Associate Planner, presented the staff report not.ng the following: Request was denied based on the fact that the Campbell Billiards' sign is not consistent with the other signs in the shopping center as is required. Chairperson Alne reported the findings of the Site and Architectural Review Committee (SARC) recommendations from its meeting of July 27, 1993 as follows: 1. Sign is clearly a cabinet sign and neighboring business has a cabinet sign that was "grandfathered" in, (installed prior to setting of uniform signage standards (size and style) for shopping centers. 2. Sign is attractive and already installed but technically in violation. Mr. Paul Namkoong. the applicant and owner :,f Campbell Billards, made the following con ments: His contractor put up his sign in haste prior to approval. He was unaware that his neighbor's sign was "grandfathered" in so felt that his sign would be approved. His business has been opened for four days now and the sign offers lots of light which adds to the security of the parking lot as his business is opened when the others in the center are not. Namkoong for denial of a sign Namkoong, P. application on property located at 1777 S. Bascom Avenue, Campbell Billiards, in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission deny the appeal of the applicant to allow a cabinet sign, per the attached findings. Environmental Statement. This project is Categoricaily Exempt from the environmental review process, hence, no environmental review is required. APPLICANTS PROPOSAL The applicant is appealing the decision of the Planning Director, denying a sign request to allow a cabinet sign for Campbell Billiards on property located 3t 1777 S. Bascom Avenue. The billiard parlor is located in an existing commercial building located at the corner of South Bascom Avenue and Campisi Way. DA_QKGROUND The applicant obtained approval of a Use Permit on May 11, 1993, allowing a billiard parlor on the subject property. Subsequently, the applicant submitted a sign application to identify the business. The current tenants in the shopping center include a copy center, restaurant, furniture store, and hair salon. With the exception of the furniture store, the tenant signs consist of individual channel letter signs. The applicant is proposing a cabinet sign with raised letters. The furniture store maintains a cabinet style sign due to the fact that an existing sign was refaced and is not subject to regulation under the Sign Ordinance. SIGN ORDINANCE The Sign Ordinance specifies that all permanent signs shall be designed so as to be architecturally compatible with and suitable for the building and structures with which they are associated, as well as the surrounding area. Additionally, Section 21.53.090(D)(4) states thLt individual signs for occupants in the same building or shopping center shall be of the same design insofar as possible. Namkoong Page 2 Staff finds that the proposed sign is not onsistent with this provision, and therefore denied approval of the sign application as presented. Section 21.53.130 states that any decision of the Planning Director can be appealed to the Planning CommisFion. SIGN PROPOSAL. The application indicates the following sign proposal: Sign height: 2 feet Sign length: 10feet Illumination: Internal Store Frontage: 77 feet Sign Area Permitted: 50 square feet Sign Area Requested: Sign Colors: 20 square feet White plexiglass base, green plexiglass letters with gold retu:-ns. First Street Campbell, California 95008 Gear Commission Members: This is an appeal to the discretionary administrative decision not to allow a cabinet sign at 1777 S. Bascom Avenue for Campbell Billiards II. My sign contractor, R. Thornhill A Co., did nroceed to produce the cabinet sign before he was granted a permit. When Russell Thornhill submitted the application for the sign, in person, he was casually told by Planning staff that it should not be a nroblem. The fact that the tenant next door, Furniture Denot, has an 8-foot cabinet sign and that the other tenant next door, The Copy Connection, has a combination of an individual letter sign and cabinet sign, made Russell Thornhill believe that there was not a Droblem with a crbinet sign for F.ampbell Billiards II. In Mr. Thornhill's efficient manner he Drocuded the sign and mnunted it. Mr. Russell Thornhill is a small, self-employed sign maker. He has no other employees. He does exceptional design and production of signs. I had asked Mr. Thornhill to produce a sign which would be outstanding. I purposely stated that I did not want a cabinet sign of the quality of Furniture Depot next door or an individual letter sign of the quality of Studio 21 which is two doors from me. He designed a cabinet sign with individual, raised, stylized letters trimmed in a gold material. Enclosed are photos of the sign and of the various signs in the center. The owner of the building, Mr. Henry Gee. does not object to the cabinet sign. I have received numerous comments from future and current customers that the sign is beautiful. Under the Sign Ordinance, Section 21.53.090, subsection D(4) indicates that individual signs for occupancy in the same building or shopping center shall be of the same design insofar as possible. Existing signs in the shopping center with the exception of one are individual letter style signs. The sign presented is for a cabinet sign and is not consistent with the majority of the signs in the shopning center. Under Section 21.53.010, Appeals, any decision of the Planning Director may be appealed to the Planning Commission. An appeal shall be in writing and shall set forth the reasons for the appeal and must be filed with the Planning Director within ten days from the date of the decision.
