Mr. Darryl Jones advised that an old freestanding sign had been relocated and moved to the
rear of tic building on the side closest to San Tomas Exprssway.
Commissioner Lowe asked if a Condition of Approval will require the removal of this extra
sign.
Mr. Darryl Jones responded that the sign would be removed as a Condition of Approval.
Commissioner Aire presented the Site and Architectural Review Committee report:
• There are two significantly different tenants in this building.
• It is important that visitors have a clear idea of where to go to enter the respective uses.
• This is a general public safety issue to safely distinguish both uses.
• SARC recommends approval.
Mr. Vern Burgess, Otsen Signs:
• Stated that he was available to answer any questions.
• Advised that only the letters themselves would be illuminated.
Motion: Upon motion of Commissioner Dteyer-Kennedy, seconded by
Commissioner Lindstrom, the Planning Commission approved a Sign
Application (SA 97-04) to allow hvo canopy signs on the rear of a
commercial building on property located at 700 W. Hamilton Avenue {(r0-
1).

Ms. Aki Irani, Planner 1, presented the staff report as follows:
• Applicant is seeking additional signage for a new restaurant at the northeast portion of the
Pruneyard Shopping Center, facing Bascom Avenue.
• They seek two additional signs for a total of four signs, one entrance sign, one painted logo
sign, one logo sign and one tenant identification sign, for a total of 55 square feet of
signage. The tenant sip has already been approved under the Pruneyard's sign prorram.
• Both staff and SARC are supportive of the request and recommend approval.
Commissioner Aloe presented the Site and Architectural Review Committee report:
• SA -RC found the application acceptable and recommends approval.
Ms. Aki Irani advised that the Building Inspector has reviewed the metal logo. The bottom of
the logo is four feet off of the ground and is not considered a hazard to young children
Mr. Tim Shappell, Architect, provided the Commission with a model of the new restaurant.
Commissione. Lowe asked when the restaurant would open.
Mr. Tim Shappe'I replied that the Left at Albuquerque will open on April 3'".

Mr. Steve Piasecki, Community Development Director, suggested that staff be provided with
criteria. If the Commission has concerns about caricatures, it may be advisable to have any
signage that involves caricatures come before the Planning Commission. The Sign Ordinance
would have to be amended to reflect the criteria. Suggested that this item be placed into next
year's work program.
Commissioner Lowe suggested that a standard format be used by all staff when preparing staff
reports for signage request that provides comparable applications and previous approvals.

SA 97-05 Hearing to consider the application of Blue Chalk Cafe for approval of
blue Chalk a Sign Exception (SA 97-05) to allow two (2) additional signs for a
Cafe new restaurant. Leff at Albuquerque, on property located at 1875 S.
Bascom Avenue in a C-2-S (General Commercial) zoning district.
STAFF RECOMMENDATION
That the Planning Commission take the following actin n:
I. Approve a Sign Exception to allow two (2) additional signs, for a total of four (4)
signs for a new restaurant, incorporating the attached findings and subject to the
attached conditions of approval.
PROJECT DATA:
Site Area: 29 Acres (1,263,240 sq. ft.)
Tenant Space: 3,500 squart- feet
Total Sign Area: 54.75 square feet
DISCUSSION
Applicant's Proposal: The applicant, Blue Chalk Cafe, is requesting approval for an
exception to the sign ordinance for additional signs and sign area for a new restaurant,
Left At Albuquerque, to he located within the Pruneyard Shopping Center.
Proiect Backg or und: Blue Chalk Cafc is currently remodeling the tenant space for the
restaurant which will be located in the northeast portion of the shopping center facing
Bascom Avenue in front of the Wells Fargo Bank. The applicant received a Site and
Architectural Review (S 96-14) approval by the Planning Commission on November 26,
1990 for the remodeling of the restaurant which included modifications to the facade of
the building and addition of an outdoor dining area. A Conditional I Ise Permit (UP 96-
14) was also approved on December 10, 1996, for the general liquor license, outdoor
dining uses and late night operational hours.
ANALYSIS
Sign Proposal: The applicant is requesting approval of two (2) additional signs, for a
total of four (4) signs for the restaurant. The four (4) signs include one (I I ) entrance sign
to f,: located on the arch portico entry feature facing Bascom Avenue, one (I) painted
wall sign on the half wall on the north elevation, one (1) "Lefty" logo sign on the north
elevation and one (1) tenant ID sign, which was previously approved as part of the Sign
Program for the shopping center. The following is a table of the sign exception request:

