City of Campbel - 7/2/91 V% _ 4 Item No. 2 STAFF REPORT —PLANNING COMMISSION MEETING OF July 14, 1992 SA 92-20 Consider the application of Mr. Wade McClure, on behalf of McClure, W. BIZMART, for approval of a sign application, on property located within the Hamilton Plaza Shopping Center, at 1760 South Bascom Avenuc in C-2-S (General Commercial) Zoning District. That the Planning Commission take the following action: I. Approve Sign Permit Application SA 92-20 per the attached findings and Conditions of Approval. ' Environmental Statement_ This project is Categorically Exempt from the environmental review process, hence no environmental review is necessary. The applicant seeks approval of a sign application to allow a 122 square foot sign reading 'BIZMART Mega Centerand two accessory signs totaling 62 square feet reading "Office Products' and "Computers" for BIZMART located in the Hamilton Plaza Shopping Center. Wall -mounted illuminated channel letter signs "BIZMART" letter height = 48 inches = 122 S.F. "Computers" & "Office Products' letter height = 24 inches = 62 S.F. Total Signage = 194 S.F. Building Frontage: 210 linear feet Ratio of signage to linear frontage: 88`7, BACKGROUND A. Ordinance Requirement The Planning Director may approve a sign application provided that the Staff Report for SA 92-20 ,uhv 14,1992 Paw 2 sign complies with the City's Sign Ordinance. For commercial development, the Sign Ordinance permits one sign per business to a maximum of 50 squate feet with a standard of one square foist per each lines: foot of business frontage. The proposed sign request of 184 square feet exceeds the maximum permitted signage by 134 square feet, thus requirin;! Planning Commission, approval. B. Planning Commission Authority The Planning Commission has the authority to approve additional signage deemed appropriate and in keeping with the intent of the Sign Ordinance. A. Adopted Sign Program On January 8, 1991, the Planning Commission approved a sign program for the Hamilton Plaza Shopping Center. The portions of the Sign Program that pertain to major tenants are summarized below (over 4,000 square feet): 1. All signs shall be internally illuminated channel letters with five inch dark bronze returns. 2. Tenants shall be allowed one square foot of sign per linear foot of leased frontage to a maximum of 50 square feet of sign. Signs exceeding 50 square feet may be approved by the Planning Commission on an individual basis by the Planning Commission. 3. Major tenants shall be allowed a maximum of 46 inch letteru. B. Consistency with Sign Program The style of the proposed signs is consistent with the approved Sign Program and previously approved signs in the center. However, the size of the sign is excessive in comparison to other stbns in the center (see Attachment 3). Staff recommends the following modifications in order to make the sign consistent with the center's approved Sign Program and architecturally consistent with the building's facade and tower elements. 1. The sign reading "BIZMART Mega Center" is not architecturally consistent with the columns of the tower element. Staff recommends that the sign be reduced proportionately to clear the vertical columns of the tower element by a minimum of six inches. 2. The maximum letter height that the approved Sign Program allows is 46 inches. The proposed sign reading "BIZMART Mega Center" has 48 inch letters. Staff recommends that the letters be reduced to a 6-0 Staff Report for SA 92-20 July 14,1992 Page 3 maximum of 46 inches to be consistent with the approved Sign Program. 3. The approved Sign Program requires that all signs have dark bronze returns. The proposed channel letter sign has black returns. The applicant is requesting this type of return in order to be consistent with their company standards. Staff feels the black returns are acceptable and are not a significant change from dark bronze returns. 4. Staff recommends that the applicant reduce the depth of the letter returns to a maximum of five inches to be consistent with the Sign Program. CITE AND ARCHITECTURAL REVIEW COMMITTEE The Site and Architectural Review Committee reviewed this application on July 6, 1992. The Committee is supportive of the applicant's request subject to the reduction of the size of the "BIZMART Mega Center" sign so that it may be accommodated between the two vertical supports of the tower element. RECOMMENDATION/SUMMARY A. The proposed signs as modified by the Conditions of Approval are deemed appropriate and consistent with the principles and purposes of the Sign Ordinance and the adopted Sign Program. B. The proposed sign size, as modified, is consistent with previously approved signs within Hamilton Plaza Shopping Center and is less than the standard one square foot of sigmee to the one linear foot of building frontage ratio. 2. The proposed sign style is compatible with previously approved Hamilton Plaza Shopping Center signs. 3. The proposed sign style, as modified, is compatible with the shopping center's architecture and is an appropriate scale to the building facade. sed upon the foregoing findings of fact, the Planning Commission finds and concludes that: 1. The signs are of such size and located in reference to the traffic circulation system that a larger sign would serve the public welfare and would be keeping with the principles and purposes of this title. 2.
