Commissioner Alne again stated that staff is prevented by law to authorize sign area above that
allowed under the Sign Ordinance.
Commissioner Gibbons stated that as she understands the applicant's position, he feels that
things have not been properly handled. Asked staff for copies of minutes and appropriate
materials from the January meeting.
Commissioner Alne stated that since the applicant is now asking for more signage than SARC
was prepared to support, this application should be continued to the next meeting.
Commissioner Gibbons asked about temporary banners.
Commissioner Alne advised that there is a process for placement of temporary signs under the
Sign Ordinance.
Mr. Darryl Jones advised that the temporary signs placed by Staples were too large and that no
temporary sign permit had been obtained. Under the Temporary Sign Ordinance, temporary
signs of ep to 40 square feet can be displayed for up to 120 days per calendar year.

3. SA 96-52 hearing to consider the application of Young Electric Sign
Resputio Records Company, on behalf of Rasputin Records, for approval of a
Sign Application (SA 96-52) to allow three building -mounted
signs which exceed the Sign Ordinance on property located at
1830 S. Bascom Aveoae in a PD (Planned Development)
Zoning Dish;ct. This project is Categorically Exempt.
Planning Commission decision final, unless appealed within 10
days to the City Clerk.
Ms. Aki Irani, Planner I, presented the staff report as follows:
• Applicant is seeking two building signs along the Bascom Avenue frontage, one 70 square
foot sign over the entrance and the second 24 square foot sign to the right side of the
building.

• This request represents larger and more signs than allowed under the Sign Ordinance.
• The Planning Commission approved a Use Permit to allow the establishment of Rasputin
Records in June, 1996.
• Staff recommends that the applicant be required to clean up the site prior to issuance of
building permits for these signs. There have been several complaints regarding trash at the
rear of the property as well as graffiti. There were no responses to staff calls and letters to
the property owners to request clean up of the site.
• This sign request is consistent with sign exceptions granted by the Planning Commission
and represents approximately 65% of the linear frontage of the property.
• SARI' reviewed this request on October 24• and recommended reducing the facia sign to
20 square feet. Applicant agreed and modified proposal.
• Staff recommends approval.
Commissioner Kearns presented the Site and Architecture Review Committee report as
follows:
• SARC was not supportive of the applicant's initial request but did suppc one 20 square
foot and one 70 square foot sign. Applicant agreed with this reduction.
Commissioner Alne asked for clarification as to whet1her there were three signs. There are two
exhibits in the staff report.
Ms. Aki Irani answered that the exhibit was too large for one page but there are only two signs.
Mr. Tom Huff, Applicant's Representative:
• They have conformed to the Planning Department's requirements.
• Added that he is available for any questions about the signs.
Commissioner Alne stated that he found the site to be an average construction site. The old
plantings have been removed. The site's untidiness will be corrected as construction is
completed.
Mr. Daryl Jones advised that staffs concerns were related to site maintenance of garbage,
landscape maintenance and graffiti, not construction.
Mr. Tom Huff added that it is unfair to tie the clean up of the site to the ability to obtain sign
permits.
Motion: Upon motion of Commissioner Aloe, seconded by Commissioner Lowe, the
Planning Commission moved to approve SA 95-53 with the elimination of
Condition of Approval No. 3
Commissioner Jones expressed concern that the trash and graffiti on site are not being
addressed.

Commissioner Gibbons stated that approving the signs with the regairement for site
maintenance will not hamper the installation of the signs but requires the site be maintained.
City Attorney William Seligmann advised that as written, building permits would not be
issued until the Condition of Approval for site maintenance is addressed.
Conmissioner Alne asked if the applicants were seeking to install the signs after construction
is compl, red.
Mr. Tom Huff replied that they want to install the signs as soon as possible to begin building
anticipation for the impending business.
Commissioner Alne asked ifthe site could be maintained to City maintenance standards during
construction.
Mr. Darryl Jones replied that the site could be maintained to City maintenance standards

Motion: Upon motion of Commissioner Aloe, seconded by Commissioner Kearns,
the Planning Commission moved to approve SA 95-53 with the inclusion of
Condition of Approval No. 3.
Commissioner Lowe stated that this is a disservice to the applicant.
Commissioner Alne advised that staff feels that the site can and should be cleaned up before
the signs are installed.
Commissioner Lowe responded that no new business is going to open up before their site is
tidy.
Mr. Tom Huff asked what specifically needed to be done.

