Hunter a Sign Permit to allow one wall -mounted sign and a

located at 1650 South Bascom Avenue, in a C-2-S (General
Commercial) Zoning District.
Chairperson Meyer -Kennedy rani the application into the record.
Mr. Tim J. Haley, Planner 11, presented the staff report noting the following:
• Size and location of the proposed sign.
• The proposed sign is similar in size and position of other signs in the area.
• Staff recommends approval.
Commissioner David Fox presented the Site and Architectural Review
Committee meeting discussion of July 10, 1991, noting that the Committee is
recommending approval of the application.
MOTION: On motion of Commissioner Fox, seconded by
Commissioner Perrine, it was unanimously ordered that
the request for a wall -mounted sign and tenant sign be
approved , subject to the Conditions of Approval, by a vote
of (7-0-0).

JULY 23, 1991
SA 91-23 Consider the application of Hunter Properties for approval of a Sign
Permit to allow one wall -mounted sign and tenant sign on a pre-iously
approved free-standing sign on property located at 1650 South Ba..om
Avenue in a C-2-S (General Commercial) Zoning District.

STAFF RECOMMENDATION
That the Planning Commission take the following action:
1 APPROVE Sign Permit Application SA 91-23 per the attached findings and
conditions of appro-. al.
Environmental statement: This project is Categorically Exempt from the
environmental review process, hence no
environmental action is necessary.
APPLICANTS PROPOSAL
A. The applicant seeks approval of a sign application allowing one wall -mounted
sign totaling 91 square feet and a tenant sign on a previously approved free-
standing sign totaling 19 square feet for Liquor Barn which will be located
within the Hamilton Plaza Shopping Center. The Sign Ordinance permits a
total of 50 square feet of signage per business The applicant is requesting to
exceed the limit by 60 square feet.
B. The "Liquor Barn" signs will have rust lettering with a yellow border. All the
signs will be internally illuminated.
PROiECT DATA
Hunter Properties requests approval for the following signs:
1. "Liquor Barn" wall -mounted sign= 3.0 ft. x 30.4 ft. = yl square feet
2. "Liquor Barn" free-standing sign = 1.7 ft x 11 0 ft. = 19 square feet
Total Signage: 110 square feet
Building Frontage: 120 linear feet
BACKGROUND
A. Ordinance Requirements
The Planning Director may refer any application for a sign permit to the
Planning Commission for its consideration when an exception to the
ordinance is requested. The Sign Ordinance permits one wall sign with a
maximum of 50 square feet for each commercial business.

B. Planning Commission-luthuT ot�,
The Planning Commission has the authonty to approve additional signage
deemed appropriate and in keeping with the intent of the Sign Ordinance.
DISCUSSION
A. The Planning Commission granted approval of a master sign program for the
Shopping Center on January 8, 1991. The program allows two free-standing
monument signs. The free-standing sign along Bascom Avenue is allowed two
tenant names, with a maximum width of 10 feet All other signs in the
Shopping Center exceeding the Sign Ordinance Burst have Planning
Commission approval.
B. The proposed free-standing sign is I tent Wide, which is not consistent with the
previous approval. As a Condition of Approval, the free-standing sign will
need to be reduced to 10 feet wide.
C. The wall mounted sign has been compared to previously approved sign permit
applications for Longs Drugs, Fresh Choice, and Bread of Life. All three of the
businesses are located within the Hamilton Plaza Shopping Center. The sign is
consistent with the previously approved signs.
D. Staff does not object to the wall mounted sign.
SITE AND ARCHITECTURAL REYIE V
The SARC reviewed this item at their meeting of Wednesdav July 10, 1991. The
Committee is supportive of the applicant's request subject to the reduction in the
size of the proposed "Liquor Barn" free-standing sign to 10 feet wide
RECOMMENDATION/SUMMARY
Subject to the reduction of the "Liquor Barn' tree -standing sign to 10 feet wide, staff
believes the proposed signage is appropriate and is in keeping with the principles
and purposes of the Sign Ordinance. Staff rorommends approval of the "Liquor
Barn" wall mounted sign as presented.

The Planning Commission finds as follows with regard to File No. SA 91-23:
1. The proposed signage exce.ds the limits allowed by the Sign
Ordinance.
2. The proposed signs are compatible with other signs approved within
the Hamilton Plaza Shopping Center.
3. The proposed signs are compatible with the architecture of the
Shopping Center.
4. An increase in the maximum allowable square footage for the
proposed signs are deemed appropriate for an major tenant.
5. Due to the traffic circulation along Bascom Avenue and Hamilton
Avenue, a larger sign best serves the public welfare and w:;ald be in
keeping with the principles and purposes of the Campbell Sign
Ordinance.
Based upon the foregoing findings of fact, the Planning Commission finds
and concludes that:
1. That the sign is of such size and is so located in reference to the traffic
circulation system that a larger sign would serve the public welfare and
would be in keeping with the principles and purposes of this title.
2. The signs will not be detrimental to the public welfare of persons in the
neighborhood, or the City as a whole.
