The Planning Commission meeting of June 8, 1999, was called to order at 7:30 p.m., in the
Council Chambers, 70 North First Street, Campbell, California by Chairman Jones, and the
following proceedings were had, to wit:

APPROVAL OF MINUTES
Motion: On motion of Commissioner Francois, seconded by Commissioner
Hernandez, the Planning Commission minutes of May 25, 1999, were
approved. (6-0-1; Commissioner Lowe abstained.)
COMMUNICATIONS.
There were no communication items.

PUBLIC HEARING
Chairman Jones read Agenda Item No. 1 into the record.
1. UP 99-02
Hale, S.
Public Hearing to consider the application of Mr. Steve Hale, on
behalf of Buca di Beppo Italian Restaurant, for approval of a
Conditional Use Permit (UP 99-02) to allow a general on-sale
liquor license and operational hours after 11 p.m. in conjunction
with a new restaurant at 1875 S. Bascom Avenue in a C-2-S
(General Commercial) Zoning District. This project is
Categorically Exempt. Planning Commission decision final unless
appealed in writing to the City Clerk within 10 days.
Ms. Aki Irani, Planner I, presented the staff report as follows:
· Advised that the applicant, Mr. Steve Hale, is seeking approval of a Conditional Use Permit
to allow general on-sale liquor and late hours of operation for a new 8,500 square foot
restaurant to be located at the Pruneyard, 1875 S. Bascom Avenue, behind the Mrs. Fields'
Cookie Building. The Site is zoned C-2 (General Commercial).
· The restaurant will serve liquor within the restaurant as well as at a small separate bar area.
· The late hours are to allow staff the opportunity to clean up after closing to the public at 11
p.m.
· Staff is supportive and recommends approval.
Chairman Jones opened the Public Hearing for Agenda Item No. 1.
Mr. Steve Hale, Applicant, 1048 Peppertree Drive, Fairfield, CA:
· Advised that Buca di Beppo is excited to be coming to Campbell and feels that this will be a
"gangbuster" store for them.
· Encourage the Planning Commissioners to try them out for dinner once open.
Commissioner Francois asked if there are other Buca di Beppo locations.
Mr. Steve Hale advised that the Campbell restaurant will be the 25th store. The first was
established in Minnesota and there are six in California.
Mr. Steve Piasecki, Community Development Director, advised that the nearest one is located in
Palo Alto.
Commissioner Lowe advised that he dined at the Palo Alto Buca di Beppo this past Sunday.
Chairman Jones closed the Public Hearing for Agenda Item No. 1.

Motion:
Upon motion of Commissioner Lowe, seconded by Commissioner Francois,
the Planning Commission adopted Resolution No. 3227 granting a
Conditional Use Permit (UP 99-02) to allow a general on-sale liquor license
and operational hours after 11 p.m. in conjunction with a new restaurant
(Buca di Beppo Italian Restaurant) on property located at 1875 S Bascom
Avenue, by the following roll call vote:
AYES: Francois, Gibbons, Hernandez, Jones, Kearns, Lowe
NOES: None
ABSENT: Lindstrom
ABSTAIN: None
This approval is final unless appealed in writing to the City Clerk within 10 days.
Chairman Jones read Agenda Item No. 2 into the record.
2. S 99-02
Dolph, M.
Public Hearing to consider the application of Mr. Michael Dolph,
on behalf of Angelo and Mary Denevi, for a Site and Architectural
Approval (S 99-02) to allow a single family residence and
detached garage on property located at 1288 Munro Avenue in an
R-l-9 (Single Family Residential) Zoning District. This project is
Categorically Exempt. Planning Commission decision final unless
appealed in writing to the City Clerk within 10 days.
Ms. Barbara Schoetz Ryan, Planner I, presented the staff report as follows:
· Advised that the applicant is seeking a Site and Architectural Approval to allow the
construction of a new single family dwelling at 1288 Munro Avenue in an R-l-9 (Single
Family Residential) Zoning District.
· The project site is on the south side of Munro Avenue, three lots west of Burrows and San
Tomas Aquino Road.
· The proposal is consistent with the setbacks, height and FAR requirements. The home will
be set back 25 feet from the front property line, 5 feet more than required but consistent with
the other homes in the area.
· There are two large Coast Live Oak trees on the property that will be retained. The garage
was reduced and moved forward to facilitate saving these trees, staying out of their drip line.
The home design utilizes stucco with asphalt shingle roof and white trim. There is a bay
window at the front and four fluted roman door columns. The garage will accommodatetwo-
CarS.
SARC had concerns about the columns but the applicant desires to keep them in the design.
This project is exempt from CEQA review.

