Commissioner Kasolas stated that he realized that this was an unusual met of
circumecances; however, he felt that when there is a major ch,nge--as ea jor as
this --when the Commission is so concerned with on -site parking and the
encouragement of on -site parking --that this type of thing never be allowed to
happer again )the discouragement of on -site parking). He continued that he
,ould hope that in the future if there is some way that this situation can be
realigned for secured tenant parking and provision for on -site quest parking
that it be done. Commissioner Kasolas concluded that he did not know why this
situation was not brought to the Commission.
Mr. Dempster responded that he thought the issue had been before the
Coaeiission, that this was an on -going problem for same time, and the measures
taken were really a matter of survival for the apartment residents.
Mr. Kee noted that Staff would have no problesi bringing these problems to the
Commission, and would welcome any Commissioners assistance at any time.

Staff Report Staff report regarding parking at the Franciscan
Apartments - 601 Almarida Drive.
DISCUSSIDN
At a previous meeting the Commission raised a concern regarding parking
at the Franciscan Apartments. More specifically, the Commission inquired
if Baja Saloon customers were taking up parking spaces along Almarida Dr.
and how guest parking worked at the Franciscan Apartments with the new
security gates.
Staff contacted the manager of the Franciscan Apartments, who indicated
Baja Saloon customers do park along Almarida Drive, however Brueners
parking lot is available for them. G,*ests coming to the Franciscan Apart-
ventsmust make prior arrangements if they wish to drive into the complex.
The security gates were installed at the Franciscan Apartments in an attempt
to eliminate numerous problem: caused by patrons of the Baja Saloon. The
fence and gates were approved by the Plannirg and Building Departments
after a number of Meetings were held bet,•;een the City Attorney and the
attorney representing the apartment complex owners. The fence was required
to meet the 15 foot setback requirement and the 6 foot height limitation.

Staff Report Staff Report regarding follow-up on concerns
expressed by the Commission at its previous
meeting on October 9, 1984.
At its previous meeting of October 9, 1984, the Commission expressed
the following concerns:
1. Gates at the Franciscan Apartments
The fence was constructed around the complex as a security measure.
Automatic gates are located at the driveways. All necessary Planning
and Building permits were obtained.
2. Automotive Repair Garage at Westmont and Crockett
The use is nonconforming and was recently annexed into the City.
Being a nonconforming use it cannot be expanded or enlarged in any
way, but it may continue to operate. An inspection indicated that
a metal canopy structure has recently been constructed. Staff is
taking the necessary action to correct this apparent violation.
3. Parking at Baja Saloon
Staff contacted the Police Department which indicated that there
does not appear to be a parking problem. They ind mated that business
has slowed down some, and with the agreement to use the Breuners
parking lot no parking problem, are resulting.

Commissioner lasolas requested that Staff look into a car repair business
in a residential neighborhood on the corner of Crockett and Westmont Avenues.
Commissioner Iasolas requested that Staff look into the iron gates that hair
been placed across the parking lot for the Franciscan Apartments on Almarida
Dr.
Annual Planning Commission meeting - It was the consensus of the Commission
that the Annual meeting be held at Commissioner Xasolas' home on December 9
at 0:00 p.m.

UP 83-12 Public hearing to consider the application of Mr.
Baker, R. Robert Baker, on behalf of the Franciscan Apart-
ments, for a use permit and approval of plans to
allow the placement of a cargo storage container
in the parking area of property known as 601
Almarida Dr. in an R-3-S (Multiple Family Resi-
dential) Zoning District.
Commissioner Fairbanks reported that this item was before the Site and .Archi-
tectural Review Committee this morning. The Committee is recommending tem-
pora v approval for six months. The property owner is doing repair work on
the apartments and needs a place to store expensive plunbing materials and
other items.
Commissioner Meyer questioned the Staff concern regarding dumpsters in the
parking area.
Mr. Haley indicated that Staff is recommending that the trash enclosures be
expanded, if necessary, to accommodate all the Aivsters on site.
Commissioner Kasolas entered the (hambei., at 8:05 p.m.
Chairmen Kotowski opened the public hearing and invited anyone in the audience
to speak for or against this item.

Mr. Robert Baker, applicant, stated that the cargo containers are being
used to store renovation materials; however, the work should be finished
by the first of March 1984.
No one else wishing to speak, it was roved by, Commissioner Fairbanks, and
seconded by Commissioner Mlever, that the public hearing be closed. Motion
carried unanimously (7-0-0)'.
Motion
It was moved by Commissioner Kasolas that UP 83-12 be approved for a
period of three months. Motion dies for lack of a second.
RESOLUTION NO. 2233 It was moved by Commissioner Howard, and
seconded by Commissioner Dickson, that
UP 83-12 he approved for a period of six
months. Motion carried by the following
roll call vote:
Discussion of Motion
Commissioner Mleyer asked if Staff would be following up on this use in
six months to see that the containers have been removed.
Mtr. Stafford indicated affirmatively.
Commissioner Kasolas stated that he felt the approval should be for three
months only, in that it is his understanding that the apartment complex
has complained about lack of parking in the past, and the containers are
taking up parking spaces.