• Stated that they have painted over the graffiti once.
• Once the store is open an employee is sent out to pick up trash every day.
• Construction debris is to be expected until the building construction is completed.
• The color of the building is to be decided in a couple of days.
Chairman Lindstrom stated that he finds Condition of Approva` No. 3 to be unfair.

building mounted signs on property located at 100 S. Bascom
Avenue in a C-2-S (General Commercial) Zoning District.
STAFF RECOMMENDATION
That the Planning Commission take the following action:
Adopt the attached finding, APPROVING the request for the sign exception
subject to the conditions of approval for sign application SA 96-52.
ENVIRONMENTAL DETERMINATION
This project is a Class I Categorical Exemption from the CEQA Guidelines
pursuant to section 15301. "Existing Facilities;' consequently, no additional
review is required.

DISCUSSION
Applicant's Proposal The applicant is requesting an exception to the Sign Ordinance to
allow two building signs to identify a record store. The proposed signs will be oriented
along the Bascom Avenue frontage with one sign over the entrance and the other sign on
the fascia. The entrance sign proposed is 70 square feet in area and consists of individual
letters suspended beneath a beam between the two column elements reading " Racputin
Music". A yellow neon strip is featured above the letters and extends the length of the
beam. The fascia sign consists of a 25 square foot sign with individual letters reading
"Racputin Music". Both signs will be internally illuminated with exposed red neon. As
the major tenant of this shopping center. the applicant finds that additional and larger

sized signage is necessary to identify the use, and is requesting an exception to the
provisions of the Sign Ordinance.
BACKGROUND
Planning Commission Action: On June 25. 1996, the Planning Commission approved a
use permit allowing a record store in an existing building at 1830 S. Bascom Avenue.
The use permit approval also included storefront improvements, landscaping, ssreet trees,
and reconfigured parking. The tenant space for the record store will be created by
consolidating three individual retail spaces. Two existing tenant spaces will remain in
addition to the record store. The storefront changes and interior improvements are
currently under construction.
Propgriv Conditions: For several months, the property has not been maintained in
accordance with City standards. Staff has received numerous complaints concerning the
accumulation of debris, graffiti, and overgrown vegetation which is unsightly and has
become as a hazard to pedestrians due to its growth over the public right-of-way. Staff
has contacted the property owner and his agents via letters and telephone calls requesting
that the property owner clean up the site and maintain the premises in an orderly manner
during construction. To date the property owner has not cooperated in cleaning up the
site, and the conditions on the property remain. Staff is concerned about the approval of
additional applications for this property prior to the complete clean-up of the premises to
comply with property maintenance standards.
ANALYSIS
Sign Ordinance Provisions: The Sign Ordinance allows each business one wall sign and
one freestanding sign per parcel. Maximum sign area is 50 square feet for each sign for a
total of 100 square feet. Corner lots may he permitted two wall signs in lieu of a
freestanding sign. A 50 square foot freestanding sign was previously approved at staff
level for the site and will replace the existing freestanding sign.
Piapning Commission Authority: The Planning Commission may authorize more signs,
larger signs or higher signs when it feels that the use would be inadequately identified
when based upon the following factors:
1. That the use or uses for which the signs are to be erected would not be adequately
identified; or
2. The site is unusually difficult to locate in comparison to similar uses without
exceeding the standards provided in the Sign Ordinance; or

3. The use is such a size and is so located in reference to surrounding uses and/or
traffic circulation that variation from the Sign Ordinance is warranted.
Sign exception previously approved by the Planning Commission for major tenants
generally represent 65% of the linear frontage of the truant space. Based on this ratio, the
sign area for the subject tenant space would permit 90 square feet of signagc.
Staff finds that the signs are architecturally compatible with the building and of
appropriate scale to provide adequate identification of the use. Additionally, the sign
proposal is consistent with the sign exception previously granted to other major tenants.
Staff finds that the request is reasonable and in keeping with the intent and purpose of the
Sign Ordinance and is supportive of the proposed sign exception as presented, subject to
the recommended conditions of approval.
SITE AND ARCHITECTURAL REVIEW COMMITTEE
The Site and Architectural Review Committee considered the applicant's request for
three signs at its meeting of October 24, 1996. At the time the initial proposal was
presented to the Committee, the two fascia signs totaled 225 square feet in area. The
applicant was advised prior to the SARC meeting that staff was not supportive of the
fascia signs. The Committee was not supportive of the proposed fascia signs and
recommended reducing the fascia sign to approximately 20 square leet so that the total
sign area for both signs w ere equivalent to 65% of the linear frontage. After discussion
with the Committee, the applicant agreed to reduce the sign area as recommended.
Following the SARC meeting, the applicant has m-dified the sign request as
recommended by the SARC and is reflected in the current sign proposal.

