ATTEST:
ITEM NO. 6
STAFF REPORT - PLANNING COMMISSION MEETING OF JULY 27,1993
SA 93-17 Consider the application of San Jose Plastics & Neon
Innovators Company, on behalf of Innovators Hair Salon & Travel,
for approval of a sign application on property located at
2260 S. Bascom Avenue in a C-2-S (General Commercial)
Zoning District. (Planning Commission action final
unless appealed.)
STAFF RECOMMENDATION
That the Planning Commission approve the sigh application (SA 93-17;, per
the attached findings and Conditions of Approval.
Environmental Statement. This project is Categorically Exempt from the
environmental review process, hence, no environmental review is required.
APPLICA1y PS PROPO;AI,
The applicant is seeking approval of a sign application to allow three wall -
mounted signs identifying two different businesses, a hair salon and travel
agency. The subject property is located on the east side of South Bascom
Avenue between Shady Dale Avenue and Dry Creek Road.
BACKGROUND
Under the provisions of the Sign Ordinance, businesses are generally allowed
one wall sign and identification on the free-standing sign. Because the use
combines two different businesses with a common business name, the
applicant is applying for signage to identify the two businesses and the
business name. Since the number of signs requested exceeds the number of
signs permitted under the Sign Ordinance, this application is being referred to
the Planning Commission for review and approval.
SIGN ORDINANCE
The Sign Ordinance permits one wall sign per business to a maximum of 50
square feet with a standard of one square foot per each linear foot of business
frontage. In this instance, each business maintains a 25 foot frontage,
therefore, a 25 square foot sign is permitted for each business. The proposed
signing request of 39 square feet of a total sign area does not exceed the total
cumulative signing area permitted under the Sign Ordinance.
Staff finds that identification of the two businesses are in keeping with the
Sign Ordinance. Additionally, the businesses maintain a frontage of 50 feet,
allowing a fifty square foot sign, whereas, a total sign area of 39 square feet for
the three proposed signs is being requested. Therefore, staff is supportive of
the request.

FINDINGS FOR APPROVAL FOR FILE SA 93-17
SITE ADDRESS: 2260 S. BASCOM AVENUE
APPLICANT: INNOVATORS
P.C. MUTING: JULY 27, 1993
The Planning Commission finds as fol.owr with rega-d to Sign Application
93-17:
The proposed signing request does not exceed the stand-. d one square
foot of signage for each linear foot of building frontage allowed under
the Sign Ordinance.
The cumulative sign area is less than the area permitted under the
Sign Ordinance and is simply distributed among three signs.
The proposed use identifies two different uses, and therefore would
technica'ly be allowed for identification of both business uses as
specified in the Sign Ordinance.
Based on the foregoing findings of fact, the Planning Commission finds and
concludes that:
The sign is of such size and located in reference to the traffic circulation
system that additional signs would serve the public welfare and would
be to the principles and purposes of the title, and the number and size
would not be detrimental to the public welfare, or persons in the
neighborhood, or the City as a whole.
