Bascom Avenue #420 -- Trader Joe's Company Paee 2 DISCUSSION Surrounding Land Use: The store location would be surrounded by the following land use: North: Vacant retail space South: Retail - Bank of America East: Tower Records West: Retail - Clothing apparel Liquor Licenses in the Vicinity: Establishment with liquor licenses within the general vicinity of the proposed project include a number of existing restaurants. These uses include Strings, Martha's, El Burro's, and Emil Villa's Hickory Pit, and Stuft Pizza. Within the general vicinity of the proposed use, there are no off-saie liquor license establishments. Compatibility: The compatibility of the proposed use is consistent with other retail uses within the shopping center. As noted in the applicant's description. the primary sale of items at this location are of a specialty food type verses liquor. Parkin¢: The proposed project does not represent an intensification of the retail use previously located in this portion of the shopping center. Police Q@partment: The Police Department has reviewed the application and does not oppose the proposed use. RECOMMENDATION/SUMMARY Staff finds that the proposed use is consistent with the Zoning and General Plan for this property and the site is adequately improved to accommodate the use and support the findings that the proposed use is compatible to the surrounding neighborhood end land uses. Staff is recommending that the Planning Commission adopt a resolution incorporating the attached findings approving the Use Permit, subject to the Conditions of Approval. Trader Joe's is well known throughout Northern & Southern California as an operator of food stores which also sells alcoholic beverages. 2. We are primarily sellers of food. Over 70% of our total sales are of products not subject to sales tax. We are one of Southern California's leading retailers of nuts. dried fruits, fresh juices, health foods, cheeses, frozen seafood, whole bean coffees. etc. We are probably the No 1 retailer of wild rice, Basmati rice. maple syrup, olive oil and other specialty food products. There is no other retailer in the area similar to Trader Joe's because our mix of products is different from the mix in supermarkets, convenience stores, liquor stores, etc. 3. In all of our locations, our customers are almost entrely adults. We do not cater to children or teenagers-- we carry hardly any soft drinks or regular candy bars. We sell no cigarettes or magazines. We offer no electronic games, etc. and in many other locations have willingly stipulated to the Department that we will not install such games. 4. Our normal hot!rs of operation are 8 00 am to 10:00 prn seven days per week 5 As veterans of 35 years- in the business, we are well aware of the problems of selling alcoholic beverages, including sales to minors, security against theft. etc. Our stores have excellent reputations with all the local Police Departments as well as the Department of Alcoholic Beverage Control.
