APPLICATION FOR "S" APPROVAL
2. The purpose of the improvement is to provide a recreational facility
specifically an auto -drive-in theatre for the Campbell community area.
The facility will includ_ the usual proje-tion booth, parking stalls
and related equipment for the patrons. A refreshment lounge unusual in
architectural concept and a contemporarily designed structural steel
screen will be provided. Total capacity will be approximately 1000 cars
with incoming on -site storage capacity to exceed 200 cars through 4
ticket booths. Both ingress and egress will be provided opposite the in7er-
sect7on of Union .Avenue with Crmpbell Avenue utilizing the signolizotion
which is anticipated in the very near future. Existing orchard trees
will be maintained un the balance of the site until such time as plans have
been approved and construction commenced by the applicant on this
portion a; the property. Screen fencing will be provided as shown on
the plan. A plan for landscaping of appropriate areas with accepted
designated culture will be submitted within a week.

These parking ratios are computed on the basis of gross floor area and
do not take into consideration the actual usable floor area. There
will be several feet in this complex used as storage areas, restroom,
and related facilities, restaurant facilities for employees, heating
and cooling machinery, etc., that should not be computed in the parking
requirements.
The latest recommendations refer to parking requirements based on
"gross leasable area" and a 5.5 ratio is recommended by Tec. But. #53
of U.L.I. 11/65. This ratio has been previously applied by the
Planning :ommission in approving shopping centers at (1) Riverside
Plaza Shopping Center, (2) Proposed Alpha Beta Shopping Complex in
P-U zone (expired) (3) P-U plans for Thompson on Hamilton Avenue (n.ot
developed).
At the time of approval of plans for (1) David Shears for an office
complex on Hamilton Avenue and on the office complex for (2) Meribah
Gardens,the Architect, Mr. Paul Frechette, has shown on item (1) that
our present requirements were excessive and the parking was varied by
the Commission. On Item (2), Meribah Company, Mr. Frechette had pru-
vided 300 spaces in lieu of the required 600. In presenting the plans
for "S" approval the applicants are to review and possibly revise the
plans and provide parking in an amount satisfactory to the Planning
Commission.

The Campbell Muni-ipal Code provides that the Commission may vary
parking reouirements either to a greater or lesser number. The code
also provides for joint usage of parking when the demands occur at
different times.

SUBJECT: Use Permit Application by Un+_ed California Theaters Inc.
Dear Mr. Hogan:
United California Theaters Inc are proposing to build an auto movie off
Campbell Avenue near Bascom Ave in the City of Campbell. A use permit for
this purpose will be under consideration by the planning commission on
August 16, 1965. Outlined here are some of the reasons why we feel, this
application should be granted.
This parcel is in an excellent geographic location for an auto movie,
being easily accessible from all directions. It meets a recreational
need that would be advantageous to any growing community. The zoning
In the area is C-2-S, calling for heavy commercial use, with which an
auto movie is compatible. Commercial areas generate daytime weekday traffic
our use would generate night time traffic only with peaks at week ends.
This 1s a complimentary use and will not generate or add to traffic conge-
stion by putting extra traffic on the roads at the wrong time. Any other
use of this parcel would generate additional traffic at peak hours.
Our plans call for the immediate development of the rear 14 acres of this
28 acre parcel, leaving about 14 acres for future commercial development.
Thus leaving the zoning pattern along Campbell and Bascom avenues undisturbed.
The Screen will be located about I,000 feet from Campbell and about 1,200
feet from Bascom Ave and should therfore not be objectionable from either
location. A four lane stacking road is planned about 1,000 feet long. which
would prevent any traffic backing up into the public street.
Archttectrually (that is building, screen, landscaping etc) a high quality
of development is intended. Our plans are to pattern this auto movie on
one we just completed in Sunnyvale. This Is the Fair Oakes Auto Movie, lo-
cated on Fair Oaks Blvd, at Boyshore Freeway. An inspection of this facility
would better aquaint you with the operation and the type of installation
planned. This we feel will be a credit to any community.

Another facility that warrants inspection is the Mocnlite Center in Santa
Clara, located on E1 Camino Real and Kiely Blvd. Here a similar parcel of
land was developed by the same owners in a sooner similar to what is intended
in Campbell. The two street frontages were de•oted to a major shopping
center and the Interior to an auto movie, which cannot be seen from either
street.
Such a development as proposed would permit great!r intensity !ossercial
development on Campbell and Bascom since the interior of this arcel could
be used for excess parking during day time hours. This has been done in
Santa Monica, where the Olympic Drive -In is so used.
To Summarise:
1. Good geographic location
2. Easy accessibility
3. Generation of traffic during quite hours only
4. Meeting a recreational need
5. Use of an interior parcel of land
6. Architectural excellence of proposed development
For these reasons we feel that granting of the use permit is consistent
with good planning and urge the olanning commission to act favourably on
this application. A copy of thl.a letter is being forwarded to all the
members of the commission, and we respectfully request that it be road at
the public hearing.

STATEMENT FOR JUSTIFICATION OF A USE PERMIT TO ALLOW THE
CONSTRUCTION OF A DRIVE-IN THEATRE ON THE WESTERLY PORTION
OF THE BRYNTESON PROPERTY, CAMPBELL AVENUE AND SOUTH
BASCOM AVENUE, FOR UNITED CALIFORNIA THEATRE
The applicant, United California Theatre, is at the present time owner and operator
of several similar facilities in Santa Clara County; i.e., Moonlite Theatre and
Shopping Center in Santa Clara and Fairooks Drive -In, Sunnyvale. It is proposed
that the requested development at Campbell and South Bascom Avenues would be
somewhat similar to the Moonlite installation in Santa Clara.
The reasons for justifying the issuance of such a permit are as follows:
1. Remove commercially zoned but agriculturally used land
from its less taxable use to a condition of appreciated
assessment and provide additional ad valorem taxes for the
City of Campbell.
2. The construction of retail commercial establishments will
provide retail sales tax to the city.
3. This land now owned by out-of-state interests would, upon
granting of the use permit, be purchased by local developers
and permit construction of the above -mentioned facilities.
4. All of the Bascom Avenue and Campbell Avenue frontage
except for a small entry way adjacent to the freeway on
Campbell Avenue will be developed for commercial purposes -
its highest and best use.
5. A proposed drive-in theatre will provide a needed recreation
facility for the residents of the community.
6. Its location adjacent to a freeway a -id to major streets provides
immediate access to both the theatre and business patrons.

7. United California Theatre, the proposed owner and operator, [
has established on excellent reputation for this type of operation
and will supply letters of commendation from adjacent jurisdictions.
S. The proposed owner and operator is an investor in each of the
communities where these installations occur and is not a speculator
or promoter who leaves the area after construction.