6. The proposal will not create a hazard to pedestrians or motorists.

The Community Development Department has reviewed the sign request for 1830 S.
Bascom Avenue. 'Ile signage proposed consists of a 70 square foot individual letter sign
over the entrance and two cabinet signs on the fascia of the tenant space for Rasputin
Music totaling 225 square feet.
Campbell's Sign Ordinance permits one wall sign up to 50 square feet for each business
based on business frontage, and one free standing sign up to 50 square feet each for each
parcel of land. Business tiontage is defined as "linear length of that portion of the building
(normally where the main entrance is located) in which a business is located that faces a
street, parking lot, pedestrian mall, arcade or ,walkway. The linear frontage of Rasput;n
Music facing the Bascom Avenue parking lot is 138 feet and is permitted one will sign up
to 50 square feet. Since the signage proposed exceed the provisions of the Sign
Ordinance, a sign exception must be apprived by the Planning Commission. The Planning
Commission can approve larger, higher or more signs under the following conditions:
a. The use would not be adequately identified.
b. The site is unusually difficult to locate in comparison to similar uses, without
exceeding the sign standards.
We have scheduled the sign request for the Planning Commission meeting of November
12, 1996. We wish to advise you the Community Development Department is not
supportive of the sign exception, and will recommend denial of the application due to the
size and number of signs requested. The proposed signs exceed the linear frontage by
over 200%. Sign exceptions previously approved by the Planning Commission generally
represents 65% or less of the business frontage. Another concern is the lack of
architectural consistency among the proposed and existing signs at the center.

his letter is a follow-up to our conversation regarding the sign request for 1830 S.
Bascom Avenue on October 21, 1996. Our letter of October 17, 1996 explained that we
would not be supportive of the sign application as a whole because the total sign area
proposed exceeded the linear frontage by over 200%, and sign exceptions approved the
by the Planning Commission generally do not exceed 65% of the linear frontage for major
tenants. Per our conversation, you have advised me that Ken wishes to have each sign
proposed considered individually for a sign exception, and that the fascia sign will be
revised and resubmitted.
Based on your request. the Community Development Department is supportive of a sign
exception for the individual letter sign over the entrance of the tenant space. Our
consideration of the additional signs would be based on:
• The number of signs proposed
• The cumulative sign area for the tenant
• The scale of the sign
• The compatibility of all signs

Dear Ken,
The Community Development Department has reviewed the sign request for 1830 S.
1lnscom Avenue. The signage proposed consists of a 70 square foot individual letter sign
over the entrance and two cabinet signs on the fascia of the tenant space for Rasputin
Music totaling 225 square feet
Campbell's Sign Ordinance petmnts one wall sign up to 50 square feet for each business
based on business frontage, and one Gee standing sign up to 50 square feet each for each
parcel of land. Business frontage is defined as'iinear length of the portion of the building
(normally where the main entrance is located) in which a business is located that faces a
street, parking lot, pedestrian ma4 arcade or walkway. The linear frontage of Rasputin
Music facing the Bascom Avenue puking lot is 138 feet and is permitted one wall sign up
to 50 square feet. Since the signage proposed exceed the provisions of the Sign
Ordinance, a sign exception must be approved by the Planning ommission. The Planning
Commission can approve larger, higher or more signs under the following conditions:
a. The use would not be adequately identified
b. The site is unusually difficult to locate in comparison to similar uses, without
exceeding the sign standards.
We have scheduled the sign request for the Planning Commission meeting of November
12, 1996. We wish to advise you the Community Development Department is not
supportive of the sign exception, and will recommend denial of the application due to the
size and number of signs requested. The proposed signs exceed the linear frontage by
over 200%. Sign exceptions previously approved by the Planning Commission generally
represents 65% or less of the business frontage. Another concern is the lack of
architectural consistency among the proposed and existing signs at the center.

planning Commission. This process allows the Committce to meet with the applicants and
