Planner II Haley reviewed the Staff Report of September 27, 1988, noting which
of the requested signage Staff is recommending be approved.
Mr. Norris Stark, applicant, noted that it was agreed to remove an island sign;
however, it was requested that "Hotel Parking Only" be allowed on the wall.
Commissioner Olszewski reported that this item was considered by the Site and
Architectural Review Committee. The Committee is recommending approval per
Staff's recommendations, and would also support Mr. Stark's request to be
included in Staff Recommendation "C".

1. That the Planning Commission adopt the attached findings and approve
the following signs, subject to the attached conditions:

STAFF DISCUSSION
This item was continued from the meeting of September 13, 1988 due to lack
of a quorum and because of the lateness of the hour.
As the Commission may recall, the applicant has previously received
approval from the City Council for a freestanding freewav-oriented sign
and signs on the toter portion of the hotel.
At this time, the applicant is requesting approval of additional signage
to complete the sign program for the Pruneyard Inn. The location and area
of each of the signs are described under the Staff Recommendations.

Staff is recommending approval of the two 56 sq.ft. signs on Bascom and
Campbell Avenues due to the fact that they are located close to the two
major driveways leading to the Inn. The proposed sign to be located on
the new wall to identify the entrance to the hotel parking area is also
considered necessary to guide hotel guests to the proper parking lot.
Likewise, Staff is supportive of the exit signs since they are directional
signs and will help avoid driver confusion. Staff is of the opinion,
however, that these signs could be reduced to 6 sq.ft. to comply with
ordinance requirements, and still be effective.
Staff is recommending denial of the entry sign which is proposed for a new
traffic island to be constructed in front of the parking lot entrance. It
is the Staff's opinion that the proposed wall sign recommended for
approval under recommendation "C", above, will adequately identify the
parking lot entrance. Similarly. Staff is recommending denial of the
proposed canopy sign over the ports cochere. It is the Staff's opinion
that once a vehicle has entered the parking area, the porte cochere itself
willclearly identify the hotel entrance.
Lastly, Staff is recommending denial of the proposed sign to be added to
the existing freestanding sign at the corner of Bascom and Campbell
Avenues. It is the Staff's opinion that the other signs proposed for
Bascom an-1 Campbell Avenues will adequately identify the location of the
hotel.

RECOMMENDATION
That the City Council refer this item to the Planning Commission for
review and recommendation.
DISCUSSION
At its meeting of April 19, 1988, the City Council reviewed this signing
application and continued it in order that the applicant could further
study the appropriateness of a 60-foot tower and visibility of the signs
from the freeway. Attached for the Council's review is the referral form
and the previous Council Summary SF -et which explains the request.
The applicant has since submitted a letter (copy attached) and revised
plans. The letter indicates that all 'he previously applied for signing
+s needed. In addition, the revised plans request approval of additional
signing in the form of a new "Pruneyard Inn" sign of about 50 sq.ft.
attached to each of the freestanding signs on Bascom & Campbell Aves.
Staff recommends a referral to the Planning Commission because the
Commission has not had the opportunity to review this proposal with the
additions to the 3 freestanding signs.

In response to the Council's desire to see the entire sign
Program, I am submitting three copies of the proposal to
modify the existing signs at the Bascom and Campbell Avenue
entrances and the southeast corner center identification
sign.
With regard to the signs on four faces of the tower, we feel
that they are necessary to assist prospective guests in
recognizing the location of the hotel within the perimeter of
the center and the selection of entrances. For instance,
northbound guests on Bascom from such companies as IBM,
Corbus, Condor Systems, etc., will be able to follow,
sequentially, the southeast corner identification sign, look
over and see the tower, then recognize the drive entrance at
the northeast corner in time to make the left turn. Although
eastbound guests on Campbell Avenue will only catch a glimpse
of the south tower face after passing Union Avenue before
arriving at the Campbell Avenue entrance, it may well be
enough to trigger the decision to turn in. We recognize that
the south face cannot be viewed in time by westbound Campbell
Avenue traffic and will have to rely on the entrance sign
there.
Lowering the hotel tower is not something that should be
done, in any case, since it would destroy the proportions of
the overall composition, signed or not. Since it is a minimum
of thirteen feet lower than the height limit, we don't see a
real. reason for doing so.
The freestanding 880 freeway sign is necessary for off ramp
identification since it and the accompanying tower faces
locate it quickly in the freeway traveller's mind in both
directions. Even if it is not seen by southbound travelers
until after passing Hamilton Avenue, it still has a value in
identifying what that traveler has to do to get off the
freeway and get back to the location.

