BASCOM AVENUE SA 86-06 OLANNING COMMISSION APRIL 8, 1986 SA 66-06 Request of Mr. Fred Washiagton to modify zaaaamatazz an approved sign plan for property know as 2188 S. Bascom Ave in a C-2-S (General ComerciaO Zoning District. Commissioner Olszewskf reported that this application was considered by the Site and Architectural Review Committee. Discussion by the Committee included the number of words on the sign; a revised sign plan is presented on the board; and, the sign is coming before the Commission without a recommendation. Commlr.sioner Fairbanks indicated she would like to see the issue continued, based on the fact that Staff has not had an opportunity to review the revised plans. Mr. Haley, Planner II, noted that the Site Committee had recommended that a portion of the sign base be changed to include the street address. The change in script on the sign eliminates the word "hair", now reading "Hair Studio - Skin 6 Nails. M/S: Christ, Olszevski - That the Planning Commission approve the revised sign plan, SA 86-06, subject to conditions as indicated in the Staff Report, and subject to redlining which includes the addition of the street number on the bottom of the sign. Motion carried unanimously (7-0-0). • r ITEM NO. 11 STAFF REPORT - PLANNING COMMISSION METING OF APRIL 8, 1986 SA 86-C6 Request of Mr. Fred Washington to modify Razzamatazz an approved sign plan for property known as 2188 S. Bascom Ave. in a C-2-S (General C.® rcial) Zoning District. STAFF RECOMMENDATION That the Planning Commission approve the revised sign plan, subject to the attached conditions. STAFF DISCUSSION At its meeting of February 11, 1986 the Planning Commission approved a second freestanding sign for the subject property. Attached for the Commission's review is the Staff Report and minutes from that meeting. At this time, the applicant is requesting approval of a revised sign plan. This plan indicates a 28 sq.ft. sign on a stucco base with a space for an additional tenant. The o.iginal approval was for an 18 sq.ft. sign with a brick base. Staff is of the opinion that the revised sign is acceptable. The stucco base matches the stucco buildings, and the size is less than the maximum 50 sq.ft. allowed by the sign code. CONDITIONS OF APPROVAL 1. Applicant to obtain all necessary permits from the B'%ilding Department. 2. That the Planning Commission adopt the attached findings and approve this signing request, subject to the attached conditions. STAFF DISCUSSION At the previous Planning Commission meeting of January 28, 1986, the Planning Commission continued the consideration of this application so that the applicant could work with the property owner and the othur tenants of this property to design a monument -type sign accomodating all the unidentified tenants. As of this writing, the applicant has indicated that he has contacted the prospective tenant adjacent to him, however, the tenant has not pursued this matter as of this writing. Staff is of the opinion that it is important for the property owner and/or prospective tenant to t_ involved in the desiqn of a monument sign at this location. Consequently, Staff is recommending a continuance of this application. If the Commission approves this signing request, Staff is recommending that the phone number be eliminated from this proposal and that any further freestanding signaqe for this project be incorporated into the proposed freestanding sign. Denial, as presented. STAFF DISCUSSION The applicant is proposing an 18 sy.ft. monument sign in front of his business. The sign would read "Razzamatazz Hair Design Studio 377-5530" and would have a maximum height of 5 feet. This business is located in a small commercial center where several other businesses are located. Under the sign ordinance, a commercial center or single piece of property is only allowed a single freestanding or monument -type sign. The business to the south, the Palm Reader, already has a freestanding sign which identifies only her business. Stiff is of the opinion that the hair design studio has limited exposure and has justification for a monument sign. The design itself of the proposed sign is acceptable. However, under the ordinance, there should be a single monument sign on the property. If the Razzamatazz sign were allowed, then the other businesses on the site would hove the same justification for a sign and the property might have up to 4 freestanding/monument signs on it. Staff recommends that the applicant work with the property owner and other tenants of the property to design a monument -type sign to identify, or leave space for, all businesses in the center, except for the palmist who already hws a sign. With this single monument sign to identify the businesses and the palmist sign, two freestanding/monument-type signs would exist on the property. Staff is of the opinion that this should be acceptable considering that the property has over 130 feet of frontage on Bascom Ave. and 4 retail businesses.
