Chairman Campos opened the public hearing.
No one wishing to speak, Commissioner tleyer moved that the public hearing be
closed, seconded by Commissioner Pack and unanimously adopted.
RESOLUTION NO. 1905 Commissioner Meyer moved that the Planning Commission
adopt Resolution No. 1905 denying without prejudice
the application of Mr. Edward Yuen for a use permit
and approval of plans to renovate an existing car wash
and to construct an office building on property known
as 1667 S. Bascom Avenue in a C-2-S (General Commercial)
Zoning District, since the applicant requested this
item be removed from the Planning Commission agenda.
This motion was seconded by Commissioner Pack and

STAFF RECOMMENDATION
1. Continuance to the Planning Commission meeting of May 20, 1980,
in order that the applicant may submit revised plans; or
2. If approved, subject to the attached conditions.
STAFF DISCUSSION
The applicant is proposing to construct an 1800 square foot office addition
to an existing non -conforming car wash facility. This addition will be
two stories in height with the lower level ind`,catcd exclusively for auto-
mobile parking. This proposal also call for rennovation of the car wash
itself. The site consists of approximately 13,650 square feet of land,
and the resulting development (including the car wash) will cover approxi-
mately 37% of the site.
Building materials for the new office building are indicated as being
rough sawn exterior plywood on the sides nd rear, and painted stucco
on the front (Bascom Avenue) elevation. The plans indicate that cement
asbestos shingles will be used for the roof fascia.
The applicant is proposing ten parking spaces for this development, four
of which will be covered. The uncovered spaces indicated along the southerly
property line will reduce the width of the driveway to 12 feet. The Zoning
Ordinance requires a minimum width of 20 feet for a two-way driveway. The
Fire Department is also concerned about this and is requiring a 20 foot
unobstructed width between the existing building and the south property line.
In addition, the Fire Department has expressed a concern regarding the location
of the gasoline pumps in the driveway area.
The ten parking spaces indicated on the plans will provide nine spaces for
the new office building (at a ratio of one space for every 200 square feet
of gross floor area) and one space for the balance of the project (car wash).
In staff's opinion, the nine spaces should be adequate For the proposed
office. However, staff is concerned over the fact that only one space will
be availabl2 for the car wash operation.
The plans indicate that the landscaping for this site will consist of planters
along the northerly and southerly property lines, amounting to approximately
550 square feet in area. This amounts to approximately 67; of the net lot area.
Staff is concerned, however, due to the fact that the proposed landscape areas
are only 2 feet wide In addition, the underground utilities tg the new office
building are indicated as being beneath one of the planter areas, which will
reduce further the size of any landscaping material which can be planted in
the area.

the applicant to address the concerns of the Fire Department, and to re-
design the parking layout.

regarding traffic circulation patterns and parking the applicant requested

Plaza Car Wash and office addition:
Statement Of purpose and proposed improvements I-.
The proposed renovation to the Car Wash will enhance
not only the appearance but also the property -value of the
—grounding area. The landscape improvements on the site will
also provide a better visual quality of streetscape to the
area. The proposed office addit.icn on the site is primarily
designed for the expansion cif office space required by the
existing Car Warh. Secondly, extra office space may be in
future leased to small u,:siness that only requires small
office floor space. The new building, located on the rear

Use Permit application should be completely filled out and filed in the Office
of the Planning Department, 75 North Central Avenue, Campbell, California, on
forms obtained from said office. The Campbell Planning Commission meets on
the first and third Tuesday of each month at the City Hall. A public hearing is
required on each application. The Planning Commission Secretary is required to
give public notice of said hearing not less than ten days prior to the date of
the meeting at which the hearing is held. In addition to the application form
properly completed, additional information should be furnished by applicants
covering the following points:
1. Justification: A clear and detailed statement in writing substantiating
the request for a Use Permit.

is located on lever. ground on the West side of So.
Bascom Avenue. There are no vegitation on the site
because the site is completely paved. There is also
no cultural, historical or scenic aspects on the site.
There is one main structure on the site ( Car Wash),
it is approximately 26 ft. x 80 ft. and there are
two car shelters which is shown on the photographs.
34. Adjecent to the Car Wash all lots are being used for
commercial developments. There is a Bank, a Finance
Company, an Auto Service Garage, a Windsurfing School,
a Laundry and a Donut shop. Across the street, there
is a major Super market and a small shopping center.
A quarter of a mile away is The Pruneyard Shopping
Center. Plese refer to photographs.
