Chairmaa Lindstrom read Agenda Item No. 4 into the re ord. 4. SA 96-3 u Hearing to consider the application of %Lr. George Lame, on behalf of Bames & Noble, for approval if it Sign Application to allow three wall signs for a book store to be located at 1875 S. Bascom Avenue in a C-2- S (Gene-0 Commercial) Zoning District. Mr. Darryl M. Jones, Senior Planner, presented the staff report as tollows: • Many changes have occurred at Pruneyard. Outback will open in August. Barnes & Noble in October. The project is comng to some closure. • Barnes & Noble is located adjacent to Hollywood Video. • The applicant started with a request for signage reading Bames & Noble Music & Cafe with a total of 320 square feet. • • The second proposal was for 208 square feet of signage, eliminating the words Music & Cafe. • The third proposal was for 124 square f et of signage with 2-foot, 8-inch letters. • In relatio_ to the building frontage, this is a sign ratio of 64%. • Lettering is white with green return or shadow line. On the tower signs, a bronze brown background is used. • In the staff report, a matrix listing previous Planning Commission decisions and criteria used is provided. • iLis site is closer to street than Hollywood Video • SARC reviewed this proposal and will present a report Commissioner Lei we asked if any sips are proposed on the street. -4r. Darryl Jones advised that a sign application for a center sign proposal will be presented at the upcoming SARC meeting. A panel for Bames & Noble is proposed. Commissioner Lowe asked for clarification as to how many signs a business is allowed. Mr. Darryl Jones replied two signs One wall, one monument. 40 Pluming Commission Minutes of July 23, 1996 Page 15 Commissioner Kearns presented the Site and Architectural Re%-rw Committee :eport as follows: • SARC finds that the request is appropriate to the nature of the business and scale of the building. • $ARC is supportive. • The applicant worked well with stadand the extra sign is justified due to the distance of tl� site from the street. Commissioner Meyer -Kennedy advised that she felt the �tgnage proposed balanced the building. Commissioner Lowe expressed his belief that he third sign is not appropriate. Commissioner Gibbons asked about the upcoming sign proposal. Mr. Darryl Jones advised that the upcoming sign proposal is for a sign program for the entire shopping center. Commissicner Gibbons stated that she felt it was appropriate to postpone this sign application • in order to see the other proposal. She asked if center monument signage any .t,, Against the allowable signage for an individual business. Commissioner Meyer -Kennedy asked why the Barnes & Noble signage was not considered at the same time as the center signage program Mr. Darryl Jores replied that the sign program will include Pruneyard signs. Tonight's application is for Barnes & Noble. There is no direct relationship between the two. Commissioner Alne stated that he feels the Sign Ordinance is specfic and gives the Planning Commission discretio :. This discretionary action is not secondary now but primary. He stated tLat he did not agree that a dectsion or this request sets a precedent. He fords it appropriate and can support the request. Commissioner Lowe asked why separate the Barnes & Noble and the center's signage. Four signs for Barnes and Noble is not warranted (when adding a panel on monument sign). 9 0 • planning Commission Minutes of Juiy 23, 1946 Page 16 Mr. Darryl Jones advised that the applicant is allow two signs and is asking for three. The canter's freestanding sign request is a separate issue. A fretnandmg sign has already been approved for Pruneyard, including a panel for Banes & Noble. However, the center is proposing design changes. Commissioner Alne advised that the Sign Ordinance recognizes that larger tenants need burger signs. Mr. Steve Piasecki stated tht• this is a major tenant. The center is depending on this tenant to draw business for the other tenants One proposed sign is directional, showing the public how to get into the site. The rest show exactly where a business is located within the center. Ct umissioner Meyer -Kennedy stated that it appears that the balance would be off if one of the proposed signs is removed. Coin 'ssiooer Alne stated that as a major tenant with 32,000 square feet of space on site, this sigoage was not excessive. • Commissioner Gibbons asked when two wall signs are allowed. Mr. Darryl Jones replied when a property is on a comer with two street frontages. Commissioner Gibbons asked if this site was considered a comer site. Mr. Darryl Jones answered it was not. Chairman Lindstrom invited anyone in the audience to address this issue to step forward. Mr. George Lame, Applicant. • Banes & Noble has 32,000 square feet of tenant space and is the anchor tenant for the site, a center that was "down the tubes." • They have reduced thew request per staff direction. Commissioner Lowe stated that 'bright is right" is really the call here. Commissioner Gibbons asked for clarification regarding the Banes & Noble facades. There appears to be more than one frontage. 0 • Planning Commissiou Minutes of!uly 23 19% Page 17 Mr. Darryl Jones outlined the Barnes & Noble Lade and advised that there is quite a bit of facade frontage. Commissioner Afae advised that it is difficult to take a high road. "Might is right" is harsh. The fact that the center is devoting space on its monument sign to Baines & Noble shows the clout the tenant has with the Pruneyard not the City. There is not much support for the argument against this sign request. He will support. Motion: Upon motion of Commissioner Kearns, seconded by Commissioner Meyer -Kennedy, the Planning Commission moved to approve Sign Application 96-31 to allow three wall signs (one 124 square -foot sign sod two 46 square -foot signs) for a New Barnes & Noble bookstore on property located at 1975 S. Bascom Avenue (5-2-0; Commissioners Gibbons & Lowe voted no.) The decision of the Planning Commission is final unless appealed in writing to the City Clerk withm 10 days. • REPORT OF THE C_ MM 1Y17 I. DEVELOPMENT DMECTOR The written report of Mr. Steve Pusec4 Community Development Director was accepted as presented with the following comments: • City Council encouraged the Summerfield applicant to apply for streetlights that meet City standard:,. • There are three hems on the upcoming SARC agenda. Chairman Lindstrom suggested that a study session be scheduled to re-evaluate the Sign Ordinance. Mr. Steve Piasecki suggested that general rules for major tenant signage might be developed and a study session is appropriate. Additionally, the Commission can ask Council for authorization to restudy the Sign Ordinance. Commissioner Lowe opined that the large tenants tend to come to SARC with obviously oversized signs, reduce after SARC comments and pat themselves on the back for what "good guys they are." Commissioner Jones advised that were he a smaller tenant at the Pruneyard. Barnes & Noble will be located in the new commercial building at the PnmeYard. The applicant's justification for requesting a sign exception is based on the following rationale. • Barnes & Noble has a limited linear storefront. • The storefront is setback approximateh 11N) feet from Bascom Avenue. and • The storefront elevation where the sign will be located is not clearh visible from the street. The new business frontage will be parnalh obscured from southbound traffic by Trader lots, and from northbound traffic bN the Bank of America building. The Site and Architectural Review Committee met on July 11. 1996 to review and discuss the proposed sign exception request At the SARC meeting the comnimce felt that the sign was appropriate to the nature of the business and the scale of the building where it would be located.
