblood of
the small Businesses of America and signs are an expense that we
can ill afford at this time.
Linoleum Dick's hopes our existing sign now in use since 1963,
will be accepted as an attractive and necessary part of an old and
respected member of the local Campbell Community.
Tha..k you for your patience and consideration.
R spectfully,
