Mayor Chamberlin declared the public hearing open and asked
if anyone wished to speak for or against -he proposal.
There being no one wishing to be heard, Councilman Podgor;ek
moved that the public hearing be closed, seconded by
Councilman Paul and unan?mously adopted.
Ordinance No. 1154 is presented for first r^ading. After
the reading of the title of the ordinance Councilman
Paul proposed and moved that further reading be xaived,

RECOMMENDATION
That the City Council adopt the attached ordinance approving plans, elevations,
development schedule and conditions of approval for a 63-unit apartment
complex to be located at 3675 and 3685 South Bascom Avenue.
DISCUSSION
The applicant is proposing to construct a 63-unit apartment complex. At
the present time parcel 119 is zoned R-2-S and parcel 114 is zoned P-D.
The applicant has filed a tentative map to combine both parcels for the
purpose of ills development. Staff is recommending that the R-3-S portion
of the development be rezoned to P-D in order to have one zone for the
entire development.
The five 2-story apa�cment buildings, carports and service buildings
will cover approximately 36% of the 2.46 acre site. These 63 units result
in a density of 25.6 dwelliig units per acre. The General Plan allows a
density of between 21 and 27 units per acre for this area (or between 51
and 66 living units on this site).
The development plan indicates that there will be 26 one -bedroom units,
36 two -bedroom units and the manager's unit. The applicant is providing
95 parking spaces (65 carports and 30 open stalls) which results in a
parking ratio of 1; spaces per unit. This ratio is consistent with the
Zoning Code and Commission policy for one- and two -bedroom apartment
develop. ts.
Building materials are indicated as stUcco walls with wood trim and
composition roofing.
The site plan indicates that approximately 67% of the net lot area will be
either landscaping or open space (including swimming pool and barbecue area).
The Planning Commission w'I1 consider a zone change from R-3-S to P-D for
a portion of this project site at its meeting of April 4, 1978.
On March 7, 1978, the Commission took action to recommend approval of this
project by a 5-0-1-1 vote.

February 8, 1978, and after presentat'on by the Planning Director, priponents,
and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission
did find as follows:
That the establishment, maintenance, and operation of the
proposed use will not be detrimental to the health, safety,
peace, morals, comfort or general welfare of the persons
residing or working in the neighborhood of such use, or
detrimental or injurious to property and improvements in
the neighborhoud or the general welfare of the City.
Based on the above findings, the Planning Commission did recommend
approval of plans, elevations, and development schedule as presented and
further recommends that the City Council enact the Ordinance attached
hereto as Exhibit "A", adopting said plans, elevations, and development

Commissioner Vierhus reported that the applicant had met with the Site and
Architectural Review Committee this morning. The Architectural Advisor had
some concerns and the applicant was agreeable to the suggestions made by
the Architectural Advisor. Commissioner Vierhus stated that the Committee
is recommending approval in accordance with staff's recommendations.
Mr. Kee explained that thrre are actually three parts to this application:
0 ) PD 78-4, which staff is recommending approval subject to the listed
conditions, one of which is that a parcel map he processed and fled in
order that the entire development is on one parcel, (2) S 78-10, which staff
is recommending approval subject to the listed conditions, and (3) setting
a date of public hearing to change the zoning on the northerly portion of
this development from R-3-S (Multiple Family/High Density Residential) to
P-D (Planned Development/High Density Residentiai) with the condition listed
under PD 78-4.
Mr. Kee then stated that the Architectural Adviso•, the Committee, and
staff are recomme:ndirg approval of this application, with the added condition
that the revised elevations come back to the Planning staft and Architectural
Advisor.
Mr. Kee advised the Commission that the application vas being handled in this
manner, ratter than goi?g through the zone change first, in order that time
might be saved. He stated that it could take as long as 180 days from this
point if the zone change were handled first.
Commissioner Vierhus inquired of the City Attorney if this were the correct
process in which to handle this particular 3ppl:cation.
City Attorne,, Dempster stated he was in agreement with the manner in which
staff is processing this application.
Chairman Pack declared the public hearing open and invited anyone in the
audience to cpea!, for or against this item.
No one wishing to be heard, Commissioner Lubeckis moved that the public

The Planning Commission of the City of Campbell does hereby
set the hour of 7:30 p.m. on Tuesday, April 4, 1978, in the Council
Chambers of the City Mall, 75 North Central Avenue, Campbell, California
as the time and place for a public hearing to consider changing the zoning
for a portion of property known as 3675 S. Bascom Avenue from R-3-S (Multiple
-ily/High Density Residential) to P-D (Planned DevelopmentlHigh Density
ld-ntial) and acceptance of plans and elevations approved under proceedings
known as S 78-10.
The Planning Commission of the City of Campbell hereby authorizes
the Secretary of the Planning Commission to publish notice of hearing
on this matter, in the manner prescribed by law.

