Mr. Kee reported that at its meeting of November 18, 1980 the Planning Commission approved the applicant's plans to allow the construction of a 7,500 sq.ft. office/ retail building on the referenced site. This approval expired November 18, 1981. The applicant at this time is requesting reinstatement of this approval until August 1983. There have been no changes in the Land Use Element of the General Plan in this area since the previous approval. Staff finds the request reasonable and is recommending approval of the applicant's request. Commissioner Dickson expressed his concern that the approval for these plans expired almost one year ago; and stated that it was his feeling that these plans should be reviewed by the Site and Architectural Review Committee. Commissioner Fairbanks stated she was in agreement with Commissioner Dickson. It was moved by Commissioner Dickson, and seconded by Commissioner Kotowski, that the plans for S 80-22 be resubmitted through the Site and Architectural Review Committee, then to the Commission for poss`ble reinstatement. STAFF DISCUSSION At its meeting of November 18, 1980 the Planning Commission approved the applicant's request to construct an office and retail structure. Condition No. 3 of that approval required the applicant to submit an irrigation and landscape plan for approval of the Planning Commission. The applicant has since submitted a landscape and irrigation plan. Staff is of the opinion that. the proposed landscape plan is an acceptable design. He noted that the Committee is recommending approval of this project, however the Committee felt that since this is one of the busiest intersections in not only Campbell but also the West Valley, it is recommended that Condition No. 3 be revised to read that the landscaping plan should come back before the Planning Commission. Commissioner Pack noted that she originally had concerns about this corner, however after looking at the plans and talking with the architect she feels comfortable with the plans as presented. Commissioner Pack then moved that S 80-22 be approved subject to the Conditions of Approval attached to the Staff Comment Sheet, with Condition No. 3 revised to read "... for approval of the Planning Commission prior. . This motion was seconded by Commissioner Meyer and unanimously adopted. STAFF DISCUSSION This application was continued from the meeting of November 4, 1980 in order that revised plans could be submitted. This requirement for revised pla.is was necessitated by a condition of the Public Works Department which required the dedication of additional land to provide a right -turn lane. The revised plans which have been submitted satisfy the requirements of the Public Works Department. In order to revise the plans to satisfy this condition, the applicant has reduced the first floor coverage from 3,700 sq. ft. to 2,780 sq. ft. By cantilevering the , ;ond floor, thr; revised plans indicate an increase for this floor , n from 3,700 sq. ft. to 4,620 sq. ft. The total square footage for the project, therefore, remains the same at 7,400 sq. ft. The revised plans also indicate an increase in the number of parking spaces for 37 to 38, resultii:g in a parking ratio of 1:195. This ratio is consistent with previous Planning Commission approvals. A copy of the October 7 Staff Comment Sheet is attached for the Commission's review. STAFF RECOMMENDATIONS: 1. Continuance to the Planning Commission meeting of October 21, 1980, in order that a revised site plan may be submitted; or, 2. Approval, subject to the attached conditions. STAFF DISCUSSION: The applicant is proposing to construct an office and retail building on a 0.56 acre site. The proposed structure will cover approximately 31 percent of the site and will include 3700 square feet of office use and 3700 square feet of retail use. The site plan indicates that approximately 28 percent of the project will be landscaped Building materials are indicated as concrete plaster and clear glass. The architectural advisor has expressed some concern over the large amount of glass which is proposed for this project since the building will be located close to a very busy intersection. The applicant is providing a parking ratio of 1:200, which is consistent with previous Planning Commission approvals for projects such as this. Staff does have a concern that the concreta pathways adjacent tc the building may not be useable for pedestrians due to the two foot overhang from automobiles which will be parked in the adjacent parking stalls. The Public Works Department is requiring the addition of a right turn lane along the Hamilton Avenue frontage. In order to provide for this lane, it will be necessary for the applicant to revise the plans for this site. In staff's opinion, this revision will not be minor and therefore staff is recommending that this item be continued. STAFF DISCUSSION The Planning Commission considered this item at its previous meeting of October 7, 1980. At that time, the Commission recommended continuance of this item to allow submittal of a revised site plan which addressed concerns expressed by staff. As of this writing, the applicant has not submitted a revised plan, consequently, staff is recommending continuance of this item with the concurrence of the applicant. A copy of the previous Staff Comment Sheet is atcached for the Commission's review. ^ ^ ITEM NO. 5 STAFF COMMENT SHEET - PLANNING COMMISSION MEETING OF OCTOBER 7, 1980 S 80-22 Application of Citti Florist for approval of plans Citti Florist and elevations to allow construction of an office and retail building on property known as 1603 South Bascom Avenue in a C-2-S (Commercial) Zoning District. STAFF RECOMMENDATIONS: 1. Continuance to the Planning Commission meeting of October 21, 1980, in order that a revised site plan may be submitted; or, 2. Approval, subject to the attached conditions. STAFF DISCUSSION: The applicant is proposing to construct an office and retail building on a 0.56 acre site. The proposed structure will cover approximately 31 percent of the site and will include 3700 square feet of office use and 3700 square feet of retail use. The site plan indicates that approximately 28 percent of the project will be landscaped Building materials are indicated as concrete plaster and clear glass. The architectural advisor has expressed some concern over the large amount of glass which is proposed for this project since the building will be located close to a very busy intersectinn. The applicant is providing a parking ratio of 1:200, which is consistent with previous Planning Commission approvals for projects such as this. Staff does have a concern that the concrete pathways adjacent to the building may not be useable for pedestrians due to the two foot overhang from automobiles which will be parked in the adjacent parking stalls. i,.e Public Works Department is requiring the addition of a right turn lane along the Hamilton Avenue frontage. In order to provide for this lane, it will be necessary for the applicant to revise the plans for this site. In staff's opinion, this revision will not be minor and t,-erefore staff is recommending that this item be continued.
