SA 93-30 Hearing to consider the application of Cal Neon Signs, on Cal Neon behalf of Hunter Properties, for approval of a sign application (Barnes & Noble) on property located at 16M S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Mr. Steve Piasecki, Community Development Director, presented the staff report noting the following: • Applicant is requesting a 105 square foot sign for the Barnes & Noble bookstore at Hamilton Plaza. • Barnes 6r Noble recently received a Use Permit to establish a bookstore at this location. • The Site and Architectural Review Committee reviewed the request an(. recommends approval. Mr. Craig Maynard of Cal Neon Signs made himself available for any questions and thanked staff for their capable handling of his application. MOTION: On motion of Commissioner Meyer -Kennedy, seconded by Commissioner Perrine, Sign Application 93-30 was unanimously approved subject to the Conditions of Approval (5-"). ITEM NO.2 STAFF REPORT - PLAR'JING COMMISSION MEETING OF OCTOBER 26,1993 SA 93-30 Consider the application of Cal Neon Sign-, on behalf of CAL NEON Hunter Properties for approval of a sign application on SiGNS property located at 1650 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. STAFF RECOMMENDATION That the Planning Commission take the following action: 1. Approve Sign Application (SA 93-30) per the attached findings and Conditions of Approval. Environmental Statement This project is categorically exempt from the environmental review process, hence, no environmental action is necessary. APPLICANT'S PROPOSAL The applicant seeks approval of a sign appiication to allow a 105 square foot sign reading "Barnes & Nobel Bookstore" located above the entrance. The tenant space is a portion of the Hamilton Plaza Shopping Center located at the southeastly corner of S. Bascom Avenue and E. Hamilton Avenue. BACKGROUND The Planning Commission at its previous meeting of October 12, 1993, approved a Conditional Use Permit to allow the establishment of a bookstore at this location. The applicant at this time is requesting approval of a sign application to allow individual channel letters to advertise the business location. SIGNING DATA Sign reading: Barnes & Noble Bookstore Proposed Square Footage: 105 square feet Sign Ordinance Permitted: 50 square feet Building Frontage: 120 linear feet Sign Square Footage: 87% of business frontage SIGN ORDINANCE The Sign Ordinance permits one wall sign per business to a maximum of 50 square feet with a standard of one (1) square foot of signage for each linear foot of business frontage. The proposed sign request of 105 square feet exceeds the maximum area permitted by 55 square lent thus requiring Planning Commission approval. Hamilton Avenues which limits the visibility of the store frontage. 3. The larger tenants in the center have received approval of larger signs of a size and proportion to the proposed sign, and 4. The proposed sign is consistent with the larger signs previously approved by the Planning Commission for major tenants in this shopping center. The proposed sign does not exceed the standard of one (1) square foot of signage for each linear foot of business frontage allowed under the sign ordinance and is proportional to the architectural entry element of the building The building facade and location is not highly visible due to the placement of a corner pad building at the intersection of S. Bascom and E. Hamilton Avenues. The sign is tiie size and location in reference to traffic circulation that a larger sign would serve the public we'fare and would be consistent with the principles and purposes of the Sign Ordinance.