PD 78-4 Public hearing to consider the application of
S 78-10 Mr. Paul Consentino and La Con Builders for
Consentino, P. approval of plans, elevations, and development
schedule to allow construction of a 63-unit
apartment complex on property known as 3675 and
3685 S. Bascom Avenue in a P-D (Planned Development/
High Density Residential) and R-3-S (Multiple/Family/
High Density Residential) Zoning District.
STAFF RECOMMENDATION
1. Approval of PO 78-4 subject to the attached conditions.
7. Approval of S 78-10 subject to the attached conditions.
3. The Planning Commission adopt a resolution setting a public hearing to
change the R--3-S portion of this development to PD and accept plans
approved under S 78-10 with this zone change for the PD plans.
The applicant is proposing to construct a 63-unit apartment complex. At
the present :ime parcel 119 i; zoned R-3-S and parcel 114 is zoned P-D.
The applicant has filed a tentative map to combine both parcels for the
purpose of this development. Staff is recommending that the R-3-S portion
of the development be rezoned to P-D in order to have one zone for the
entire development.
The five 2-story apartment buildings, carports and service buildings
will cover approximately 36% of the 2.46 acre site. These 63 units result
in a density of 25.6 dwelling units per acre. Th- General Plan allows a
density of between 21 and 27 units per acre for this area (or between 51
and 66 living units on this site).
The development plan indicates that there will be 26 one -bedroom units,
36 two -bedroom units and the manager's unit. The applicant is providing
95 parking spaces (65 carports and 30 open stalls) which results in a
parking ratio of 1-� spaces per unit. This ratio is consistent with the
Zoning Code and Commission policy for one -and two -bedroom apartment
developments.
Building materials are indicated as stucco walls with wood Lim and
composition roofing.
The site plan indicates that approximately 67% of the net lot area will be
either landscaping or open space (including a swimming pool and barbecue area).
The Architectural Advisor has expressed some concerns which will be discussed
with the applicant at the Site Review meeting.

be 1 bedroom units and 1 unit fer the specific purpose and exclusive
use of a manger. The exterior ratif will lend it's self to a Mexican/
Spanish design with the use of a heavy textured stucco. resawn wood
trim, wrought iron railings and a thick butt black composition roof
material. In addition there shall be a common green and Bar-B-Q area
with a heavy wood latticed arbor.
We feel this development is necessary to fulfill a growing demand for
quality type apartment living offering a garden setting with ample open
space, common green areas, private yards and or decks and spacious units
highlighting storage space within each individual unit and many other
quality sainities.

33• a• Topography= the proposed site is virtually flat, however, will be
graded to provide a minimum 1% slope for proper rain water run off.
b. Soil stability= soil type on and around this site Is of a Quaternary
Alluvium type or a sedimentary deposit of man and gravel, silt and
clay and ranges from 1 to 5' thick and is classified as ML and CL
according to the Unified Soils Classification.
Underlying soil is of a sandy gravel intermixed with silts and sands
to a depth of 200 to 1000•
c. Plants and animals= this site does not and will not affect any rare
or endangered species.of plant or animal life, however, there now
exists several trees, shrubs and an existing Christmas tree farm.
The trees withih the farm area will be removed and those specimins
of good health and size shall be transplanted through out the project.
d. There now exists on the site an older home and several out buildings
and various sheds. these buildings shall be demolished and removed from
the site.

property to be developed in the near future similar to this application.
To the east, vacant commercially zoned property. To the: south, Vaclous
types of older buildings and homes,which eventually will be developed
into PD or commercial type properties. To the west, single family on

21.06.030 PLANNED DEVELOPMENT PERMIT
2. This development shall consist of 5 buildings housing a total of
63 units of which 28 units will be 2 bedroom units and 26 units will
be 1 bedroom units and 1 unit for the specific purpose and exclusive
use of a manger. The exterior motif will lend it's self to a Mexican
Spanish design with the use of a hear, textured stucco, resawn wood
trim, wrought iron railings and a thick butt black composition roof
material. Iu addition there shall be a common green and Bar-B-Q area
with a heavy wood latticed arbor.
We feel this development is necessary to fulfill a growing demand for
quality type apartment living offering a garden setting with ample open
space, common green areas, private yards and or decks and spacious units
highlighting storage space within each individual unit and many other
quality eminities.

1d51 in Book 2279 of Official Records, Page 598, Santa Clara County Records,
North 0° 42' 30" West 120 feet; thence leaving said Easterly line and running
North 89° 00' 49" East 342.83 feet. thence running South 0' 42' 30" East 119.32
feet to the Northerly line of that certain 2.29 acre tract conveyed by
Henry Harper to Arthur J. Vonderaloot, by Deed dated October 6, 1925 and re-
corded October 22, 1925 in Book 199 of Official Records, at Page 208, Santa
Clara County Records; thence running along said Northerly line of land convey-
ed to Harper 172.0 feet to the Westerly line of South Bascom Avenue, formerly
San Jose -Los Getos Road, said Westerly line being, Darallel with and 43.n feet
Westerly, measured at right angles, from that certain monument line establish-
ed for record on that particular Man entitled, "Record of Survey of a monument
line of South Bascom Avenue from Union Avenue to Lark Avenue", filed for record
in Book 264 of Maps at pages 49 to 54, Santa Clara County Records: thence along
said Westerly line of South Bascom Avenue South 36' 00' 31" West, 143.81 feet
to the intersection thereof with the Northerly line of the aforesaid 5.84 acre
tract; thence leaving the Westerly line of South Bascom Avenue and running
along the Northerly line of said 5.84 acre Tract South 89° 14' )6" West,
803.92 feet to the Point of Beginning, and being a part of the Southwest 1/4
of Section 2, Township 8 South, Range 1 West, M.D.M.
