STAFF DISCUSSION At its meeting of Jnsne 78, 1983 the Planning Commission adopted Resolution No. 2206 approving the subject use permit allowing the construction of a new retail structure and the addition of a caretakers unit on the subject property. Condition 3 of that approval required the applicant to submit a landscap, plan for the review of the Site and Architectural Review Committee. The applicant at this time has submitted a landscaping plan for the review of the Site Committee. Staff is of the opinion that the presented plan in- dicates a minim4l effort in addressing the landscaping for this project. To address this concern, Staff is recommending th..t the applicant provide berming (2' to 31) of the sod areas or that the landscaping plan indicate the introdtztion of some shrub -type elements. The concerns previously expressed by the Committee have been addressed satisfactorily, and the Committee is re- commending approval, with the notation that the signing will be considered under a separate application, and the landsca-ing plans will be coming back before the Committee. Chairman Kotows'.a declared the public hearing open and invited anyone in the audience to speak for or against this item. Mr. Steve Apker, applicant, noted his agreement with the conditions of approval. -2- No else wishing to speak, it was moved by Commissioner Howard, and seconded by Commissioner Meyer, that the public hearing be closed. After due consideration of all evidence presented, the Commission did find as fellows: That the establishment, maintenance, and operation of the proposed use will not be detrimental to the health, safety, peace, morals, comfort, or general welfare of persons residing or working in the neighburhood of such use, or be detrimental or injurious to the property and improvements in the neighborhood or the general welfare of the City. Based on the above findings, the Planning Commission does hereby grant the requested use permit, subject to the conditions attached hereto as Exhibit. A. STAFF DISCUSSION This application has been continued from the Planning Commission's previous meetings of May S, May 24, and June 14, 1983 so that the applicant could submit revised plans. Attached for the Commission's review is the previous Staff Comment Sheet which outlines the concerns previously expressed. The applicant has since submitted revised plans which indicate the following changes: 1. The provision of revised elevations which indicate a red tile roof element which creates a more cohesive appearance to the project. (Staff is recommending that roof materials match.) 2. The provision of a handicapped stall per code requirements of the City. 3. An increase in landscaping areas along Bascom Avenue and Shady Dale frontage. The Architectural Advisor is of the opinion that the project is acceptable, but recommends the follewing: 1. That the colors and materials be consistent between the two buildings on the site. 2. That 1"x6" wood trim be placed around all the windows and doors. To address the concerns regarding the consistency of materials and colors, and the additional trim element around windows, Staff is recommending Condition 1 which requires submittal of revised elevations for approval of the Planning Director. r 00 UP 83-03 Apker, D. -2- June 28, 1983 Signing A ooncem expressed previously by Staff was the issue of numerous unrelated signing elements for this pro)'ect. There are currently 3 freestanding signs and 2 wall signs erected on this property. The applicant is proposing the elimination of one freestanding sign and the modification of another existing freestanding sign. Staff is supporting the retention of the two existing signs for the following reasons: 1. There is approximately 120' between the two signs. 2. Me sign area of the signs is 12 sq.ft. and 32 sq.ft. 3. Theplacement of wall signs is difficult on these buildings due to !e building design. APPLICANT'S STATDa7 PROPOSAL ,his project involves the• construction of dpproximdtely 500 square foot second floor addition to an existing commercial building and the addition of approximately 350 square feet of office space to the ground floor of the same building. Up to 1000 square feet cf the space then housed would be devoted to a residential use under a Use Permit application to allow the inclusion of a "caretaker" to the subject parcel. The second half of the proposal involves the construction of a new 1100 square feet gross commercial building with dimensions of 22 feet by 50 feet to be built in an area between the two ex- isting buildings on subject f,arcel. The number of parking spaces currently provided are sufficient to accomodate these additions. n ITEM N0. 3 STAFF COMMENT SHEE-1 - PLANNING COMA!SSION MEETING OF MAY 24, 1983 UP 83-03 Continued public hearing to consider the application Apker, D. of Mr. Danforth Anker for a use permit and approval of plans to (1) construct an addition to an existing ,uilding and use a portion of the building for a residential living unit; and (2) construct a new 1,100 sq.ft. commercial building on property known as 2180 8 2190 S. Bascom Avenue in a C 2-S (Genera', Commercial) Zoning District. STAFF RECOMMENDATION: 1) Continuance, in order that revised elevations may be submitted, or 2) Denial, as presented. STAFF DISCUSSION: At its previous meeting of May 10, 1983, the Planning Commission continued the consideration of this application so that the applicant could submit revised plans addressing the following concerns: Provisions of architectural elements which complement the total project (i.e. roofing elements). Provide a complete elevation, so that all the building can be illustrated in a streetscape. Provide the required number of handicapped parking stalls. Provide elevations of the trash enclosure. Develop a signing program for this project. Increase the amount of landscaping areas along Bascom Avenue and Shady Dale frontages. The applicant at this time has submitted revised plans which indicate a miror change in the building elevations so that the proposed retail building is connected to one of the existing retail buildings. Staff is of the opinion that the revised elevations do not address the concerns oreviou;ly expressed regarding the creation of a roofing element which cimplements the total project. The Architectural Advisor shares this opinion. r1 l UP 83-03 Apker, D -2- May 24, 1983 The revised site plan indicates an increase in the amount of landscapinq along the Bascom Avenue and Shady Cale Avenue frontages. Staff is of the opinion that additional landscaping areas should be provided to assist in providing a more cohesive appearance to the project. The additional areas recommended are indicated in red on the presented plans. The applicant has failed to indicate handicapped stalls per City standards for this project. Additionally, the revised plans have not addressed the concern regarding numerous signing schemes for this Droject. A copy of the previous Staff Comment Sheet is attached for the Commission's information. Staff is recommending a continuance at this time, so that revised plans may be submitted which address the following concerns: 1) Provision of revised elevations which indicate a roofing element and materials that create a cohesive appearance to the project. 