Notice is hereby given than the Planning Commission of the City
of Campbell has set the hour of 7:30 p.m. on Tuesday, December 16, 1960
in the City Nall Council Chambers, 75 North Central Avenue, Campbell,
California as the time and place for a public hearing to consider the
application of Mr. M. C. Olszewski for a use permit to allow the estab-
lishment of a pawn shop to be located or, property known as 1700 S. Bascom
Avenue in a C-2-S (Commercial) Zoning District, APN 188-11-06 (UP 80-31).
Map and legal description of subject property are on file in the
office of the Planninr Department, 75 North Central Avenue, Campbell,
California.

the conditional use permit to allow the establishment of a pawn shop at
the above referenced property. This approval will be effective
December 26, 1980. A copy of the resolution is attiched for your records.

RESOLUTION NO. 1954
After notification and public hearing as specified by law on the application
of Mr. M. C. OIszewski for a use permit to allow the establishment of a pawn shop
to be located on property known as 1700 S. Bascom Avenue in a C-2-S (Commercial)
Zoning District, as per application filed in the Office of the Planning Department
on November 26, 1980, and after presentation by the Planning Director, proponents
and opponents, the hearing was closed (UP 80-31).
After due consideration of all evidence presented, the Commission did find
as follows:
That the establishment. maintenance, and cperation of the proposed
use will not be detrimental to the health, safety, peace, morals,
comfort or general welfare of persons residing or working in the
neighborhood of such use, or be detrimental or injurious to the
property and improvements in the neighborhood or the general
welfare of the City.
Based on the above findings, the Planning Commission does hereby grant
the requested use permit subject to the following conditions:
1. That the applicant satisfy the requirements of the Campbell
Police Department.
The applicant is notified as part of this application that he is required
to meet all conditions in accordance with Ordinances of the City of Campbell and
laws of the State of California.
The applicant is notified that he shall comply with all applicable Codes or
Ordinances of the City of Campbell which pertain to this development and are not
herein specified.

UP BO-31 This is the time and place for a public hearing to

to be located on property known as 1700 S. Bascom Avenue
in a C-2-S (Commercial) Zoning District.
Mr. Kee reported that at the November 10, 1980 meeting of the City Council, Mr.
Olszewski (Campbell Jewelers) requested approval of the relocation of his jewelry
and pawnshop business from Campbell Plaza to Hamilton/Bascom Shopping Center. The
Council unanimously granted Mr. Olszewski temporar; permission to conduct the
business until a use permit could be proressed through the Planning Commission
and approval granted by the Police Department. At this time, Mr. Olszewski is
requesting a use permit to allow the pawn shop. The property is located in a F
C-2-S (General Commercial) zoning district. A pawn shop is permitted in this
district with a use permit. The proposed project entails only minor modification
to the interior of an existing retail establishment. Staff is of the opinion that
this use is not detrimental to persons working or residing in the neighborhood.
Chairman Campos opened the public hearing and invited anyone in the audience
to speak for or against this item.
Mr. Olszewski appeared to seek a favorable decision on this matter.
No one else wishing to speak, Commissioner Meyer moved that the public hearing
be closed, seconded by Commissioner Kotowski, and unanimously adopted.

STAFF RECOMMENDATION
Approval, subject to the condition that the applicant satisfy the require-
ments of the Police Department.
STAFF DISCUSSION
At the November 10, 1980 meeting of the City Council, Mr. Olszewski
