STAFF RECONMENDATION
Approval, as presented.
STAFF DISCUSSION
At its meeting of August 14, 1984, the Planning Commission approved the
construction of a self-service station on the subject property. A
stamped concrete pattern was required as a part of this approval to
provide a textured relief to the pavement area. This area was proNosed
adjacent to the pump island.
The applicant is requesting approval of a plan to relocate the
textured pavement to the perimeter of the project. Staff considers
the proposal acceptable and is re�unmending its approval.
A letter from the applicant is attached for the Committee's review.

Chevron would like to propose a change in the special stamped
concrete layout that way approved by the Planning Commission
for the service station at 1589 S. Bascom Avenue. Chevron
understands the purpose and integrity of the stamped concrete
to "break up" the A/C pavement, but feels that its location could
Pose a safety probtrm for customers walking in the aria.
We propose to lay out the stamped concrete along the driveways
and have it follow the curvature of the street, giving it a "secret
scaping" look. Because the service station is under construction,
we would greatly appreciate it if se receiv,d -- response as soon
as possible on this proposal.

STAFF DISCUSSION
At its meeting of August 14, 1984, the Planning Comniission approved the
applicant's request for a conditional use permit to allow the conversion
0 an existing service station into a self-service operation. Condition
3 of that approval required the applicant to submit a landscape and
irrigation plan for the review of the Site and Architectural Review Com-
0 ttee.
The applicant at this time has submitted plans so that this condition
may be satisfied. Staff has a number of concerns regarding the presented
plan and is recommending that a revised plan be submitted addressing the
following items:
1) Provide mounting of landscape areas in planting areas along
the street frontage.
2) Provide a variety of lower growing shrubs, ground cover, and
the possibility of field stones in the planting areas. Par-
ticular attention to be addressed to the corner landscaping
area.
3) Provide three 15-gallon trees in the planter areas adjacent
to the street frontage.
4) Consider alternative shrub materials to replace Nerium Oleander
and the proposed ground cover (Arctothera Calendula).
5) Indicate sign locations so that proposed sign may be addressed
in light of landscaping.
The presented irrigation plan is considered acceptable.

Review Committee. The Committee is recommending approval, subject to red -lining
of the plans and conditions of approval as indicated in the Staff Comment Sheet.

Mr. Kee noted that the red -lining on the presented plans was a result of
the Site Committee meeting, and that Staff is in concurrence with the
recommendations of the Site Committee.
Commissioner Fairbanks asked if Staff would envision increased traffic
because of the self-service nature of the station.
Mr. Helms responded that there is a slight i7.crease in traffic projected;
however, Staff does not anticipate it to be significant in terms of
improvements. The mutual access with Spoons Restaurant, adjacent, which
wes indicated on the original plans has been eliminated to address concerns
expressed by the Public kbrks Department.
Chairman Dickson opened the public hearing and invited anyone in the audience
to speak for or against this item.

application of Mr. Douglas Roberts, on behalf of M.J.M. Civil Engineers,
Inc., for a Ilse Permit to allow the construction of a self-service gas
station on property known as 1589 S. Bascom Avenue in a C-2-S (General
Commercial) Zoning District, as per application filed in the Office of
the Planning Department on June 8, 1984, and after presentation by
the Planning Director, proponents and opponents, the hearing was
closed. (IR' 84-10)
After due consideration of all evidence presented, the Commission
did find as follows:
That the establishment, maintenance, and operation of the
proposed use will not be detrimental to the health, safety,
peace, morals, comfort, or general welfare of persons re-
siding or working in the neighborhood of such use, or be
detrimental or injurious to the property and improvements
in the neighborhood or the general welfare of the City.
Based on the above findings, the Planning Commission does hereby
grant the requested Ilse Permit, subject to the conditions attached
hereto as Exhibit A.
The applicant is notified as part of this application that he is
required to comply with all applicable Codes and/or Ordinance of the
City of Campbell and the State of California which pertain to this
development and are not herein specified.

STAFF DISCUSSION
At its meeting of July 24, 1984, the Planning Commission continued this
item so that the applicant could submit revised plans. Attached is a
copy of the previous Staff Comment Sheet.
The applicant has since submitted revised plans which indicate the fol-
lowing changes:
1. An increase in size of the landscaping areas adjacent to the
street.
The introduction of stamped concrete to break up the large
asphalt area.
3. The use of grey brick on the kiosk, utility building, canopy
supports, and trash enclosure.
4. Provided details of the trash enclosure.
5. Indicated that the utility building will contian restrooms for
the public.

The aforementioned changes are an improvement in the project and ss
most of the concerns previously expessed byS aff. However, theprojectfails to meet the requirements of the Public Works Dept. for the two drive-
ways on Bascom Avenue to be exclusively for the service station (not shared
with Spoons Restaurant to the north) and for one driveway only along Hamilton
Avenue. The single driveway on Hamilton Avenue will allow additional land-
scaping along this frontage. In addition, the applicant needs to submit
the south canopy elevation. Staff is recommending a continuance so the
applicant can address these concerns.

