The project, as submitted to the City, indicated 2-story structure over semi -recessed parking. In attempting to work this out on the grading, we find that the storm sewer on Apricot Avenu, is at such an elevation that we can recess the parking only 2 to 2 1/2 feet oelow the existing grade. To lower it further than that will result in flooding of the carport areas. We are proceeding with the grading plans accordingly. We will utilize the surplus fill from the excavations to raise the grade around the buildings so that the land- scaping will come up higher around the exterior walls. I believe you will find that the project will be satisfactory to you and will be aesthetically pleasing. If you have any reservations or problems with this approach please feel free to contact me. PROJECT SIIE The project site consists of three R-1 lots fully developed and occupied. The houses are single story and approximately 25 - 30 years old. The landscaping is residential with some nice large mature trees and a fine stand of sycamore street trees. Topography is essentially flat. There are no known soil stability problems, nor any significant cultural, scenic, or historical aspects. Local flora and fauna are consis- tent with those normally found in residential areas in this locale. 34. SURROUNDING VICINITY Apricot Avenue is located between Union Avenue and Bascom Avenue, both of which carry considerable I automobile traffic. Bascom Avenue supports mostly commercial zoning while Union Avenue caters to high density residential - apartments and condominiums. Apricot Avenue is in the area zoned for high -density residential development on the General Plan. Water The proposed project will result in some minor changes in absorption rates, drainage patterns or the rate and amount of surface water runoff. However, since the project site is only 1.3 acres, and presently has existing structures and other impermeable surfaces, it is felt that the proposed project with 40%. of the site being retained for landscaping and percolation, and having an on -site drainage system will not significantly change the aforementioned hydrological characteristics which presently exist. 6. Noise Increase in existing noise level, in the vicinity of the site as a result of the project development will result from both construction activities and from increased traffic generated by the project. The construction period will resut.in short term increases in sound levels. Site construction can generate sound levels from 70 to 90 dBA at 50 feet from the equipment. These levels will diminish at a rate of 6 dBA for each doubling of the distance from the source. Since the construction period will be limited in duration and time, construction noise should not be a significant problem. Increased traffic generation will produce corresponding increases in ambient noise in the vicinity of the project site, noise mitigation measures for such traffic generated noise are not considered necessary as the traffic generated will not be of significance. Existing ambient noise in the site vicinity is generated by traffic on Union and Bascom Avenues, neither of which create a significant noise impact on the project site. 7. Light and Glare: The proposed project will use natural wood exteriors with large overhangs and sufficient landscaping which will reduce potential glare. For those areas using outdoor lighting such as: parking areas and walkways; the use of low level area luminaires to reduce glare and annoyances to neighborin6 property owners are proposed. This form of lighting will also enhance the visual aesthetics of the project during both night and day. 8. Land Use: The proposed project is consistent with the general plan and is therefore compatible with the planned land use of the area. However, the project does propose an alteration to the existing land use The surrounding land uses consist of multi -family residential to the North and West, commercial to the East and North along Bascom and Campbell Avenues, single-family residential and a school to the South, and single-family residential in the immediate site vicinity. The proposed project will replace th-ee older single-family residences. The site design will provide for a pleasant transition through the use of landscaping, setbacks.nd contemporary and compatible architectural design. Considering the trend of multi -family residential land uses in the immediate site vicinity, the projected consistency with the general plan designation, it is felt that the proposed project is suited for the site and is compatible with the surrounding site-.icin.ty. 11. Population: The proposed project will increase the density of the immediate site vicinity, but does not pose a significant growth inducing factor for the area. The project is following the present trend of multi -family residences being developed in the area. The projected population of the project is based on an average of 2 persons per dwelling unit. Thus, the total population for the proposed project will be approximately 56- The residents of the existing single-family residences will have to relocate; potentiall, 6 to 10 people. 14. Public Services: Fire Protection: In a discussion with Sal Leonardi of the Campbell Fire Department on Tuesday, November 21, it was noted that the project site present enjoys a prime fire response time. The nearest fire hydrant is located at the ccrner of Union and Apricot Avenue. The proposed project appears to pose no significant impact on fire protection. Police Protection: There will be no significant impact on police protection according to Captain Butler of the Campbell Police Department. The following is an evaluation of the impact of this development on local traffic characteristics, with recommendations to mitigate this impact. SITE CONDITIONS The project site is presently occupied by three single family residences which front on to Apricot Avenue. Apricot Avenue is a two-lane, 25 mile per hour residential street with curb, gutter and sidewalks on both sides of the street. It is one block long and connects South Bascom Avenue (to the east) with Union Avenue (to the west). Single family homes occupy the majority of frontage along Apricot Avenue. Near the Apricot Avenue/Union Avenue intersection land uses are dominated by multiple family dwelling units. Commercial facilities occupy all of the frontage at the South Bascom Avenue/Apricot Avenue