1 sincerely appreciate the time you spent meeting with me on May 26. Th;s letter is to
outline my understanding of cur discussion. If I have misunderstood or failed to mention
any significant items, I would apprc�-ate your response as we are proceeding with this
project based on the information outlined below.
RENEWAL
The owner of the referenccl project is consider.ng making revisions to the original plan,
including the following.
Option A
A. Adding 400 to 500 square feet of area.
B. Substituting r. painted versus ceramic rile accent band at the exterior of the
building.
Optic" B
A. Utilizing concrete versus terra Gotta tiles for the roof of the building.
B. Dcic ing the dormers at each of the patient rooms.
C. Using wood fence finished on both sides in lieu of stucco -covered con—,
block for site fencing.
It is my understanding that, based on the changes outlined above, the Owner could submit
for an extension (renewal) of his original conditional use permit with modifications. This
process would require a completely new application form, including new requirement for
a prospective sketch.
REVISED PROJECT
As an alternate to the relatively minor modifications outlined above, the owner wuuld like
to consider a significant revision to the project scope. In addition to the comprehensive
recovery care center indicated for the original project, the owner would like to accommodate
approximately 15.000 to I8,000 square feet of medical office use for an otthr,-cdir, surrery
group including offices, physical therapy, etc. My understanding of our discussion
reg^rding these potential revisions is as follows.

A. The process used for the original project approval was the conditional use
process which took advantage of the fact that the City allows hospital uses
within any zone. Medical office space would not be permitted use within the
R 3-S high -density residential zoning currently in existence on the site.
B. In order to accommodate the revised project scope, it would be necessary to
obtain the zoning change for the site.
The City of Campbell considers zoning changes four times a year, with the
next filing deadline being August 1989. The best time possible for processing
this type of application is four months, which would mean that the earliest
decision date would be November 1989. 1 expressed to you the owner's
intention to develop a project which had building site coverage of
approximately 47 percent. I stated that this percentage had been selected in
light of our understanding that the project immediately south of our project
site recently received approval for 62 percent. You stated that 1 had been
misinformed regarding the adjoining project in that the building site coverage
was instead 34 percent. Yoi stated that 40 percent site coverage is the
maximum for which approval could rcasonably be expected.
My understanding of your overall opinion regarding the proposed revision is that it is
probably not realistic in that the proposed project would be considered too intensive for our
site.
At our owner's request, Boulder Associates has initiated slightly more detailed studies of the
potential for increasing development on our site. N'e hope to review our I: test thoughts with
you as soon as we get to a reasonable point in our site development plans.
Once again, 1 appreciate your time and look forward to working with you and the City of
Campbell to develop an outstanding project consistent with both my owner's and the City
of Campbell's wishes.

BEING A RESOLUTION OF THE PLANNING COMMISSION
- THE CITY OF CAMPBELL APPROVING A USE PERMIT
LOWING THE CONSTRUCTION OF A POST -OPERATIVE
CARE ;ACILITY ON PROPERTY KNOWN AS
3751 6 3777 S. BASCOM AVE. (APPLICATION OF
DR. H. KNOERNSCHILD, UP 88-01).
After notification and public hearing as specified by law on the
application of Dr. Harvey Knoerrschild for a Use Permit and approval of
plans to allow the construction of a 20-bed post -operative care facility
on property known as 3751 6 3777 S. Bascom Ave. in an R-3-S (Multiple
Family Residential) Zoning District, as per the application filed in the
Planning Department on February 24, 1988; and, after presentation by the
Planning Director, proponents and opponents, the hearing was closed.
After due consideration of all evidence presented, the Planning Commission
did find as follows:
Site and Architectural Approval
1. The proposed protect is an appropriate scale in relationship to the
adjacent developed uses.
2. The project is well designed and architecturally blends into the
neighborhood.
3. The building design is con-idered acceptable and interesting by the
Architectural Advisor.
4. The parking provided exceeds the code requirements of 25 spaces.
S. The project is of a high quality design and will be aesthetically
pleasing.
6. Substantial landscaping has peen provided which adds to the
aesthetics of the project.
Use Permit
7. The establishment, maintenance or operation of the use applied for
will not be detrimental to the health, safety, peace, moral,_ comfort
or general welfare of persons residing or working in the neighborhood
of such proposed use, or be detrimental or injurious to property ar,d
improvements in the neighborhood or to the general welfare of the
City.
8. The proposed site is adequate in size and shape to arcomodate the
yards, walls, fences, parking and loading fac�.lities, landscaping
and other developmert features required in order to integrate said
use with uses in the surrounding area.
9. The proposed site is adequately served by stree.s of sufficient
capacity to car,y the kind and quantity of traffic such use would
generate.

10. The use is essential or desirable to the public convenience or
welfare, and is in harmony with the various elements or objectives of
the City's General Plan.
Based on the above findings, the Planning Commission does hereby Frant the
requested Use Permit, subject to the following conditions:
1. Revised elevations andior site plan indicating relocation of
equipment and trash enclosure areas, provision of pavement treatment,
and revised parking layout to be submitted to the Planning Department
and approved by the Site and Architectural Review Committee upon
recommendation of the Architectural Advisor prior to application for
a building permit.
2. Property to be fenced and landscaped as indicated and/or added in red
on the plans. Landscaping and fencing shall be maintained in
accordance with the approved plans.
3. Landscaping plan indicating type and size of plait material, and
location of irrigation system to be submitted to the Planning
Department and approved by the Site and Arch tectural Review
Committee and/or Planning Commission prior o issuance of a building
permit.
4. renting plar indicating location and design details of fencing to be
submitted to the Planning Department and approved by the Planning
Director prior to issuance of a building permit.
5. Applicant to either (1) post a faithful performance bond in the
amount of $10,000.00 to insure landscaping, fencing, and striping of
parking areas within 3 montns of completion of construction; or (2)
file written agreement to complete landscaping, fencing, and striping
of parking areas. Bond or agreement to be filed with the Planning
Department prior to application for a building permit.
6. Applicant to submit a plan to the Planning Department, prior to
installation of PG&E :tilitY (transformer) boxes, indicating the
location of the boxes and screening (if boxes are above ground) for
approval of the Planning Director.
7. All mechanical eluipment on roofs and all utility meters to be
screened as approved by the Planning Director.
S. Bu loing occupancy will not be allowed until public improvements are
installed.
9. All parking and driveway areas be developed in compliance with
Chapter 21.50 of the Campbell Municipal Code. All parking spaces to
be providea with appropriate concrete curbs or bumper guards.

The proposed facility is a non -hospital facility for the post operative care of
health ambulatory surgical patients. The facility will be constructed in
accordance with the State of California's standards for skilled nursing facilities
There will be 20 patient beds within the proposed structure, and the maximum
staffing on any one shift is estimated to be six staff memttrs. Operating hours
will be 24 hours per day, seven days per week (except holidays). The average
patient stay will be eight days.
The Recovefy Inn will be a quiet, non -obtrusive facility designed to deliver a
high quality of medical care in a pleasant and restful enviienment.
