SA 92-47 Consider the application of Mr. Earle Gibbings, on behalf
Gibbings, E. of Tower Records. for approval of two wall signs on property located
at 1900 South Bascom Avenue, in a C-2-S (General Commercial(
Zoning District.
Mr. Tim I Haley, Associate Planner, presented the staff report, noting the following:
' The applicant's request is for signage in excess of the number of signs permitted by
the Sign Ordinance.
' The property has two business operations.
' Staff will support the application, due to the size of the buiiding, length of the
building, and the fact that the building is being occupied by two different
businesses.
Chairperson Alne asked the Commission if they had any questions of Staff. He provided
the Site and Architectural Review Committee's report of December 31, 1992.
recommending approval stipulating that the sign dimension not exceed the current square
footage.
Chairperson Alne invited the applicant to speak however, the applicant declined.

SA 92-47 Consider the application of Earle Gibbings on behalf of
Gibbings, E. Tower Records/Video for an exception to the sign
ordinance for property located at 1900 S. Bascom Avenue,
in a C-2-S (General Commercial) Zoning District.
(Planning Commission action final, unless appealel).
RECOMMENDATION
That the Planning Commission take the following action:
1. APPROVE the applicant's sign request allowing the two wall mounted
signs, based upon the attached findings, and subject to the Co.iditions
of Approval.
Environmental Determination: This application is Categorically exempt
under CEQA, therefore, no environmental
action is required.
APPLICANT'S REQUEST
The applicant is requesting approval of signage in excess of the number of
signs permitted by the sign ordinance. A summary of the applicant's signing

SIGN ORDINANCE
The provisions of the sign ordinance would allow the applicant identification
on a free-standing sign with a maximum sign area of 50 square feet, and one
wall-mou,ited sign of 50 square feet, for a total aggregate sign area of 100

square feet. Properties located on a Corner are permitted a second wall sign,
one on each adjacent street frontage, if the business is not identified on the
free-standing sign.
the subject property is located on the northwest corner of Bascom and
McBain Avenues, across from the Pruneyard Shopping Center. Tower
Records/Video currently provides two businesses on the property, a video
rental store and a record/music store. Each business occupies a separate
portion of the building and are individually accessed. Consequently, the
applicant is requesting approval of two wall signs for the two businesses
represented on the property, in addition to retention of the existing free-
standing sign.
The applicant's sign request is for two wall -mounted signs with a total sign
area of 100 square feet in addition to an existing 15 square foot freestanding
sign, located near the southern driveway entrance on Bascom Avenue. The
total sign area only exceeds the Total aggregate area permitted under the sign
ordinance by 15 square feet. Additionally, due to the size of the building,
occupancy by two separate businesses, and substantial frontages maintained
on both Bascom Avenuc and McBain Avenue (141 feet, and 91 feet,
respectively), Staff is supportive of the applicant's regv,st.
SITE AND ARCHITECTURAL REVIEW COMMITTEE
The Site and Architectural Review Committee reviewed this item on
December 31 1992. The Committee was supportive of the signing request as
presented, citing that iwo unrelated tenants occupying a building would be
allowed two wall signs, in addition to a freestanding sign.
SUMMAR {!RECOMMENDATION
Staff finds that the iwo wall signs are appropriate for the two businesses on
the property, and that the proposal is in keeping with the intent of the sign
ordinance. Therefore, Staff is recommending that the the Planning
Commission adopt the attached findings, approving the sign request, subject
to the Conditions of Approval.

Findings for Approval for an exception to the Sign Ordinance
The Planning Corr.rnicrion rinds as follows with regard to File No. SA 92-47:
I. The proposed wall mounted signs are consistent with the scale of the
building with which it is associated.
2. Approval of 115 square feet of signage area for this use is warranted, due
to the 141 lineal feet of business frontage on Bascom Avenue, and 91
lineal feet of business frontage on McBain Avenue.
3. Occupancy of the building by two separate businesses warrants a second
wall sign.
Based upon the foregoing findings of fact, the Planning Commission further
finds and concludes that:
1. The use is of such size and is so located that reference to the surrounding
uses and/or the traffic circulation system that a second wall sign would
serve the public welfare and be in keeping with the principles and
purposes of this Title.

applicable Codes or Ordinances of the City of Campbell and 'he State of
California that pertain to this development and are not herein specified.
SIGN APPROVAL
1. This approval allows retention of the existing free standing sign in
addition to two 50 square foot wall mounted signs, one on the McBain
Avenue frontage and one on the Bascom Avenue frontage, as indicated
on the approved plans.
BUILDING PERMIT APPROVAL
2. Obtain all necessary building permits and clearances prior to installation
of approved signage.