DISCUSSION
At the meeting of October 14. 1988. the Planning Commission approved a
modification to a previously approved 94-unit inn to allow the
construction of a 116-unit inn with related service facilities. Those
plans have since expired, however, a reinstatement will be presented to
the Commission at an upcoming meeting. At this time, the applicant is
requesting approval of signing for the inn. The signing requires
recommendation by the Planning Commission and approval by the City Council
because they are freeway -orientated. Each signing proposal will be
discussed individually below:
1. Free-standinx sign '
The applicant is proposing a free-standing sign to be located in the
northwest corner of the Pruneyard Shopping Center next to Highway 17.
The sign, as proposed, is 35 feet in height and has a sign area of
approximately 170 sq.ft. It reads "The Pruneyard Inn" and would be
double-faced. The letters would be ivory in color on a brown
background. Brown metal posts would support the sign. This sign
would be very similar in appearance to the sign for the Campbell Inn
located just across the freeway. That sign is 35 feet in height with
a sign area of about 165 sq.ft. It was approved by the City Council
in 1979.
Staff is of the opinion that a freeway -orientated sign is essential for
the operation of an inn at this location. The site, height, and design
vo-ald be compatible with the sign across the freeway and should adequately
Identify the use. The sign will not eliminate any parking spores;
however. Staff would recommend that the area below the sign be landscaped.
2. Ball Signs
An architectural *lament of the proposed inn is a tower with a height
of about 60 feet. The Lover will serve as an identification point for
the inn. The signing proposal is to put a sign reading "The Pruneyard
Inn" on each of the four sides of the Lover. The sign is proposed
with individual internally illuminated letters, ivory in color. Each
sign measures approximately "0 sq.ft. in size.

The ordinance normally allows a business one wall sign and one
free-standing sign unless it would be unusually difficult to locate.
Staff is of the opinion that the inn would be difficult to locate

background. Brown metal posts would support the sign. This sign
would be very similar in appearance to the sign for the Campbell Inn
located just across the freeway. That sign is 35 feet in height with
a sign area of about 165 sq.ft. It was approved by the City Council
in 1979.
Staff is of the opinion that a freeway -orientated sign is essential for
the operation of an inn at this location. The size, height, and design
would be compatible with the sign across the freeway and should adequately
identify the use. The sign will not eliminate any parking spaces;
however, Staff would recommend that the area below the sign be landscaped.
2. Wall Sians
An architectural element of the proposed inn is a tower with a height
of about 60 feet. The tower will serve as an identification point for
the inn. The signing proposal is to put a sign reading "The Pruneyard
Inn" on each of the four sides of the tower. The sign Is proposed
with individual internally illuminated letters, ivory in color. Each
sign measures approximately 70 sq.ft. in size.

Staff is of the opinion that the inn would be difficult to locate
within the Pruneyard without this sign. Because someone can enter the
Pruneyard from so many different directions, Staff believes that the

A condition of approval is recommended restricting the construction of the
free-standing sign until such time as permits have been obtained and

At its sreting of March 22. 1988, the Planning Coss.ission recommended
approvai with a 6-1-0 vote (Chairman Christ voting "no"). Attached are

Planning Director Kee reviewed the Staff Report of March 22, 1988, noting that
Staff is recommending approval of this signing request.
Commissioner Olsaewski reported that this item was con: iered by the Site and
Architectural Review Committee. The Committee is recommending approval of both
proposed signs, with the landscaping for the freeway -orientated sign to come
back to the Committee for approval.

STAFF DISCUSSION
As the Cumission will recall, at its meeting of October 14, 1988, it approved
a modification to a previously approved 94-unit inn to allow the construction
of a 116-unit inn with related service facilties. Those plans have since
expired, however, a reinstatement will be presented to the Commission at an
upcoming meeting. At this time, the applicant is requesting approval of
signing for the inn. The signing requires recommendation by the Planning

5. Because of the size of the Pruneyard and the many different entrances to
it, four signs are necessary on the tower to adequately identify the inn.
CONDITIONS OF APPROVAL: SA 88-09
1. Obtain all necessary permits from the Building Department.
2. Free-standing sign shall not be constructed until building permits have
been obtained and construction commenced on the Pruneyard Inn.
3. This approval shall expire two years from the date of City Council approval
unless construction has commenced on the Pruneyard Inn.
4. Submit a landscaping and irrigation plan for the area beneath the
free-standing sign. This plan shall be submitted for approval of Planning
Director prior to issuance of a building permit for the free-standing
sign. Landscaping shall be installed within 30 days after construction of
free-standing sign.