Sign Ordinance Requirements: Under Section 21.53.090(D), each commercial business
is permitted one (1) wall sign with a size no greater than one square foot of sign area for
each linear foot of business frontage, with a maximum sign area of 50 square feet.
Signage which is consistent with these standards may be approved at Staff level by the
Community Development Director. However, sign proposals which exceed the pemtitted
number and size of signs per the sign ordinance must be considered by the Planning
Commission for approval.
Under these provisions, LeR At Albuquerque would be allowed only one (1) 50 square
foot wall sign. The applicant is requesting a sign exception by the Planning Commission
to allow two (2) additional signs and an additional 4.75 square feet of sign area than
permitted by the sign ordinance.
Sign Program Rgguituments for The Prunevard Shopping Center:
On August 13, 1996, the Planning Commission approved a Sign Program for The
Pruneyard Shopping Center which allowed one (1) Primary freestanding sign (44' high),
two (2) Secondary freestanding signs (23' high, each), three (3) major tenant freestanding
signs (6' high), six (6) directory signs and identification signs for individual tenants. One
of the signs proposed by the applicant is a 5 square foot tenant ID sign consistent vith the
individual tenant signs approved in the Sign Program for the shopping center. I nerefore,
the tenant ID sign is not a part of this sign exception application.
Previous Excgptions: The Planning Commission has granted recent sign exception
approvals for other tenants within The Pruneyard Shopping Center. The following is a

-$tern Location and Desistm The applicant is requesting approval for additional signs and
larger sign area given the site characteristics of the restaurant. The restaurant will be
located on the comer of a building in the northeast portion of the shopping center. The
applicant is requesting additional and larger sign area to provide visibility at the entrance
of the restaurant facing Bascom Avenue and also sufficient pedestrian -level visihihty
along the north elevation of the restaurant.
The proposed entrance ign will be composed of individually painted metal letters
attached to the stucco arch portico entry highlighted by exposed neon lighting outlined
within the center of each letter. The colors proposed for the sign include turquoise blue
for the "Left At" and "Restaurant and Bar' portion and red for the arrow logo and
"Albuquerque" portion of the sign. The sign proposed for the half wall on the north
elevation will be a painted wall sign with red lettering, yellow background and black
mountains, arrows and accents. The "Lefty" logo will entail a steel cut out which will be
mounted to the wall. The tenant ID sign will be composed of red lettering, and black
mountain, arrow and letter accents.
In concept, Staff is supportive of the sign proposal as presented; however, due to the
recently submitted revision for the entrance sign on the arch portico entry, StaffHill
require further information from the applicant regarding the materials to he used and
submission of a colored elevation and/or picture of the type of sign for the entrance prior
to making a determination. The applicant submitted the revised entrance sign as a result
of hearing Staffs and the Site and Architectural Review Committee's concern over the
use of a cabinet sign as proposed by the applicant at the February 13'" Site and
Architectural Review Committee meeting. Staff has reviewed the three (3) other signs
proposed and is supportive of these signs. In addition. Staff has determined that the
additional signage for the restaurant is appropriate given its unique location in the
shopping center and that the additional sign area of 4.75 square feet over the permitted
s.gn area is insignificant.

On February 13, 1997, the Site and Architectural Review Committee continued this item
for a special Site and Architectural Review Committee meeting scheduled for February
20, 1997. SARC was generally supportive of the number of signs and additional sign
area requested; however, SARC was not supportive of the cabinet entrance sign as
proposed by the applicant. It was recommended that the applicant provide pictures and
an example of the proposed cabinet sign for the entrance to the SARC for additional
review ofthe request.
