As you are award, Paul Namkoong has recently opened his second billiard parlor in Campbell. Patel has been approa&cd by the owner of the building to expand the billiard operation into an adjoning space currently occupied by a fumiture store. Paul sees some definite opportunities in consolidating his two billiard operations into one larger facility. The plan would be to close the first site located across from Peony's Restaurant and consolidate all of the tables imp the new expanded site. The resulting site would be around 12.000 square feet and accomodate 40-45 billiard tables. Expanding into the adjoining property would require some additional investment, etc. and Paul is considering taking on a partner. I am talking to r ,ul about this possibility and he has asked me to explore what would be required to expand the billiard operation. To bate, I have talked with Tim Haley and Sergeant Terry Beaudry. Tim had no problem with the conaxpt. He primarily stressed the need for Aditional parking. Given the amount of parking available and the later hours of the billiard operation, this is not an issue. Tim also recomrnended I talk with Sergeant Beauury and send you a letter to get addironal views nn the proposal. Sergeant Beaudry said that he sees absolutely no problems at all and feels that the consolidation makes sense. Sc, I am following up with this letter to you to determine what, if any issues would you like Paul and I to address for the expansiorrof the billiard operation. Paul and I intend to keep the same format. style, and hours as is currently available in his new billiard parlor. DISCUSSION: The following applicant has applied for a Billiard Parlor Permit to operate a billiard parlor at 1777 S. Bascom Avenue under the name of Campbell Billiards II: Paul Namkoong 3282 Norwood Avenue San Jose, CA 95146 S(408) 274-2441 The applicant has owned and operated Campbell Billiards, a billiard parlor located at 2097 S. Bascom Avenue, since July, 1989, with no Police -related problems on file. The applicant has applied for and recei•ed approval from the Planning Commission for a billiard parlor. A Use Permic Re3o]:tf3n 2851 (copy attached), was approved by the Planning Commission on May 11, 1993. Recommendations made by the Police Department were incorporated in-o this Use Permit. Other City departments have also approved the location. The applicant is aware that ite must comply with the provisions of Section 5.28 of the Campbell Municipal Code. FISCAL IMPACT: Based on applicant's past experience, there are no costs anticipated due to issuance of this permit. ZONING AI4D GENERAL PLAN CONSISTENCY General Plan: The property is shown as a commercial land use on the City's General Plan. The proposed billiard parlor is consistent with the commercial designation on the Gereral Plan. Zoning: The project site currently is zoned C-2-S (General Commercial). A billiard parlor is a permitted use within this zoning district, subject to approval o: a Condit•onal 1'se Permit. DISCUSSIM Business Description: The applicant is proposing the establishment of a business in a 6,200 square foot area to accommodate 21 pool tables. The applicant's description which is attached for the Commission's review describes that he intends to sell no alcoholic beverages and to provide a small food service operation in conjunction with his business. Operational hours are ind,cated as 10:00 a.m. to 2 00 a.m., daily. The applicant states that he would employ approximately two to four employees at any given time. Surrounding Uses: The proposed business would be located in a portion of an existing shopping center which is shared by a furniture store, a copy center, a hair salon and a deli. The uses : urroundin j the site include the following: North: Drive -through restaurant (Jack-in-the-E, x) South: Fung Lum's restaurant East: Professional office building West: Hamilton. Plaza shopping center Comp. tibility: Staff finds that the proposed use is compatible to the surrounding uses and should not create any adverse impact. Staff finds that the proposed parking should be more than adequate for the proposed use in that the other retail uses within the shopping center have a primary parking demand during daytime hours versus the evening demand which is required by the billiard parlor. Police Department Review: The Police Department has reviewed the applicant's proposal and has indicated that they have no opposition to the proposed billiard parlor use at this location. They additionally have commented that they have not had any problems with the other billiard parlor operated by the applicant. RECOMMENDATION/SUMMARY The Planning Staff is recommending that the Planning Commission adopt a resolution incorporating the attached findings, approving the applicant's request, subject to the attached Conditions of Approval. This recommendation is based upon the staff's findings that the proposal is consistent with the General r lan and Zoning, that the site is adequately sized and improved to accommodate the proposed use and that the proposed use is compatible with the surrounding land uses in the area. Since the opening of Campbell Billiards at 2097 S. Bascom, demand for this activity has grown, particularly in the Campbell -Los Gatos corridor. The reason may be the lack of other, recreational facilities (for those under 21) and the acceptability of Campbell Billiards as a high -quality billiard parlor t social and family activities. - The secondary purpose is to acquire a larger facility than the 3300 sq. ft., Ill -table present site. The lease on this site will expire or. September 6, 1994. An option may be exercised to extend this lease if demand continues. Use Permit - Supplemental Appliaation PURPOSE A Use Permit allows for special consideration of certain specified uses which may be compatible with an area depending on the specifics of the Particular case. The Use Permit process is designed to provide the City sufficient flexibility to determine whether a specific land use on a certain site will be compatible with its environs and the General Plan. PROCESS reviewing a use permit application, the staff and Planning Commission will evaluate such items as building placement and size, traffic generation, noise, hours of operation, adequacy of parking, circulation, dropoff facilities and ovecall compatibility of use with adjoining properties. It is recommended that the applicant submit a preliminary proposal to the Planning Department prior to submission of the formal application. This will allow the Planning staff to review the request and inform the applicant of possible cor corns related to the proposal. Filing of Application: The applicant should submit a completed application, filing fee, a written statement and other required information to the Planning Department. A planner will be assigned to review the material to make sure all the required information is provided. The applicant will be notified within 30 days as to whether the application is that additional information is required. Environmental Review: Typically, use permits are categorically exempt from the environmental review process. Site and Architecture] Review Committee (SARC2: Use permit applications involving exterior modifications require review by SARC. The Committee mviews the application for site layout and building design and then forwards a mo mmendata to the Plim" Commission. Staff Review: The Planning staff will review the application and conduct a site investigation to determine the relationship of the request with the City's General flan, and to analyze land use, traffic, site plan, and other Impart or mocerru of the proposed project. A written staff report will be prepared for the Planning Commission (PC) that includes staffs recommendations and a description of the development proposal. A copy of this report will be sent to the applicant during the week prior to the PC hearing on the application. Copies are also available to the public.
