Mr. Kee reported that Staff is of the opirion that the proposed cat
boarding facility will he more similar to an animal hospital or pet
clinic, than to a kennel. This application is for approval of a use
permit to allow the establishment of a cat todrding facility at 2020 S.
Bascom Avenue, in a portion of an existing building. Plans submitted with
the application indicate that the proposed use will occupy approximately
1,120 sq. ft. of the 5,000 sq. ft. building.
Commissioner Fairbanks asked about the surroundinq zoning, and if the
conditions of approval stnule say "se.fe and sanitary" rather than "clean
and sanitary".
Commissioner Dickson asked what restrictions or agreements are in effect
on the rest of thin 5,000 sq.ft. building.
Mr. Stafford explained that there are other existing uses in the building,
and the cat boarding facility would only be occupying approximately 1,120
sq.ft. of the building.
Mr. Kee added that the presented plans indicate the specific floor area to
be used for this particular use, and if the facility it enlarged it could
be subject for review by the Planning Commission.
Chairman Kasolas opened the public hearing and invited anyone in the
audience to speak for or against this item.

After notification and public hearing as specified by law on the
application of Mr. Maurice Martin for a use permit to allow the
establishment of a cat boa rdinq facility in an existing building on
property known as 2020 S. Bascom Ave, in a C-2-S (General Commercial)
Zoning District, as per application filed in the Planning Department on
January 20, 1986, and after presentation by the Planning Director,
nrnoonents, and opponents, the hearing was closed. (lip 86-01).
After dup considerarinn of all evidence presented, the Commissior. did find
as follows:
1. That the establishment, maintenance, and operation of the
proposed use will not be detrimental to the health, safety,
peace, morals, comfort, or general welfare of persons residing or
working in the neighborhood of such use, or be detrimental or
injurious to the property and improvements in the neighborhood or
the general welfare of the City.
2. Similar uses are currently permitted in the C-2-S (General
Commercial) 7.oninq District.
3. The establishment and maintenance of a cat b.;arding facility will
not be harmful or detrimental to the public health and safety, or
to sgrrrunding r-rnnerty vale,-s.
Based on the above findings, the Planning Commission does hereby grant the
requested use permit, sill—ct to the following conditions:
1. Use permit shall expire one year from date of approval, unless
the cat hoardinq facility is established.
2. Use permit is apFmved for a cat boardinq facility only.
Boardini of ether animals is not permitted.
3. All animals to he kept completely within the huildinq.
4. All animals to he kept in a clean and sanitary manner.
The applicant is notified as part of this application that he is required
to comply with all applicable codes and/or ordinances of the City of
Campbell and the State of California which pertain to this develo,'mient and
are not herein specified.

STAFF D:S(11SSION
At its meeting of January 14, 1986, the Pianninq Commission considered the
request of Mr. Martin for a determination that a cat boarding facility be
an allowed use in the C-2-S (General Commercial) zoning district. The
Commission adopted Resolution 23 1, adding cat boarding facilities as
allowable uses in the C-2-S Zoning district, subject to approval of a use
permit.
At its meeting of January 21, 1986, the City Council took action to ratify
the Planning Commission'; decision.
This application is for approval of a use permit to allow the
establishment of a cat boarding facility At 2020 S. Bascom Avenue, in a
portion of an existing building. Planr submitted with the application
indicate that the proposed use will occupy approximately 1120 sq. ft. of
the 5000 sq. it. buildinq.
It is Staff's opinion that the proposed cat boarding facility will be more
similar to an animal hospital or pet clinic, than to a kennel. Animal
hospitals, pet clinics and pet shops are presently permitted uses in the
C-2-S Zoning district without a requirement for approval of a use permit.

RE: Description of Proposed Project - 2020 S. Bascom Ave.
This request is for permission to use a portion of the premises
at 2020 S. Bascom Ave. to provide a boarding facility for cats only.
At the present time a cat owner has only two options to board
a cat, neither of which are desireable.
A number of dog boarding kennels accept a few cats for boarding.
Most dog kennel facilities exist only by reason of having been
"grandfathered" under existing zoning regulations and substantial
improvements have been limited. In any event the existence of a large
number of dogs in the area makelthis an unsatisfactory arrangement.
The only other facility with any degree of security and care
is the Veterinary Hospital. Many of these are inhibited from boarding
as such, but with the facilities available for the continuing care of
sick animals, some boarding is done. This is not a happy alternative
either because of the exposures involved.
A third alternative, perhaps the most used, is to simply leave
the cats to fend for themselves since they are much more capable of
taking care of themselves than dogs.
Applicant has owned and operated a kennel in Campbell and is
familiar with the problems.
None of the objectionable features of the conventional dog kennel
need exist in the accommodation of cats.
Noise is simply not a problem since cats don't bark.
Unsightliness is not a problem since cats must be securely caged
at all times, even during exercise periods. A completely enclosed
building with no special exterior adaptations such as dog runs, can
retain a presentable appearance.
Cleanliness is not a problem. In almost 100% of the cases, cats
will use a litter box if available. These may be had in disposable form.
Cages are manufactured of stainless steel and offer a uniquely clean
space.
Applicant believes there is a substantial market for such a service.
To the extent that none now exist, this is of course speculative.
The proposed aretis of limited size. If demand is such as applicant
believes it to be, a further proposal would be submitted to erect a
completely separate building and enlarge the operation. This would be

This request is for permission to use a portion of the premises
at 2020 S. Bascom Ave. to provide a boarding facility for cats only.
At the present time a cat owner has only two options to board
a cat, neither of which are desireable. f
A number of dog boarding kennels accept a few cats for boarding.
to
Most dog kennel facilities exist only by reason of having been
"grandfathered" under existing zoning regulations and substantial
improvements have been limited. In any event the existence of a large '
number of dogs in the area makelthis an unsatisfactory arrangement.
The only other facility with any degree of security and care
p is the Veterinary Hospital. Many of these are inhibited from boarding
as such, but with the facilities available for the continuing care of 9^
sick animals, some boarding is done. This is not a happy alternative
either because of the exposures invo L•od.
A third alternative, perhaps the most used, is to simply leave
the cats to fend for themselves since they are much more capable of
taking care of themselves than dogs.
Applicant has owned and operated a kennel in Campbell and is
familiar with the problems.
None of the objectionable features of the conventional dog kennel
need exist in the accommodation of cats.
Noise is simply not a problem since cats don't bark.
Unsightliness is not a problem since cats must be securely caged
at all times, even during exercise periods. A completely enclosed
building with no special exterior adaptations such as dog runs, can

retain a presentable appearance.
Cleanliness is not a problem. In almost 100% of the cases, cats
will use a litter box if available. These may be had in disposable form.
Cages are manufactured of stainless steel and offer a uniquely clean
space.
Applicant believes there is a substantial market for such a service.
To the extent that none now exist, this is of course speculative.
The proposed areais of limited size. If demand is such as applicant
believes it to be, a further proposal would be submitted to erect a
completely separate building and enlarge the operation. This would be
the sub'ect of a completely new proposal.

The Environmental Information Form has been completed, and attached
are layouts of the specific area to be used.
This application will involve no construction other than minor
interior changes such as the replacement of plumbing facilities and
the erection of non -bearing interior partitions.
The site has been fully developed and the building and parking
areas have been in use for the past ten years for office &nd retail
purposes.