2) Provision of handicapped stalls per City standards. 3) Revised signing for this project. 4) Increase landscaping areas as indicated in red on the presented plans. Bascom Avenue in a C-2-S (General Commercial) Zoning District. Commissioner Howard reported that this item had been considered by the Site and Architectural Review Committee this morning, and the Comnittee is coming before the Commission without a recommendation because of some areas of disagreement: the Architectural Advisor disagrees with the developer re- garding the type of tile roofing to be used, in that he feels the tile on the proposed addition should match the existing tile in color and texture; there was discussion regarding the matching of colors, the wood trim treat- ment, and signing --the Committee feels that there should be only one sign for the project, in that it is a single development. There was also con- cerns expressed by Commissioner Dickson regarding the building elevations. Commissioner Dickson noted that he wished to see the outline of the entire area in order to see how the whole project would hold together. He felt that the elevations presented did not show the project as an entire develop- ment, and he would like to see this :revised. Commissioner Howard added that the Architectural Advisor has a problem with the mansard and gables on the roof, and he felt that they should all be tiled. The Committee feels that the project should show some consistency. Mr. Kee noted that the applicant has pres,..ted some plans this evening which have not been reviewed by Staff or the Architectural Review Committee. He recomnendcd that this item be continued until such time as Staff could re- view these changes and formulate a report to the Commission. Chairman Kotowski declared the public hearing open and invited anyone in the audience to speak for or against this item. Mr. Steve Apker, applicant, appeared to represent the property owner. He stated that if a continuance is in order to work out some of the problems expressed this evening, the applicant was in agreement. He suggested the meeting of June 28, and felt that the problems could be addressed in time for the Staff to report on this item. A condition of this approval is that the applicant submit revised signing for the project. There are currently three free-standing signs on the property (one for each business). Normally only one f standing sign is allowed on a parcel. The applicant is requesting that th- free-standing signs on each end of the property be retained and the one in the middle he removed. The sign at the north end is appmximately 11' in height and 12 sq.ft. in area. The applicant is proposing to dress it up lry encasing the pole with 1"x10" redwood and putting a trim around the sign face. Apker - Engineer Subject parcel is on the southwest corner of Bascom Avenue and Shady Dale Avenue. The parcel is almost square and has 19,306 square feet of area. Currently, there are two structures on site being used commercially.The larger of the two houses a palmreader and also the "Nail Factory", a beauty parlor. The smaller building houses "Charlie and Co.", an outlet for video equipment and tape rentals. These buildings sit on the Bascom Avenue frontage with the entrance to the rear parking lot being off of Shady Dale Avenue. The parking lot is completely concrete s--roaced, la approximate- ly 60' by 125' and provides 26 parking places. A twelve foot wide landscaping strip seperates the parking from the adjoining resi- dential use to the east. This area is landscaped with pine trees varying in size from 6" diameter to 18" diameter set on twelve foot centers, more or less. A six foot high masonary wall is set on property line to further seperate these uses. To the south, a commercial building of concrete block const- ruction Is set on lot line and right up to back of walk. Most of the parking for this use (Foster's Freeze) adjoins the existing parking of subject parcel and is seperated by a six foot high board fence. To the north, across Shady Dale, a new shopping center has just finished construction with "Computerland" an- nouncing its grand opening. Construction is of stucco and glass with Spanish tile roofing material. Across Bascom Avenue are various commercial uses including a "Mr. Steak" and a nursery school in buildings that range from converted single family residences to new concrete tilt -up structures. This is a highly developed area of town with almost no undeveloped parcels to speak of. Most plant life in this area was Installed as landscaping with wildlife consisting of birds, field mice, squirrels and domesticated pets. INFORMATION TO ACCOMPANY ENVIRONMENTAL INFORMATION FORM (Cont.) The proposal for which this is being submitted involves adding a second story to the larger of the two buildings and also con- structing a new one story building between the two. The addition of this new structure will virtually 'fill up' the available frontage this lot has on Bascom Avenue. The larger building, as it currently exists, has a mansard type roof treatment across the front and continuing partially up the sides of the structure. The second story addition, which is just partial, will also have the same roof treatment, but all the way around the structure due to its higher sight angle. The new floor area created, as well as some of the existing first floor area will be used as residential fo, the inclusion of a "caretaker", an activity which requires the issuance of a Conditional Use Permit, the primary application in this package. It is the desire of the owner to provide new quarters for the people doing business as the "Nail Factory" in order for them to have somewhere to reestablish their business during construction of the additinr,. TYts dictates construction of the new one story building first, followed by the construction mentioned above. No other additions or new structures are contemplated after these because the number of parking spaces required to be provided will be exausted. Bascom Avenue is one of the main commercial streets in the City of Campbell. Generally speaking, parcels with frontage on Bascom Avenue support some kind of commercial ventures with parcels lying back of this 'strip' being used for residential. This parcel fol- lows this patt-en with commercial uses on both sides and across the street, and single family residential on lets of 8000 to 10000 square feet making up the neighborhood to the east. The city limits cross Bascom Avenue approximately 400 feet to the south of the par- cel. There are no areas of cultural, historical, or scenic inter- est on subject parcel. Structures on adjacent parcels are either one or two story buil- dings with parking In the rear, the structure being set close to the street, or set back with all the parklny in Front.