After notification and public hearing as specified by law on the application
of Mr. Robert Baker, on behalf of the Franciscan Apartments, for a use per-
mit and approval of plans to allow the placement of a cargo storage container
in the parking area of property known as 601 .Almarida Dr. in an R-3-S (Milti-
ple Family Residential) Zoning District, as per application filed in the
Office of the Planning Department on September ld, 1983, and after presenta-
tion by the Planning Director, proponents and oppoaents, the hearing was
closed (UP 83-12).
After due consideration of all evidence presented, the Commission did find
as follows:
j That the establishment, maintenance, and operation of the proposed
use will not be detrimental to the health, safety, peace, morals,
comfort, or general welfare of persons residing or working in the
neighborhood of such use, or be detrimental or injurious to the
property and improvements in the neighborhood of the City.
Based on the above findings, the Planning Commission does hereby grant the
requested use permit, subject to the conditions attached hereto as Exhibit
A.

to comply with all applicable Codes and/or Ordinances of the City of Campbell

1983 so that the applicant can submit elevations for the container which would
make it compatible with the main buildings, or;
Temporary approval for 3 months.
STAFF DI SCTISSIO N
The applicant is applying for a use permit to allow the placement of a cargo
storage container in a parxing area. A use permit is required in this situation
because the property is zoned residential. Attached is a letter from the
applicant outlining the request.
The container has been painted to match the color of the building. It is so lo-
cated in the parking area so as to occupy two parking spaces. The applicant has
indicated that by restriping the parking area to add "compact" stalls, 8 additional
parking spaces will be added. This will result in a net gain of 6 parking spaces
with the container.
Staff is of the opinion that the container does not adversely affect parking,
however the container does not tie in well with the stucco building.
Staff recommends a continuance so that the applicant can submit elevations which
would be similar in terms of materials to the main buildings. If the applicant
does not wish to make these improvements, Staff recommends a temporary approval
for 3 months at the end of which the container would have to be removed. This
would allow the applicant time to complete the upgrading at the apartments.
In addition, Staff has noticed several dumpsters in the parking area, and
recommends that the trash enclosure behind the container he expanded to accommodate
these.

The rest of our parking is all standard except the 180 Covered -paces
which are 10' x 221.
In order to make the Cargo,Container blend in, we have painted
it to match the Pldgs. (pictures Attached).

upgrading prnkram. Inrced us to are this container, as we have no other
place to store our materials, without the container we would be forced to
store our material offaite and many miles away, which would add to our
coati and slow down our upgrading projectr here.

If you defrost your refrigerator
by allowing the water to drip into
the tray under the freezer compart-
ment, don't risk spilling the water
on the way to the sink. Instead
leave it there and allow it to re -
freeze. Once the water is frozen,
remove the tray and let the frozen
chunk melt in the sine.. Be cure
the back flap is in the defrost
position.
To make defrosting easier, rub the
insides of the freezing compartment
with shortening or spray with
commercial coating designed to keep
food from sticking to pans. The
ice will slip off next time you
defrost.
Remember to defrost every two weeks
or at least once a month.

In order to gain back the T'AO P.. KI.."G SFA' s. we propose to
R -STRIPE the parking section behind the r'-Bldg. and the Pool, which
N0.4 con^fists of 30 reg. and over^ized parking spacer, this will after
resurfacing of the perking and drive e,reas be RE -STRIPED to 16 COMPACT
PARKING SPACES. ALSO, '.t the North ')rive -way onto, DATID ST. we ere
extending the Asphalt in connection with our Gate installation, which
will give us T;0 more COMPACT SPACES. These changes will give us a
TOTAL of 8 additional parking spaces which will more than offset the
�. -space used by our CARGO CONTAINER. ATSO, These 18 COMPACT SPACES only
total 15" of our parking, which is far less 'han the 40% normally used.
The rest of our parking is all standard except the 180 Covered ^paces
which are to, x 2_".
In order to make the Cargo,Container blend in, we have painted
it to match the Pldge. (Pictures AttAc`,ed).
Shortage of ^torage space here at the complex, has, with our
upgrading prcPram, �nrced us to use this container, as we have no other
Place to store our materials, without the container we would be forced to
store our material offsite and many miles away, which would add to our
cosh and slow down our upgrading projects here.

'ERGO CO"TAIXER. Any suggestions you may have on making it more compatible
to the City would be greater annreciated.
