DUNE 17, 1980 -G- UP 80-13 This is the time and place for a public hearing Merino, L. to consider the application of Mr. Larry Merino for a use permit and approval of plans to construct an addition to an existing commercial building on property known as 2180-2190 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Cammissioner Kasolas reported that the applicant met with the Site and Architectural Review Committee this morning and the Committee is recommending approval subject to the conditions listed in the Staff Comment Sheet, with the added condition that "Revised elevations and site plan to be approved by the Planning Dirertor upon recommendation or the Architectural Advisor." l+r. Kee reported that staff is recommending approval of this application. He noted that the asphalt area in front of the building will be replaced with landsraping and a walkway leading into the building. Chairman Campos o ened the public hearing and invited anyone in the audience to speak for or against this item. Mr. Merino, applicant, appeared before the Commission to answer any questions. No one else wishing to speak, Commissioner Kasolas moved t,,at the public hearing be closed, seconded by Commissioner Meyer and unanimously adopted. RESOLUTION NO. 1906 Commissioner Pack moved that the Planning Commission adopt Resolution No. 1906 approving the application for a use permit and approval of plans to construct an addition to an existing commercial building on property known as 2180-2190 S. Bascom Avenue in a C-2-S (General Commercial) Zoning District subject to the conditions listed in the Staff Comment Sheet with the added condition that "Revised elevations and site plan to be approved by the Planning Director upon recommendation of the Architectural Advisor." After due consideration of all evidence presented, the Commission did find as follows: That the establishment, maintenance, and operation of the proposed use will not be detrimental to the health, safety, peace, morals, comfort„ or general welfaro of persons residing or working in the neighborhood of such use, or be detrimental or injurious to the welfare of the City. Based on the above findings, the Planting Commission does hereby grant the requested use permit subject to the following conditions: 1. Property to he fenced and landscaped as indicated and/or added in red cn plans. 2. Landscaping plan indicating type and size of plant material, and location of hose bibs or sprinkler system to be submitted for approval of the Planning Director prior to application for building permit. 3. Fencing plan indicating location and design details of fencing to be submitted for approval of Planning Director prior to application for• building permit. 4. Landscaping and fencing shall be maintained in accordance with the approved plan. S. Applicant to either (1) post a faithful performance bond in the amount of $3,000 to insure landscaping, fencing, and striping of parking areas within three months of completion of construction, or (2) file written agreement to complete landscaping, fencing and striping of parking areas prior to final Building Department clearance. 6. All mechanical equipment located on roofs to be screened as approved by the Planning Director. 7. Parking area to be striped as indicated on site plan. 8. I STAFF DISCUSSION The applicant is proposing o construct a 360 square foot addition to an existing 1,708 square foot office building which was previously converted from a residence under proceedings 1,nown as > 73-32. The .41 acre site is presently occupied by the above mentioned building and one other office building that was converted from a residence prior t.. annex3tion to the city in 1973. The existing buildings and tha proposed addition will cover approximately 18.25 percent of the site.
