STAFF RECOMMENDATION
That the Planning Commission take the tollowing action:
1. Approve Sign Permit Application SA 91-42 per the attached findings
and conditions of approval.
Environmental Statement: Phis project is Categorically Exempt from the
environmental review process, hence no
environnienlal review is necessary.
APPLICANT'S PROPOSAL
A. The applicant seeks approval of a sign application allowing an120 square
foot wall -mounted sign for Dress Barn in the Ilamilton Plaza Shopping
Center.
B. The "Dress Barn" sign will ha%e individual red letters that are internally

BACKGROUND
A. Ordinance Requirement
The Planning Director ma)• approve a sign application provided that th,•
sign complies with the Sign Ordinance. For commercial development,
the Sign Ordinance permits one sign per business to a maximum of 50
square feet. The proposed sign request of 120 square feet exceeds the
maximum permitted signage by 70 square feet, thus requiring Planning
Commission approval.

B. Planning Commission Authority
The Planning Commission ha_: the authority to approve additional

ordinance.
DISCUSSION
A. On January 8, 1991 the Planning Commission approved a sign program
for the Hamilton Plaza Shopping Center. The program stated that the
remaining tenants shall be consistent with the individual mounted
letter sign design approved for Longs and the Bread of Life and conform
to the sign ordinance requirements. All signs in the -hopping center
exceeding sign ordinance requi�rn•:ents must have Planning
Commi;sion approval.
B. Staff has concerns with the size of proposed "Dress Barn" wall
mounted sign. The wall mounted -,: i .is been compared to previously
approved Hamilton Plaza sign per: ahlications (See Exhibit BY Signs
previously approved for the C by the Commission have not
exceeded a ratio of one squaw ign area for each linear foot of
business frontage. The "Dress li.unsigr e\cceds this ratio by 118
percent.
C. In addition, the only businesses that have been approved to exceed the 50
square feet maximum allowance have been anchor tenants (Exhibit B).
Smaller tenants such as Clothestime and Performance Bicycle Shop have
met the sign ordinance requirements and have not required Planning
Commission approval
D. The size of the proposed sign is not proportionate to the business'
frontage. Staff recommends the Commission approve the "Dress Barn"
sign with a maximum square footage of 55 square feet. This limit would
ensure that the sign would he compatible with the building's 55 feet of
linear frontage.
SITEND ARCHITECTURAL. REVIEW CONINI TTEE
The Site and Architectural Review Committee reviewed this application on
November 13, 1991. The Committee is supportive of the applicant's rLoviest
subject to the reduction in the size of the proposed "Dress Barn" sign to
approximately 55 square feel. This recommendation is based upon signing
standards of 1 square foot of signage for each linear foot of business frontage.