STAFF DISCUSSION
The applicant is proposing to remove the existing Chevron gas station facility
at Hamilton and Bascom Avenues and construct a new 24-hour, self-service station
on the y-acre site. The new facility will include the following:
1. 6' a 16' kiosk for the cashier
2. 5 pump islands
3. 10' x 20' utility building
4. 8' x 8' trash enclosure
5. a pump island canopy
The applicant has indicated that the kiosk will not serve as a mini -market, but
will only house the cashier for the gasoline sales.
Building materials are indicated as smooth steel painted off-white for the canopy
and metal panels painted beige for the walls of the kiosk and the utility building.
The site plan indicates that approximately 8 percent of the site will be land-
scaped. This includes 3 planter areas adjacent to the street and an existing
planter along the rear of the property.
'Ihe applicant has indicated the provision of three parking spaces. The code re-
quires one parking space for each two pumps, resulting in five spaces needed for
the ten pumps. Staff is of the opinion that this type of self-service operation
requires little parking, therefore the three spaces should be adequate. Also,
the large site allows ample room for cars to park or stop if necessary.
In reviewing this project it is important to keep in mind that this location is
one of the busiest in the city and provides one of the main entrances to the
city. It is Staff's opinion that a high quality design should be required. The
following are the surrounding land uses:
South: This is a vacant parcel at the corner of Bascom and Hamilton Ave.
on which plans have recently been approved for an office/commercial
building.
West: Delta Queen car wash.

North: The recently remodeled Spoons restaurant.
East: The Ainsley property in the City of San Jose which is presently
being developed.
Staff has the following concerns regarding this project:
1. In general, the project is unimaginative. The canopy is the basic
metal flat -top design. The kiosk is box -like with metal siding and
does not tie in with the canopy well.
2. Approximately SS% of the site is paved area. Staff recommends the
use of textured pavement to break up this expanse of paving.
3. Staff is of the opinion that the on -site landscaping is minimal. The
planters adjacent to the street should be increased in size and possibly
some landscaping installed around the kiosk. In addition, the driveways
along Hamilton Ave. should be modified to create a single driveway, thus
allowing additional landscaping adjacent to the street.
4. On -site restroom facilities should be provided.
S. Details of the trash enclosure are needed.
The Architectural Advisor recommends that the applicant investigate the possibi-
lity of turning the canopy and pump islands to face more towards the catwash.
Because of the aforementioned concerns, Staff is recommending a continuance.
The applicant has submitted signing as part of the application. Staff recommends
that the signing not be reviewed until a more acceptable architectural application
is submitted.

Commissioner Howard reported that this item was considered by the Site and Archi-
tectural Review Committee. The Committee is recommending a continuance to the
meeting of August 14, 1984, in order that the applicant might address concerns
expressed in the Staff Comment Sheet, as well as landscaping and the footprint
of the project.
Commissioner Kasolas noted that since this project is so close to one previously
discussed on this evening's agenda, it would seem that the same concerns should
apply.
Chairman Dickson asked if there had been any discussion regarding an EIR for
this project.
Mr. Kee indicated that Staff's position is that it was not necessary to have a
full EIR on this project in that it is remaining a service station use, al-
though it will be converted to a self-service station.
Commissioner Kasolas stated that it appeared that this project would increase
volume tf use, making this station a high -volume unit, and he felt this pro-
ject should be looked at in more detail.
Chairman Dickson opened the public hearing and invited anyone in the audience
to speak for or against this item.

The site plan indicates that approximately 8 percent of the site will be land-
scaped. This includes 3 planter areas adjacent to the street and an existing
planter along the rear of the property.
The applicant has indicated the provision of three parking spaces. The code re-
quires one parking space for each two Pumps, resulting in five spaces needed for
the ten pumps. Staff is of the opinion that this type of self-service operation
requires little parking, therefore the three spaces should be adequate. Also,
the large site allows ample room for cars to park or stop if necessary.
In reviewing this project it .s important to keen in mind that this location is
one of the busiest in the city and provides one of the main entrances to the
city. It is Staff's opinion that a hig1i quality design should be required.

South: This is a vacant Parcel at the corner of Bascom and Hamilton Ave.
on which plans have recently been approved for an office/commercial
building.
West: Delta Queen car wash.

North: The recently remodeled Spoons restaurant.
East. The Ainsley property in the City of San Jose which is presently
being developed.
Staff has the following concerns regarding this project:
1. In general, the project is unimaginative. The canopy is the basic
metal flat -top design. The kiosk is box -like with metal siding and
does not tie in with the canopy well.
2. Approximately BS% of the site is paved area. Staff recommends the
use of textured pavement to break up this expanse of paving.
3. Staff is of the opinicn that the on -site landscaping is minimal. The
planters adjacent to the street should be increased in size and possibly
some landscaping installed around the kiosk. In addition, the driveways
along Hamilton Ave. should be modified to create a single driveway, thus
allowing additional landscaping adjacent to the street.
4. On -site restroom facilities should be provided.
5. Details of the trash enclosure are needed.
The Architectural Advisor recommends that the applicant investigate the possibi-
lity of turning the canopy and pump island_ to face more towards the carwash.
Because of the aforementioned concerns, Staff is recommending a continuance.
The applicant has submitted signing as part of the application. Staff recommends
that the signing not be reviewed until a more acceptable architectural application
is submitted.

1) The brick veneer, which will be a split face tan masonry instead
of a red used brick, should be installed within two weeks from the
date of this letter.
2) The ground cover will be installed in all planters once electric
service is hooked up and automatic sprinkling system made
operational, for this type of landscaping needs constant watering.
3) The striping for parking stalls and handicapped parking will be
done immediately.
With these items and time frame in mind, the Planning Department is asked
to give its release for the electric meter and allow final inspection by the
Building Department so that the service station can be in operation. Your
help in this matter has been greatly appreciated.
