Bascom Ave. in a C-2-S (General Commercial) Zoning District. Commissioner Olszewski reported that this item was consiJered by the Site and Architectural Review Committee. The Committee is recommending approval based on the fact that this particular business is located approximately 280 ft. off the street, and that the sign is actually a replacement of the facing for the "Consumer's Distribution" store. Additionally, other signs in this shopping center are of similar size. Commissioner Fairbanks asked if the previous sign was approved or is in accord with the Sign Ordinance. Mr. Kee responded that the previous sign was in accord with the Sign Ordinance -n effect at the time it was constructed. In this case, Staff has taken a strict interpretation of the ordinance. Commissioner Christ asked if the verbage "Super Center" is part of the business name or an identification of services. Mr. Jerry Barnes, representing McDuff Electronic Super Center, indicated that the "Super Center" identifies a store which has been expanded to include appliances and electronic equipment, and distinguishes the gender of the store. Acting Chairman Dickson asked how many businesses are in the center, and how is the signing controlled. Mr. Kee indicated that the property owner was contacted in the past to develop a signing program for the shopping center. Commissioner Fairbanks stated that she would be in favor of a continuance on this item, noting that she is inclined to agree with Staff's recommendation for denial on this application for reasons similar to those indicated by Commissioner Christ. Mr. Barnes indicated that he would prefer a decision this evening because there is a push o open the store before Christmas. He felt that reducing the sign size would have a negative effect on the entire renter. Commissioner Olszewski noted that Staff's recommendation is based on the strictest interpretation of the ordinance; and, he also noted that there are other stores in the center with substantially larger signs. M/S: Stanton, Olszewski - That the Planning Commission adopt the following findings, and approve SA 86-43: (1) The applicant has demonstrated that this business would lack adequate identification if a smaller sign was proposed; (2) Thz submitted plans have demonstrated that this business location is unusually difficult to locate or identify; and (3) The requested signing is consistent with existing signing in the shopping center. Motion carried with a vote of 4-1-2, w;.th Commissioner Fairbanks votirg "no", and Commissioners Kasolas and Perrine being absent. That the Planning Commission continue the consideration of this application to its meeting of October 14, 1986; or 2. That the Planning Commission adopt the attached findings and deny the applicant's signing as presented. STAFF DISCUSSION The applicant is requesting approval of a sign permit to allow the replacement of an existing sign face to a new sign face reading "MCDUFF ELECTRONICS", "APPLIANCE" and "SUPERCENTER." The proposed sign measures 2.75' x 28.5', or 70.3 sq. ft. As the Planning Commission may recall, Section 21.68.090 of the sign ordinance specifies the maximum sign area of 50 sq. ft. unless approval of the Planning Commission is obtained. The sign ordinance provides that the Planning Commission may approve larger signs when it determines that the use for which the signs are erected would not be adequately identified, or would be unusually difficult to locate in comparison t3 similar uses, without exceeding the standards set forth in the sign orcinance; or that due to the surrounding uses and/or traffic circulation a ]rrger sign would best serve the public welfare.
