Commission decision regarding the applicant's Sign
Commission decision -

Planning Director Kee - Report dated July 16, 1985.
Ronald Christ, 1110 Shadle Avenue, Campbell, appeared
before the Council to explain some of the concerns
expressed by members of the Planning Commission.
Robert Patterson, representative from Chevron, Concord,
appeared before the Council, and spoke in favor of their
sign.inj proposal.
Planning Director Kee reviewed the staff recommendation at
the request o: the Council.
Mr. Patterson also requested approval of an illuminated
free-standing sign.
Following discussion, M/S: Doetsch, Chamberlin - that
the City Council overturn the Planning Commission decision
and approve the applicant's proposal, including an illumi-
nated free-standing sign, for signing at the Chevron
Station, 1509 S. Bascom Avenue. Motion adopted by a 4-1-0
vote, Councilman Podgorsek voting 'No".

DISCUSSION
At its meeting of .June 25, 1985, the Planning Commission considered
the sign application of Chevron U.S.A. to allow the erection of
signing for a recently constructed service station on the corner of
Hamilton and Bascom Avenues. 71e Planning Commission denied the
applicant's request in that the Commission was of the opinion that
Cie requested signing program was excessive. A copy of the Planning
Com, ssion minutes of 1,me 25, 1985 is attached for the Council's
review.

appeal to the City Council the decision of the Planning Com-
mission denying our proposed signing. The basis of our appeal
is that the proposed signing is consistent with City Codes and
was carefully prepared to be consistent with Planning Staff
guidelines and recommendations of the Architectural Review
Committee.
Please place the matter on the earliest possible City Council
agenda and notify Is of the meeting time and place.

Commissioner Christ reported that this application was considered by the
Site and Architectural Review Committee. The Committee is referring this
item to the Commission without a recommendation. Commissioner Christ
noted that the information, handed to the Commission this evening,
reviewing the revised signing is not really the Site Committee's
recommendation, but rather discussion points from the Site meeting. After
a lengthy discussion in the Site meeting, the Committee made these
suggestions, and the applicant indicated his agreement.
Commissioner Kasolas asked Staff to point out every sign on the site, and
indicate which signs were required by State law.
The Recording Secretary read into the record a memo from Staff indicating
the State requirements for gasoline station price signage (attached
hereto).
Mr. Kee reviewed the proposed signage on the plans, noting that the
applicant is also requesting that the free-standing sign be illuminated.
It is the applicant's understanding that the non -illumination of the
monument sign was temporary. Mr. Kee stated that Staff would be in
agreement with what is proposed by tha Site Committee discussion. There
would be a total of 12 signs on -site; directional signs would indicate
full -serve and self -serve pumps.
Commissioner Olstewskl noted that he has been by this station at night,
and it seems that the station itself is a sign, with plenty of light at
this particular corner. Commissioner Olasewski continued that he felt
sign nos. 3, 4, : 5 were unnecesvery. He noted that other stations in the
county have one monument sign that look quite nice and seem to be
adequate. He concluded that he felt the monument sign, along with
directional signs, w,iuld be quite adequate for this site.
Commissioner Dickson stated that the applicant did not bring any revised
plans with him to the Site meeting. The Committee essentially revised the
plans and came up with a solution that is presented this evening --that is
why it is without a recommendation. Commissioner Dickson noted his
agreement with the provision of one monument sign, perhaps with a little
redesigning for better visibility from both corners.
Commissioner Kasolas asked how many years this site has been a service
station.
tr. kobert Patterson, Property Manager Specialist for Cheer n, indicated
that there has been a service station on this site about 60 years.
Commissioner Kasolas stated that he felt that 12+ signs was excessive for
this site, noting the allowed signage across the street at Citti's
Florist.
M/S: Kasolas, Christ - That SA 85-21 be continued to the
Planning Commission of July 9, 1985 so
that a less intense sign program may be
submitted.
Chairman Fairbanks asked the applicant if he would be agreeable to a
continuance.
Mr. Patterson stated that he would like to see the matter resolved; that
there are no more signs proposed that what were on the site previously;
that the service station business is very competitive; and that the price
signs are required by state law. Mr. Patterson stated that he would not
be agreeable to a continuance.
Commissioner Resoles noted that the Commission may wish to approve certain
slgna only.
Commissioner Toshach stated that it would be presumptuous of the
Commission to determine what signs would be needed by the applicant. He
added that he is also opposed to a continuance if the applicant does not
want one.
Commissioner Christ withdrew his second from the motion for continuance.
Commissioner Kasolas then withdrew his motion.

The Weights and Measures Division of the State of California's
Department of Consumer Affairs regulates the minimum size of
price signs for gasoline service stations. Per a phone toner- y
saticn this date, this division indicated that the minimur, price
numeral size is G" and that the letter size describing the type
of product and the word "gasoline" may be no smaller than 1/3
the site of the numerals. Additionally, it is Staff's understanding
that the service station must post the highest price of all gasoline
products offered on a sign for each street frontage.

