Commissioner Perrine reported that thin application was considered by the
Site and Architectural Review Committee. The Committee is recommending
approval. Commissioner Perrine noted that there is an existing
readerboard on the building, and the applicant agrees with the denial of
this readerboard; however, he may wish to work with the Cossnission to do
something with the readerboard location in the future.

RECOMMENDED FINDINGS

1. The business would not be adequately identified without exceeding

traffic.
3. There is not adequate space elsewhere on the site to locate a
freestanding sign.
4. A City street tree reduces visibility of the building.

STAFF RECOMMENDATION
"bat the Planning Commission adopt the attached findings and:
1. Approve the reface of the roof/freestanding sign and approve the
new wall sign on the north elevation; and
2. Deny the readerboard sign.
STAFF DISCUSSION
The applicant is mcving into the former Mr. Steak restaurant and opening a
new restaurant called Bambino's Pizza. He is requesting approval of the
following three signs:
1. Refacing an existing sign which protrudes out of the roof of the
building. The sign stands 23 1/2 feet in height and measures 48
sq. ft. in area. The sign is nonconforming because it exceeds
the 14 foot maximum height requirement. The proposed sign face
reads "Bambino's Pizza, Italian Cuisine, Seafood."
2. Refacing a wall sign on the south elevation into a readerboard
sign. The sign is 24 aq. ft. in area and will be internally
illuminated.
3. A new wall sign on the north elevation of the building with the
same copy as the roof sign. This sign measures 24 sq. ft. in
area.
Under the sign code, this business is permitted a freestanding sign and a
wall sign, or two wall signs (one facing Bascom Ave. and one facing
Apricot Ave.). The maximum oize of each sign would be 50 sq. ft. and the
maximum height would be 14 ft. The Planning Commission may authorize sis.e
which exceeds the standards as follows:
Section 21.68.140 - "The Planning commission may authorize more signs,
higher signs or temporary off -site directional signs when it
determines that the use or uses for which the signs are to be erected
would not be adequately identified or are unusually difficult to
locate in comparison to similar uses without exceeding the standards
provided in this chapter, or when it determines that the use is of
such size and is so located in reference to surrounding uses and/or
the traffic circulation system that a larger, higher or temporary
off -site directional sign would best serve the public welfare and
would be in keeping with the principles and purposes of this title."

In addition, the code states that readerboard signs in association with a
theater or commercial use are allowed when approved by the Planning
Commission.
Staff is of the opinion that there is justification fur allowing refacing
of the existing 23 1/2 foot high sign. Due to the location of the
building, there is no space for a freestanding sign in front of the
business. Lowering the existing sign would put it below the building and
thus make it not visible from traffic southbound on Base Ave. Also,
because of the speed of traffic on Bascom Ave. the 24 sq. ft. sign on the
north elevation of the building would not be sufficient to identify the
business. A City street tree blocks visibility to the building partially.
In terms of the readerboard sign, Staff would recommend denial. There
seems to be no coupelling reason why this business needs a readerboard
moreso than another type of restaurant or business. In the past, the
Commission has only allowed readerboards when they were essential to a
business, such as a movie theater.
The 24 sq. ft. sign on the north elevation of the building meets the code
requiz•�ments and is acceptable.
