DISCUSSION The applicant's proposal to construct a retail building at the above -referenced location was approved by the Plat:ning Commisi— on July S, 1986. Condition 3 of this approval required the sub- mittal of landscape and irrigation plans. This item was continued from the Site Committee meeting of October 23, 1986 in order that the applicant could revised his plans to address concerns expressed by Staff and the Committee. A copy of the memo expressing these concerns is attached. At this time, Staff is of the opinion that the revised plans address the previously expressed concerns; therefore, apprcval is recommended, subject to redlining of the presented plans. ITEM N,1. Bascom Ave. (S 86-11) ---------------------------------------------------------- STAFF RECOMMENDATION That the Committee continue the consideration of this application to its meeting of November 11, 1986. DISCUSSION The ap,licant's proposal to construct a retail building on the above referenced property was approved by the Planning Commission at its meeting of July 8, 1986. Condition 3 of this approval required the submittal of landscape and irrigation plans. Staff is of the opinion that the landscape plan has not addressed the landscape concerns for this project. The following concerns are expressed: 1. The provision of a landscaping buffer to adjacent residential uses is minimal. Both screening shrubs and trees should be used. 2. The selection of plant materials is not appropriate. 3. The quantity of plant materi l.s is minimal. 4. The landscape plan lacks planting and irrigation details. 5. Details of planting around existing tree and protection of tree during construction should be provided. Bascom Ave., Campbell Ca. (S 86-11) Review date: 10/28/86 GENERAL: This plan is acceptable and should be continued after come revisions. For the most part, the designer has used plants which ere drought -tolerant, and has not included lawns. PROTECTION OF EXISTING TREES DURING AND AFTER CONSTRUCTION: Two trees are to be retained on this site: a 20 inch diem. Coast live oak, end an Olive. I sew the Oak but did not eee the Olive. The oak is definitely worth saving. I will assume that the Olive is alao worth saving. There are no guidelines as to the protection and preservation of these trees. Both trees appear to be very close to propoe.ed pavement area,, therefore we can expect extensive damage to their x•oot systems. Leaving a tree to simply avoiding cutting down does not insure its survival. From the plena, it is likely that both these tree will e,entuelly die due to con,turction damage. Groundcover symbols era not indicated under whchin the tree driplines. This is correct, but also provide some sort of a mulch for wood prevention, and keep irrigation out of this area. I urge the developer and others involved to obtain a copy of my Tree Protection Report and hire a consultant to assist in the protection of these tree,. I would lean toward some redesigning of the areas involved if the developer really wishes to preserve these trees. In any case, I as not satisfied with the lack of info regarding these trees. Either provide this info or eliminate the trees. GUERCUS LOBATA IN PARKING LOT PLANTING STRIPS: This species of oak is more tolerant of wet soil than most other species. Therefore, it is often a good choice for irrigated landscape plantings. However, the area that many of these oak& will be planted in is only 4 feet wide. It might be a better choice to plant O. ilex, Holly oak. This is adaptable as a street tree, and .+ill tolerate shearing pruning. I would also use a root barrier as added protection to the pavement. l QO PARTHENOCISSUS (BOSTON IVY): The designer should be complimented for choosing a vine against a wall for these narruw areas instead of the usual trees. This vine likes a lot of water, but the Hypericum grcundcover it is planted in can take a moderate amount cf water or a moderate amount of drought. This vine is however, a good choice for a covering a wall because it climbs by clinging with auction discs. Therefore with this vine, more water will be required than the Hypericum would require by itself. STAFF DISCUSSION This item was continued from the meeting of June 24, 1986 in order that the applicant could submit revised plans. A copy of the previous Staff Report is attached for the Commission's review. The applicant has since submitted revised plans indicating the following changes: 1. The landscape area between the sidewalk and the parking area has been increased in width from 5' to 10'. In addition, tree wells have been installed in the parking area to help break-up the expanse of asphalt. Overall, landscaping has been increased from 8% to 10%. 2. In order to provide the tree wells, the number of parking spaces has been reduced from 61 to 57. The parking ratio is now 1:212, whereas previously it was 1:200. The applicant has provided a bicycle parking area, however, because it is located away from the building, its use will be minimal. 3. A concrete wall is indicated along the north property line. Staff is of the opinion that the increase in the front 'landscaping from 5' to 10' is a substantial improvement. While a 15' landscaping strip would be consistent with the residential development to the south, Staff can support the 10' strip as proposed, due to the overall design quality of the project. Staff is also of the opinion that the overall parking ratio of 1:212 based on the gross square footage in adequate for a project of this nature. The site plan indicates that approximately 8 percent of the site will be landscaped. A number of large trees exist on the property and two are indicated as being retained. The applicant has provided 61 parking spaces (36 standard, 23 compact and 2 handicapped) which meets the code requirement of 1:200. The applicant provides I compact space in excess of the 40 requirement, however Staff is of the opinion that for a project of this size it should be acceptable. The following concerns are expressed regarding the project: 1. The Architectural Advisor is of the opir.fon that the project is an interesting and creative contemporary solution to a difficult design problem. However, he has the following concerns: A. Narrow landscape strip on south property line. B. Color 6 material samples needed. C. Site access to back portion? D. Walkway of 4 feet is narrow as is colonade of 5 feet. E. The site is without landscaping, with the exception of trees ranging in age, size and variety. The species of trees are olive, pepper, acacia, pine, palm, oak, lemon, orange, and walnut. There are no existing cultural, historical, or scenic aspects about the site. The site is presently used as a private resi- dence comprised of four wood structures: (1) garage, (1) storage shed, (1) cottage, and (1) two-story house. 34.
