SA 42-33 Consider the application of Mr. Jeff Escott, on behalf of
Esmtt, J. Spoons Restaurant, to allow a wall motutted-sign on property
locatt-_' at 1555 South Bascom Avenue, in a C-2-S (General
Commercial) Zoning District.

1. DENY the applicant's signing request based upon the attached
findings.

environmental determination is required.
APPLICANTS PROPOSAL
The applicant is requesting approval of a second wall -mounted sign to be
placed over the entrance of an existing restaurant lo,:ated at 1555 South
Bascom Avenue. The existing restaurant operation, which was recently
remodeled, is currently identified by a free-standing sign with a 50 square
foot face and a 14 foot height and a wall mounted sign along the
southerly elevation of the _;uilding facing East Hamilton Avenue of 46
Square feet. The applicant at this time is requesting the installation of a
second wall -mounted sign along the northerly elevation over the
building entrance.

The sign ordinance states that on -site signing for commercial uses is
permitted as follows.
1. Allowable sin area. The size of each individual sign shall be no
greater than 1 square foot in area for each linear foot of business
frontage.
2. Wall Signs: Each business shall be permitted one wall sign.
However, businesses which are located adjacent to two streets may
have one additional wall sign to face the second adjacent street, if
the business is not identified on the free-standing sign.

3. Free-standing Signs: One free-standing sign shall be permitted for
each parcel of land or commercial center; and,
4. Architectural Compati ility: Signs shall be architectural compatible
with and suitable for the buildings and structures with which they
are associated as well as the surrounding environment.

All of the proposed signs are architecturally compatible to the building
design. The applicant's signing proposal exceeds the square footage
permitted by the ordinance by 19 square feet and proposes a second wall -
mounted sign.

At its meeting of September 10, 1992, the Site and Architectural Review
Committee recommended approval of the applicant's signing request
The Committee found that the proposed wall sign had limited visibility
from the street frontage due to the building's placement and orientation•,
to the office building to the north. Additionally, the Committee found
that the proposed sign assisted and enhanced the identification of the
building entrance.

Staff finds that the sign proposal is not consistent with the purpose and tha
intent of the sign ordinance and is recommending denial of the applicant's
signing request. Staff is of the opinion that the current sipping adequately
identifies the restaurant use and approval of the secondary wall -mounted sign
would be contrary to the provisions of the sign ordinance. Staff would be
supportive of the proposed wall -mounted sign if the second wall sign pla,-ed on
the south elevation of the building were removed.

1. The proposed use is not unusually difficult to locate, nor is it inadequately
identified with the provision of signage consistent with the sign
ordinance.
2. The provision of a second wall sign is not consistent with the standards
for the number and size of signs permitted in the sign ordinance.
Based upon 'he foregoing findings of fact, the Planning Commission further
finds and concludes that facts demonstrate that:
I. The proposed signing is not consistent with the purpose and intent of the
sign ordinance; and,
2. The proposed sign does not improve the visual quality of the City.

WE ARE SUBMITTING THIS SIGN APPLICATION FOR PLANNING REVIEW
AND REQUESTING THAT THE PLANNING CwtilSSION WOULD, UNDER THE
PROVISION OF ORDINANCE SECTION 21.53.140, APPROVE THE
INSTALLATION OF ONE MORE SIGN THAN 15 ALLOWED BY THE SIGN
ORDINANCE.
CURRENTLY THE SPOONS RESTAURANT LOCATED AT 1555 SOUTH
BASCOM AVE. HAS ONE WALL MOUNTED SIGN OF 46 50. FT. ON THE SOUTH
SIDE OF THE BUILDING, VISIBLE THROUGH THE SERVICE STATION AT THE
CORNER OF HAMILTON AVE. AND SOUTH BASCOM AVE. THERE 15 ALSO A
MONUMENT SIGN LOCATED NEAR THE NORTHEAST CORNER OF THE BUILDING
ADJACENT TO BASCOM AVE., HOWEVEk THIS SIGN 15 PARTIALLY SCReENED
FROM THE SOUTH BY MATURE LANDSCAPING, LIGHT STANDARDS, TRAFFIC
LIGHTS AND TFE 9UILDING ITSELF. FOR THIS REASON WE ARE REQUESTING
THAT THE WALL SIGN ON THE SOUTH ELEVATION REMAIN IN PLACE AS IT
PROVIDES BETTER VISIBILITY AND RECOGNITION FOR THE RESTAURANT
WHEN APPROACHING FROM THE SOUTH.

PROPORTIONS OF THE RESTAURANT ENTRIES' FACADE WERE DESIGNED TO
INCLUDE THE NEON SIGN ELEMENT. THIS DESIGN WAS APPROVED BY THE
PLANNING COMMISSION ON OC70BER 8, 1991. THE BUILDING IS NOW
NEARING COMPLETION AND 15 AWAITING THE SIGNAGE INSTALLATION.
