Commissioner Kasolas reported that the applicant had met with the Site and
Architectural Re%iew Committee this morning; he noted that this item had been
continued io order to solve a concern regarding the backing out of vehicles onto
Bascom Avenue. He also noted that the plans and the Staff Comment Sheet had
indicated a fiberglass tile roof and the applicants have indicated the roof
will be clay tile.
The Committee and the Architectural Advisor have found the revised plans to be
acceptable and are recommending approval of this application.
Mr. Kee then reviewed the placs with the Commission, explaining that the building
at the rear of the lot will be removed and noting the landscaped areas.
Chairman Samuelson invited anyone in the audience to speak for or against this
item.
No one wishing to be heard, Commissioner Kasolas moved that the public hearing
be closed, seconded by Commissioner Park and unanimouslv adopted.
RESOLUTION NO. 1803 Commissioner Pack moved that the Planning Commission
approve the application of Mr. John R. Caravella for

known as 2075 S. Bascom Avenue in a C-2-S (General
Commercial) Zoning District, seconded by Cono,issioner
Vierhus and unanimously adopted by the following roll
call vote:
AYES: Commissioners: Dickson, Campos, Pack, Vierhus, Kasolas, Samuelson
NOES: Commissioners: None

After notification and public hearing as specified by law on the
application of Mr. John R. Caravella for a use permit and approval of
plans t; convert an existing duplex building into an office on property
known as 2075 Bascom Avenue in an C-2-S (General Commercial) Toning
District, as per application filed in the Office of the Planning Department
on June 22, 1979, and after presentation by the Planning Director, propor,ents,
and opponents, the hearing was closed (UP 79-20).
After due consideration of all evidence presented, the Commission did
find as follows:
That the establishment, maintenance, and operation of the
propused use will not be detrimental to the health, safety,
peace, morals, comfort, or general welfare of persons residing
or working in the neighborhood of such use, or be detrimental
or injurious to the property and improvements in the neighborhood
or the general welfare of the City.
Based on the above findings, the Planning Commission does hereby grant
the requested use permit subject to the following conditions:
1. Property to be fenced and landscaped as indicated and/cr
added in red on plans.
2. Landscaping plan indicating type and size of plant material,
and location of hose bibs or sprinkler system to be submitted
for approval of the Planning Director prior to application for
building permit.
?. Fencing plan indicating location and design details of fencing
to be submitted for approval of Planning Director prior to
application for building permit.
4. Landscaping and fencing shall be maintained in accordance with
the approved plan.
5. Applicant to either (1) post a faithful performance aond in the
amount of $5,000 to insure landscaping, fencing, and striping of
parking areas within three months of completion of construction,
or (2) file written agreement to complete landscaping, fencing,
and striping of parking areas prior to final Building Department
clearance.
6. Al'. mechanical equipment located on roofs to be screened as
approved by the Planning Director.
7. Delete parking space indicated in northwest corner of property.

The applicant is notified as part of this application that he/she is required
to meet the following conditions in accordance with Ordinances of the City of
Campbell and Laws of the State of California.
A. All parking and driveway areas to be developed in compliance
with Section 21.50 of the Campbell Municipal Code. All parking
spaces to be provided with appropriate concrete curbs or bumper
guards.
B. Underground utilities to be provided as required by Section
20.16.070 of the Campbell Municipal Code.
C. Plans submitted to the Building Department for plan check shall
indicate clearly the lcoation of all connections for underground
utilities including water, sewer, electric, telephone and
television cables, etc.
D. Sign application to be submitted in accordance with provisions
of the sign ordinance for all signs. No sign to be installed
until application is approved and permit issued by the Building
Department. (Section 21.f8.070 of the Campbell Municipal Code.)
E. Ordinance No. 782 of the Campbell Municipal Code stipulates that
any contract for the collection and disposal of refuse, garbage,
wet garbage and rubbish produced within the limits of the City of
Campbell shall be made with Green Valley Disposal Company. This
requirement applies to all single-family dwellings, multiple
apartment units, to all commercial, husiness, industrial, manu-
facturing, and construction establishments. glQ
F. Trash container(s) of a size and quantity necessary to serve the
development ;hall be located in rea(s) approved by the Fire
Department. Unless otherwise noted, enclosure(s) shall consist
of a concrete floor surrounded by a solid wall or fence and
have self -closing doors of a size specified by the Fire Department.
All enclosures to be constructed at grade level.
G. Applican' shall comply with all appropriate State and City require-
ments for the handicapped.

STAFF RECOMMENDATION
1. Continuance to the August 21, 1979, Planning Commission meeting, in
order that revised plans may be submitted;
2. Denial; or
3. If approved, subject to the attached conditions.
STAFF DISCUSSION
The applicant is proposing to convert an 1800 square foot duplex into
office use. The structure covers approximately 20T of the 9400 square
foot site.
Building materials are indicated as stucco siding with wood trim and a
fiberglas tile roof.
This item was continued from the July 17, 1979, meeting, in order that
the applicant could submit a revised site plan which improved the on -
site circulation. The revised site plan indicates that two parking
spaces have been eliminated, reducing the total to 8.
Although the on -site circulation is improved, staff is of the opinion
that the resulting parking ratio of one space for every 228 square feet
of gross building area is inadequate, and is not consistent with recent
Planning Comnission approvals.
The Zoning Code specifies a parking ratio of one space for every 150
square feet of gross building area, but allows the Commission to require
less parking if appropriate.
The site plan indicates that approximately 2091• of the site will be landscaped.
Additionally, the Building Department has indicated that the south buildinq
wall must be a minimum of 10' from the property line. Staff is of the
opinion that if the applicant can satisfy the concerns of the Building
Official, he may be required to modify the appearance of the south elevation.
For these reasons, staff is recommending continuance to August 21, 197g. in
order that revised plans may be submitted.

STAFF RECOMMENDATION
That the Planning Commission adopt a resolution approving a Use Permit for
the subject application, subject to the attached conditions, or continuance in
the event that architectural concerns cannot be resolved at the site approval meeting.
STAFF DISCUSSION
The applicant is proposing to convert an 1800 square foot duplex into office

The applicant is proposing 10 parking spaces, however staff is recommending
that one space be deleted to provide -dditional turn -around area at the
rear of the lot. The resulting 9 spaces results in a parking ratio of one

The site plan indicates that approximately 20% of the site will be landscaped.
The Architectural Advisor has some come-ns which will be discussed with the
applicant at the Site Review Committee meeting.

Mr. Kee noted that it is recommended that this application be continued to the
August 7, 1979, meeting since there were concerns expressed at the Site and
Architectural Review Committee meetinq regarding parking and traffic circulation.
Commissioner Kasolas noted that at this morning's meeting there was discussion
about the fact that traffic would have to back out onto Bascom Avenue, and this
was a major concern. Therefore, the Committee is also recommending a continuance
to the August 7, 1979, meeting.
Chairman Samuelson declared the public hearing open and invited anyone in the
audience to speak for or against this project.
No one wishing to be heard, Commissioner Vierhus moved that UP 79-20 be continued
to the August 7, 1979, meeting in order that concerns regarding traffic O r-
culation and parking could be resolved, seconded by Commissioner Campos any
unanimously adopted.
