Continuance to the Planning Commission meeting of May 20, 1980, in order that the applicant may submit revised plans; or 2. If approved, subject to the attached conditions. STAFF DISCUSSION The applicant is proposing to construct an 1800 square foot office addition to an existing non -conforming car wash facility. This addition will be two stories in height with the lower level ind`,catcd exclusively for auto- mobile parking. This proposal also call for rennovation of the car wash itself. The site consists of approximately 13,650 square feet of land, and the resulting development (including the car wash) will cover approxi- mately 37% of the site. Building materials for the new office building are indicated as being rough sawn exterior plywood on the sides nd rear, and painted stucco on the front (Bascom Avenue) elevation. The plans indicate that cement asbestos shingles will be used for the roof fascia. The applicant is proposing ten parking spaces for this development, four of which will be covered. The uncovered spaces indicated along the southerly property line will reduce the width of the driveway to 12 feet. The Zoning Ordinance requires a minimum width of 20 feet for a two-way driveway. The Fire Department is also concerned about this and is requiring a 20 foot unobstructed width between the existing building and the south property line. In addition, the Fire Department has expressed a concern regarding the location of the gasoline pumps in the driveway area. The ten parking spaces indicated on the plans will provide nine spaces for the new office building (at a ratio of one space for every 200 square feet of gross floor area) and one space for the balance of the project (car wash). In staff's opinion, the nine spaces should be adequate For the proposed office. However, staff is concerned over the fact that only one space will be availabl2 for the car wash operation. The plans indicate that the landscaping for this site will consist of planters along the northerly and southerly property lines, amounting to approximately 550 square feet in area. This amounts to approximately 67; of the net lot area. Staff is concerned, however, due to the fact that the proposed landscape areas are only 2 feet wide In addition, the underground utilities tg the new office building are indicated as being beneath one of the planter areas, which will reduce further the size of any landscaping material which can be planted in the area.