STAFF RECOMMENDATION

STAFF DISCUSSION
The Planning Cor.. ssion at its previous meeting of June 11, 1985,
continued 'ie consideration of this signing request so that the applicant
coi_d review this signing proposal. The Planning Commission did approve a
portion of this signing request allowing the construction of a
nov-illuminated freestanding sign accomodating the Chevron hallmark and a
price sign.
The applicant's signing proposal includes the following signs:
1. A double-faced freestanding sign accomodating a 26 sq. ft. Chevron
logo sign and a product price sign (approved by the Planning
Commission 6-11-85).
2. Two double-faced product price signs measuring 24 sq. ft. each.
3. Two canopy signs reading "Chevron" and measuring 18 sq. ft. each.
4. Two double-faced lighter boxes having 4 sq. ft. Chevron logos.
5. Six column signs reading Self -Service or Full Service measuring
11 sq. ft. each (directional).
The applicant's signing request proposes a total sign area less than that
permitted by the signing regulations, however, the number and type of
signs is in excess of that which may be approved at Staff level.
Staff is recommending the deletion of one of the canopy signs (1) and one
3f the double faced logos (4) as discussed above. A review of the
permitted versus proposed signs is attached.

with the deletion of the nc,.thern canopy sign reading "Chevron" (approval
for 6 signs altogether).
Commissioner Kasolsa asked why so many signs are being allowed at this
locat'on, noting the amount of signage allowed across the street at
Citti's Florist. He continued that a lot of gas station buildings become
signs in themselves, and it seems that big exceptions are made for signing
at gas stations. Commissioner Kasolas stated that he felt that what is
being proposed is way too such signage for this particular corner.
Commissioner Christ noted that ;ome of the signs are required by law.
Additionally, the corner sign has been redesigned to address sight
distance concerns expressed by Public Works.

Mr. Tony Arad&, Project Mans3er--Chevron, stated that there is only cue
lighted pr'.ee sign located under the hallmark. Other price signs are
required by law. He noted that the lighted price sign is part of the over
all re -identification program. Mr. Arad& continued that they are not
asking for any more signs than they had before. He felt that Chevron has
been very cooperative, however they need the signage to be competitive,
and most of the signing is -equired by state law.
Mr. Kee noted that the Site Committee and Staff is in og.eement with the
monument sign on the corner. Staff would recommend that the monument sign
be approved this evening, and the other signing some back for further
study.
Mr. Arad& stated that the law requires one price sign facing each street,
therefore they need both pricing signs to open the station.
Mr. Charles Franzia, Senior Property Manager --Chevron, stated that three
of the requested signs are informational, and one 1s for identification
(facing Hamilton Ave.). By law, the pricing signs art needed to open the
station.

STAFF DISCUSSION
This matter was continued by the Planning Commission from the previous
meeting of May 28, 1985, so that the applicant could be present. A copy
of the previous Staff Comment Sheet is attached.
The applicant, subsequent to the last submittal, has revised the proposed
freestanding sign so that traffic visibility is improved. The revised
sign provides a Chevron logo (26 sq. ft. per face) and a price sign (18.4
sq. ft. per face). The freestanding sign has a height of 1310".
Staff is recommending approval of the signing program subject to the
following changes:
1. Deletion of the canopy signs reading "Chevron", and.
2. A reduction in the, size of the price sign on the freestanding sign
from 18.4 to 14.5 sq. ft.

Staff is recommending deletion of the canopy signs reading "Chevron" or
the lighter box signs, and the redesign of the free-standing sign to
provide improved traffic visibility. The Public Works Department
expresses a concern regarding the lack of visibility provided by the

At its meeting of June 25, 1985, the Planning Commission requested
Staff to take appropriate action to abate unapproved signage at the
service station located on the subject property. This business has
placed 3 double-faced freestanding signs reading "Open for Business",
one sign reading "Open 24 Hours" on the cashier booth, and 2 double-
faced product price signs without approval of the Planning Staff nor
the Planning Commissi.,,i.
This department does rift have a problem notifying the applicant re-
garding the placement of these signs without permits, however, a
concern is raised regarding a requirement to remove the gasoline
price signs if state law requires the posting of such signs. It would
be appreciated if you could review this matter and advise this depart-
ment of appropriate action.

Pleas: be advised that at its meeting of June 25, 1985, the
Planning Commission denied your signing request for the above
referenced project. This decision disapproves all of the pro-
posed signing with the exception of the freestanding sign which
was previously approved by the Commission at its meeting of
June 11, 1985. The Planning Commission's approval of this sign
was without illumination.
The decision of the Planning Commission may be appealed to the
City Council as indicated in Section 21.59.130(c) of the sign
regulations.
The Planning Commission additionally requested Staff to take
appropriate action to abate signage which has been erected
without approval. These signs have beer erected in violation
of Section 21.68.030 of the Campbell Municipal Code and should
be removed.
