Project: 1625 W Campbell Ave, Springbridge Preschool
Dear staff of City of Campbell:
Thank you for reviewing the proposed preschool project. Below are the responses to your
comments received on March 14, 2019
Fire Department Comments:
1.Review of this Developmental proposal is limited to acceptability of site access, water
supply, and may include specific additional requirements as they pertain to fire
department operations, and shall not be construed as a substitute for formal plan
review to determine compliance with adopted model codes. Prior to performing any
work, the applicant shall make application to, and receive from, the Building
Department all applicable construction permits.
Response: Noted, and no construction work is proposed with this application.
2.Plans indicate a fully sprinklered E occupancy with an approved fire alarm system
throughout. Verify annual maintenance.
Response: See attached photo of sprinkler annual test date of Sept. 2019.
3.Children ages 2 through and including second-grade pupils shall not be located above or
below the first story. [CFC, Ch4, 452.1.4]. Review of the plans does not indicate this site
qualifies for any exceptions to this requirement. Provide qualifying details or indicate
age groups that will comply.
Response: In the original 2017 T.I. permit, we had used exception 2 under CFC 452.1.4:
In buildings equipped with an automatic sprinkler system throughout, rooms
used for kindergarten, first- and second-grade children or for day-care
purposes may be located on the second story, provided there are at least two
exterior exit doors, or other egress systems complying with Section 1018 with
two exits, for the exclusive use of such occupants. Egress systems for the

exclusive use of such occupants shall be maintained until exit discharge at
grade is attained.
This exception applies here because the building is fully sprinklered and and we created
an 1-hour rated corridor which led to two exit stairways that can exit directly to the
exterior. The age group of children is indicated on sheet A0.2, under code analysis note
‘D’ and general notes on floor plan sheet A2.1.
4.Provide portable fire extinguishers (minimum type of 2A-10BC) for every 75 ft. of travel
distance or 3000 sq. ft. (per unit of A) CFC 906.3. Verify annual maintenance.
Response: See photos of fire extinguishers’ purchase date attached. All new
extinguishers were purchased on 2/27/19.
Building Inspection Division Comments:
1.TITLE 24 ACCESSIBILITY - COMMERCIAL: This project shall be in full compliance with
california access laws. (This comment was issued under the first Planning application. An
Elevator should be installed to make the second floor fully accessible.)
Response: Per discussion with Building Official, the building has been evaluated by two
CASp certified compliance experts. Please see attached reports prepared by
Marx/Okubo Associates and United Spinal Association.
Public Works Comments:
1.The original Conditional Use Permit (PLN2014-301) that established this school included
Public Works Department Conditions of Approval that the Applicant has failed to satisfy.
The two existing project driveways along West Campbell Avenue were required to be
upgraded to ADA compliant driveways prior to occupancy of the school. Until the
applicant satisfies the previous Conditions of Approval, Public Works deems this new
submittal incomplete.
Response: Two project driveways have been upgraded to comply with ADA per
encroachment permit ENC2019-00123.
