Chairperson Fox read the application into the record. Tim 1laley, Associate Planner, presented the staff report noting the following: • The sign is before the Commission because the applicant is requesting more square footage for the sign program than the ordinance allows. • The proposea sign is consistent with the sign program approved for the building. • The applicant requested approval of chronic returns :o be consistent with company standards, and staff suggested that the depth of the letter returns be reduced. • Manner signs are being requested for the grand opening. • The staff recommends approval of the request Commissioner Alne presented discussion from the June 1, 1992, meeting of the Site and Architectural Rcwiew Committee, as follows: • The square footage requested has been reduced since the first submittal. • This company is a major tenant within the shopping center. • The sign requested looks appropriate for the location. • The Committee recommends approval. Chairperson Fox asked if a -v me wished to speak to the Commission. Public Comment: Mr. Wade McClure, the applicant, stated that he accepts staffs recommendation and modifications to the conditions. Commissioner Meyer -Kennedy noted confusion relating to the approved dark bronze returns and the requested bright chrome returns. Mr. lbaley explained that the returns are a material to reflects light off of the building wall, and will not have a significant visual impact on the approved sign program. Permanent Signs: The Planning Director may approve a sign application provided that the sign complies with the City's Sign Ordinance. For commercial development, the Sign Ordinance permits one sign per business to a maximum of 50 square fee with a square fxot standard of one square foot per each linear foot of business frontage. The proposed sign request of 93.5 square feet exceeds the maximum permitted signage by 43.5 square feet, thus requiring Planning Commission approval. 2. Temporary Signs: Banners and temporary signs shall be permitted for a maximum of 30 days and hall be a maximum of 40 square feet each, unless otherwise approved by the Plann;n,; Commission. B. Planning Commission Authority The Planning Commission has the authority to approve additional signage deemed appropriate and in keeping with the intent of the Sign Ordinance. A. On January 8, 1991, the Planning Commission approved a sign program for the Hamilton Plaza Shopping Center. Below are the summarized portions of the Sign Program that pertain to major tenants (over 4,000 square feet): 1. All signs shall be internally illuminated channel letters with five inch dark b-onze returns. 2. Tenants shall be allowed one square foot of sign per foot of leased frontage to a maximum of 50 square feet of sign. Signs exceeding 50 square feet may be approved by the Planning Commission on an individual basis by the Planning Commission. 3. Maior tenants shall be allowed a maximum of 46 inch letters. B. The proposed permanent signs are consistent with the approved Sign Program except for the material of the letter returns and the depth of the "BOSS" letter returns. 1. The approved sign program requires that all signs have dark bronze returns. The proposed channel letter sign has bright chrome returns. The applicant is requesting this type of return in order to be consistent with their company standards and to better reflect the blue letters. Staff Staff Report for SA 92-19 Jury 9, 1992 feels the bright chrome returns are acceptable. 2. The proposed sign size of 93.5 square feet is consistent with previously approved signs within Hamilton Plaza Shopping Center and is less than the standard one square foot of signage to the one linear foot of building frontage ratio. 2.
