longer necessary.

STAFF RECOMMENDATION
That the Planning Comm=scion adopt the attached findings and approve this
application, subject to the attached conditions.
STAFF DISCUSSION
Phis item was continued from the meeting of February 10, 1987, in order
that the applicant could submit a revised proposal. Attached for the
Commission's review is the previous Staff Report.
The applicant has since submitted a revised proposal which indicates the
sign only a few inches above the eave of the building and with a dark
brown frame. Attached is a letter from the applicant explaining the
request.
Staff is of the opinion that the sign as proposed meets the intent of the
ordinance and is compatible with the building, therefore, approval is
recommended.
RECOMMENDED FINDINGS - SA 66-66
1. The sign as proposed meets the intent of the Sign Ordinance.
2. The design of the sign is compatible with the building.

1. Secure all necessary permits from the Building Department.

Dear S-.rs:
Thank you for giving us the opportunity to present our plans for approval of
the above -referenced project on February 10, 1987. The Sate and Architectural
Review Ccmmittee suggested the following modifications:
1. AS ROOF -MOUNTED SIGNS ARE PROHIBITED, THE MIMOSA SIGN SHOULD:
Either:
A) Be reduced in width, from 8 to 6 feet wide, to be mounted as a wall
sign between the two front windows.
Or:
d) Be relocated to the location below the roofline of the building as
indicated on the original application.
As is not possible to cut down the size of our present sign due to the
position of the letterings, we would need to get another sign to comply with
the recommendation. At the present time this would be very straining on our
limited budget. Therefore we propose to relocate the sign almost to the position
indicated on the original application, but with one minor modification: that
the top of the sign not below the roofline but just covering the ends of the
gables for aesthetic reasons.
2. THAT THE SIGN BE FRAMED IN AN EARTH -COLORED FRAME TO MATCH THE STYLE OF
THE BUILDING.
We have complied with this recommendation. The sign is now framed with
a dark brown frame which matches the color of the frame of the free-
standing sign which had been approved.
We hope that the Planning Commission will look favorably upon our request for
the sign modification. Thank you in advance for your consideration.

Mimosa Skin Care the decision of the Planning Director for property
known as 2075 S. Bascom Ave. in a C-2-S (General
Commercial) Zoning District.
STAFF RECOMMENDATION
That the Planning Commission adopt the attached findings and uphold the
decision of the Planning Director denying the sign located above the save
line of the building.
STAFF DISCUSSION
In December of 1986 the Planning Director approved a 20 sq, ft. sign for
Mimosa Skin Care and Nails, however, the sign was erected above the save
line of the roof and not in the location that was approved. The applicant
was iotifed of the violation and he submitted revised plans requesting
approval of the sign as constructed-. The Planning Director denied this
request based on Section 21-.53.060 of the sign code which states that
roof -mounted signs are prohibited, unless approved by the Planning
Commission. A roof sign is defined as follows.
"A sign that is mounted upon a roof or above a parapet or save of a
building or structure, or above the highest point of the ridgeline."
At this time the applicant is appealing the decision of the Planning
Director and requesting that the Planning Commission approve the sign as
constructed. Attached is a letter from the applicant explaining the
Iequest,.
In the past, it has been the City's polio} to discourage roof -mounted
signs because they looked tacked onto a building. The applicant has
presented no evidence why the sign could not be mounted below the save
line as originally approved. Therefore, Staff recommends that the
Planning Commission uphold the decision of the Plam,ing Director denying
this sign.
