At my request, Mr. Johnson had appror.ched the Planning Director, Mr. Kee, and had requested a minor change to the exterior finish of the buildings of this project. The original buildings were to have the entire three stories in stucco with the ends of each building on the first floor being "stucco stone" which is a decorative masonry. Our request for modifiVLcion was to make the entire building elevations for all buildings In the project "grooved plywood siding with stain." The presentation of this modification was in the form of drawings presented to the Planning Department on April 27, 1961. In response to Qar request, Mr. Kee and his staff had consulted with the architectural advisor to the City of Campbell. The reply came back to us May 6th of this year. In that reply it was indicated that, the grooved plywood siding was "acceptable" as a minor modification. :!0wevery the grooved plywood must also be accompanied with a decorative material on the ground floor. Either a stucco or stucco stone veneer would have to be placed on all walls of that ground level elevation. The resulting density it 23.4 units per gross acre, which is consistent with both the R-3-S zoning and High Density Residential (21-27 units per gross acre) land use as indicated on the Land Use Element of the General Flan. Building materials for this three-story project include stucco walls with slumpstone and "stucco stone" trim, aluminum windows, and metal railing along the balconies. The roofing material is indicated as "concrete barrel the". Garage doors will be grooved plywood with wood trim. He further reported the proposal indicates that 56 two -bedroom units and 12 one -bedroom units will be constructed. The total number of parking spaces required for this development is 164 spaces. The applicant is providina 203 spaces, of which 5 are indicated as being in a landscaped parking reserve. As stated in a letter from the applicant, the reason for providing the additional parking is to make it available for the applicant's adjacent apartment project to the south and west. He stated that this additional parking would be available to both the proposed development, and to the development to the south. He further noted for the Commission's information, that approval of this project would in no way obligate the Commission or Council to approve a conversion to condominiums at some future date. Commissioner Kotowski reported that the applicant met with the Site and Architectural Review Committee this morning. He noted that the Committee had some concerns about traffic along Ap-icot Avenue in the long run. Mr. Helms reported that currently people park on both sides of the street and the street is so narrow that cars have to stop to let others by. He noted that the applicant is being required to dedicate a 30' right-of-way in order to provide for future street improvements (curb to curb with parking lanes); however, it has not yet been determined if the City will ultimately construct the street iu that manner, or possibly eliminate parking lanes. The people living on Apricot .Avenue like the street just the way it is; they don't want it widened. Commissioner Dickson expressed his concern regarding the additional parking being available to the development to the south. He noted he would rather see more landscaping than parking. He felt there would be too much asphalt. He also felt that should ownership change on these two parcels, it might be difficult to establish which, if any, of this parking should ao to the develop- ment to the south. Mr. Kee noted that these two developments are separate and would be approved separately. He noted that a condition of approval of this application is the processing ano filing of a tract map, which certainly would indicate that all of the parking belongs to the project now being considered. He further noted, however, that if at some time in the future the City adopted a Condominium Conversion Ordinance and these two projects were to be considered simultaneously, the./ both would meet the parking requirements for condominiums. Mr. James Lampe, applicant, appeared before the Commission to explain that additional parking is needed for the development to the south, even though when this project was constructed it met the requirements of the parking ordinance. Commissioner Meyer inquired about the amount of landscaping proposed. Staff is concerned over the number of compact stalls indicated for this project. The 62 compact stalls proposed is consistent with the ordinance requirement which limits the number of such stalls for 30% of the total number required. Staff's concern, however, stems from the fact that 48% of the uncovered spaces are compact stalls. In addition, the number of compact stalls which are adjacent to one another wculd, in Staff's opinion, make it attractive for a regular sized car to attempt to park in the compact care areas. A portion of the parking proposed for this project has access from the property to the south. If this application is approved, Staff is recommending a condition that the necessary easements, satisfactory to the City Attorney, be recorded prior to issuance of a building permit. S 80-23 -2- October 7, 1980 The Zoning Ordinance requires that the setback between buildings on the same lot be equal to the "height of the taller of the two buildings. Two of the setbacks between buildings, as indicated on this site plan, do not meet this requirement. Staff is recommending that revised plans, which will indicate the required setback, be provided for approval of the Nia,ming Director.
