Commissioner Kasolas reported that the applicant had met with the Site and Architectural Review Committee this morning. The Committee is recommending approval with a recommended change of Condition No. 2 to include: "Outside treatment of both the office and the residential building units to the rear be reviewed by the Site and Architectural Review Committee or Planning Commission with respect to some continuity and homogenity." Commissioner Fairbanks co.nmented that many of the developments in Campbell (not specifically speaking about this one) have not been designed to accommodate children; and many do not have the adaptability for handicapped perscns. Commissioner Kasolas then moved ,hat S 80-26 be approved subject to the Conditions of Approval attached to the Staff Comment Sheet with the following wording to be included in Condition No. 2: "Outside treatment of bath the office and the residential building units to the rear be reviewed by the Site and Architectural Review Committee with respect to some continuity and homogenity." This motion was seconded by Commissioner Meyer and unanimously adopted. Commissioner Dickson inquired a' th,s time if the approval of this application also approved the request of the applicant for an 18-month time period of approval. A copy of the applicant's letter, dated November 7, 1980, is attached hereto and made a part of these minutes. Mr. Kee stated that approvals for Site usually were for a one-year period and that would be the length of approval of this project. He noted that this letter is for information only. Bascom Avenue in a C-2-S (Commercial) and R-3-S (Multiple Family/High Density Residential) Zoning District. STAFF RECOMMENDATION Approval, subject to the attached conditions. STAFF RECOMMENDATION The applicant is proposing to construct 24 condominiums and a 18,500 sq. ft. office building on the subject property. The property is presently the site of the Bascom Avenue Skateboard Park. Zon+nq on the property is C-2-S to a depth of approximately 240 feet from the westerly line of Bascom Avenue, an-+ R-3-S for the remainder, a depth of approximately 274 feet. Since this proposal includes both commercial and residential uses, each use will be considered separately. Condominium Development: The area of the subject property which is zoned R-3-S (Hinh Density Residential) is approximately 40,000 sq. ft. It is in this area that the applicant; prnroses to corstruct 24 condominium units. The R-3-S Zoninq District does permit a maximum of 24 units for this area. The resulting density is approximately 26 units per gross acre, and is therefore consistent with the Land Use Element of the General Plan for this area which is High Density Residential (21-27 units per gross acre). Building coverage for the residential portion of this project is approximately 9,500 sq. ft. or 2K. All of the parking for the residential development is to he provided by 60 parking spaces which will be located below the residential buildings themselves. This results in a parking ratio of 2.5 spaces per unit, which satisfies the ordinance require;,ents. In addition, 37 parking spaces are proposed for the residentially zoned area which will be jointly used by the proposed office development. Since, in staff's opinion, the parking proposed for this development is more than adequate, staff is recommending the deletion of 4 compact car stalls from the "underground" parking beneath the condominium. This would allow a minimum driveway width of 20 feet, and would, in staff's opinion, improve traffic circulation. The proposed buildings will be approximately 30 ft. high (plate height of the walls) from the existing grade level. The plate height of the walls as measured from the interior "plaza" level will be approximately 25 ft. Buiidinq materials are indicated as shingle or horizontal wood siding and stucco walls, with a median shake roof. Landscaping for the residential portion of this project is approximately 15,800 sq. ft., or 3V of the lot area. 01% -2- n Office Development: The area of the subject property which is zoned C-2-S (General Commercial) is approximately 35,000 sq. ft. It is in this area that the applicant is proposing to construct an 18,500 sq. ft. office building. The proposed three-story building will cover approximately 8,700 sq. ft., or 25% of the commercially zoned area. The applicant is providing 98 parkino spaces for this portion of the development, resulting in a ratio of 1:190 sq. ft. of office area. As mentioned earlier, 37 of these spaces are proposed .or joint use by the residential development. It should be noted that there is an easement on this property which reserves 8 of the parking spaces for the "Yardstick" commercial development on the easterly side of Bascom Avenue. If these 8 spaces are excluded from the calculations for this development, the resulting parking ratio would be 1:205, which is also consistent with prior planning Commission approvals. Landscaping for the office development consists of approximately 6,000 sq. ft. or approximately 17% of the commercially zoned portion of the parcel. Building materials for the office development are indicated as being the same as for the residential portion of the project.