intersection. Parking is permitted on both sides of Apricot Avenue, which is 30 feet wide from curb to curb. At the South Bascom Avenue/Apricot Avenue intersection the roadway is widened on the south side an additional six feet along approximately 150 feet of frontage. South Bascom Avenue and Union Avenue, via Apricot Avenue, represent the only access routes to the project. South Bascom Avenue is a six -lane, 35 mile per hour major arterial with commercial facilities along both sides. Union Avenue is a two-lane, 30 mile per hour collector street with single and multiple family dwelling units occupying most of its frontage. No curb, gutter or sidewalks exist along its right-of-way. 05 EXISTING TRAFFIC CHARACTERISTICS Existing 24 hour volumes on the streets under study (Apricot Avenue, South Bascom Avenue and Union Avenue) are illustrated in Plate 1, and tabulated in Table 1. Apricot Avenue carries 1100 vehicles per day, South Bascom Avenue 25,100 vehicles per day and Union Avenue 5,200 vehicles per day. Peak hour turning volumes at the Apricot Avenue/Union Avenue and Apricot Avenue/South Bascom Avenue intersections are shown in Plates 2 and 3, respectively. Peak hourly volumes occur in the evenings from 5 to 6 PM and represent 8 to 10% of the Average Daily Traffic (ADT). The daily volumes 0100 cars per day) on Apricot Avenue are considered very low and do not warrant any major improvements in that roadway. Based upc, warrants I and 2 of the Criteria for Traffic Signal Control in the Manual on Uniform Traffic Control Devices, no signal is currently warranted at either the South Bascom Avenue or Union Avenue intersections. Warrant 1 (Minimum Vehicular Volume) requires a minimum of 150 vehicles per hour for eight hours of the day on Apricot Avenue. Apricot Avenue presently has an approach volume of 50 vehicles during the peak hour. Warrant 2 (Interruption of Continuous Traffic), which applies when gaps in traffic are infrequent on the major street in the intersections, requires 75 autos per hour for eight hours of the day on Apricot Avenue. Presently, gaps in traffic occur at a frequent, regular rate on both South Bascom Avenue and Union Avenue, and approach volumes on Apricot Avenue are only 50 vehicles during the peak hour. FUTURE TRAFFIC CHARACTERISTICS Future traffic characteristics are forecasts of traffic volumes on the street network under study after the project is completed (sometime in the fall of 1990). They include increases of traffic volumes caused by regional growth as well as the project itself. Regional traffic is assumed to grow at one percent per year. -2- J O f Therefore, a two percent increase in traffic can be anticipated on all the study streets by the end of 1980 from regional growth alone. Project -generated traffic is anticipated to be 160 vehicle trips per day, based upon a trip generation factor of 5.7 trips per dwelling unit and a total of 28 dwelling units in the project. However, 30 vehicle trips per day will be lost due to the removal of three single family residential homes. The resulting volume increase wil! therefore be 130 trips per day (see Table If). Based on peak hour volumes representing ten percent of the daily traffic, 13 net additional trips (16 project trips) will be made to and from the project site during the peak period. Project -generated traffic is distributed onto the street network at the same proportion as existing traffic volumes. Therefore, 10 trips will be inbound to the project, and 6 trips will be outbound from the project, during the peak hour. The 24-hour volumes for 1980 resulting from the sum total of project -generated traffic, regional traffic growth, and existing traffic volumes are tabulated in Table I and illust-ated in Plate 4. The future volume on Apricot Avenue will be 1,230 vehicles per day. This is a net increase of 150 over 1978 volumes, resulting from the addition of 20 trips from regional growth, the addition of 160 trips from the Apricot Condo- miniums, and the loss of 30 trips from the removal of the three homes. The future volume on South Bascom Avenue is 25,670 vehicles per day. This is a net increase of 670 vehicles per day over 1979 volume, resulting from the addition of 600 vehicles from regional growth, the addition of 90 vehicles from the Apricot Avenue Condominiums, and the loss of 20 from the removal of the three homes. The future volume on Union Avenue is 5,365 vehicles per day. This is a net increase of 165 vehicles per day oven 1978 volumes, resulting from the addition of 105 vehicles from regional growth, the addition of 70 trips from the Apricot Avenue Condominiums, and the loss of 10 trips from the removal of the three homes. The resulting turning volumes at the Apricot Avenue/South Bascom Avenue and Apricot Avenue/Union Avenue intersections are shown in Plates 5 and 6, respectively. Project -generated traffic will create a 5-6% increase in traffic on Apricot Avenue. Since the volume increase will be minimal, traffic signals will not be required at the Apricot Avenue/Union Avenue and Apricot Avenue/South Bascom Avenue intersections based on the Traffic Control Signal warrants. 1 MITIGATION MEASURES No significant traffic impacts are anticipated from the full occupancy of the Apricot Condominiums. Traffic volumes to be generated by the facility are low, and adequate off-street parking is provided. It is recommended however, (whether the subject.project is built or not) that the City of Campbell investigate restricting parking on Apricot Avenue to one side of the street. The present roadway width is only 30 feet, curb to curb, including parking lanes on each side of the street. With parking lanes occupying S feet of width on both sides of the street, only 14 feet of roadway remains for two-way traffic. This width is insufficient for two vehicles to pass one another (see Plate 7, Figure A). The elimination of one parking lane will provide room for two 11 foot travel lanes, which is adequate for unrestricted traffic flow (See Plate 7, Figure B). A second recommendation is that the City of Campbell investigate providing additional pavement at the corner radii at the Apricot Avenue/Union Avenue intersection. Do to the lack of space, field grown Bishop Pine trees were used in place of field grown olive trees. Also, some plant placement was re -arranged because of prevailinq site c:onditionn which were different than originally specified by the building architect.