Commissioner Gibbons presented the Site and Architectural Review Committee report as
follows:
· The information presented to SARC was incomplete and SARC had requested window
elevations to clarify concerns of consistency. There is also a question as to how the stucco
meets the trim on the windows how they will work together.
· Stated that the applicants have been very cooperative regarding the retention of trees.
Commissioner Hernandez asked Commissioner Gibbons if these concerns have been resolved.
Commissioner Gibbons replied that they had not yet been resolved.
Commissioner Kearns sought clarification regarding the application of the trim around the
windows.
Chairman Jones opened the Public Hearing for Agenda Item No. 2.
Mr. Michael Dolph, Applicant, 1815 Bucknall Road:
· Stated that a foam planton is applied after the brown coat and is a fairly common
architectural detail.
· Said that the use of columns is a subjective design issue. They add weight to one end of the
front and less to the other which is to give definition to the entry.
· Advised that the house fits in with the surrounding neighborhood.
· Said that the lot is narrow and the owners wanted a larger home (2,000 square feet) without it
being two-story.
Commissioner Lowe asked whether the columns were not off center.
Mr. Michael Dolph stated that they are deliberately off center.
Commissioner Gibbons asked for details about the planton trim around the windows.
Mr. Michael Dolph advised that the planton trim is 1 ¥2 inches deeper than the windows.
Commissioner Gibbons advised that with window mullions, an architect usually doesn't mix
elements but rather seeks consistency.
Mr. Michael Dolph advised that they have newer drawings which depict the applied grid. Stated
that the dining room windows have windows with grids for privacy purposes.
Commissioner Gibbons stated that there is still not enough information provided on the windows
and suggested an added Condition of Approval which would require the applicant to obtain the
Community Development Director's approval for final window selection.

Commissioner Lowe questioned whether this is an aesthetics or personal preference issue. Said
that the owners should be allowed to do what they want as far as their windows are concerned.
Commissioner Gibbons advised that consideration of such details as window consistency is the
role of the Planning Commission, something the Commission routinely considers.
Chairman Jones closed the Public Hearing for Agenda Item No. 2.
Commissioner Francois stated that he agreed with Commissioner Lowe's opinion that the
property owners should be allowed to pick their own windows.
Commissioner Hernandez stated his agreement but said that there needs to be a minimum set of
requirements. Said that he likes to see consistency.
Commissioner Gibbons pointed out that the Commission was very specific on the profile of the
window mullions for the Pulte home project. Additionally, the Commission was specific on the
mullion pattern for the Peachtree project. To consider such issues is consistent with past reviews
by the Commission. Said that the drawings for this project were diagramically done and offered
insufficient information to evaluate. Suggested that more information be provided to the
Community Development Director.
Chairman Jones suggested that the applicant take another look to achieve consistency. He asked
for clarification that the applicant has not deviated from any City codes with this project.
Commissioner Hernandez asked what impact having the Community Development Director
review the window selections would have on the project.
Mr. Steve Piasecki advised that at the building permit stage, the staff review would look for gross
inconsistencies. If staff did not agree with the selections proposed, the application could appeal
back to SARC and/or the Planning Commission.
Commissioner Francois stated that since the project is consistent with General Plan, Zoning and
San Tomas Area Neighborhood Plan requirements, he would personally be upset at this review of
his window choices.
Motion:
Upon motion of Commissioner Gibbons, seconded by Commissioner Kearns,
the Planning Commission added a Condition of Approval for S 99-02
requiring the applicant to have final window selections reviewed and
approved by staff at the time of building permit issuance, by the following
roll call vote:
AYES: Gibbons, Hernandez, Jones, Kearns

City Attorney William Seligmann advised that the Commission would need to offer criteria for
the staff review and suggested that the criteria be that the windows be "consistent and compatible
in design."
Chairman Jones asked if this is a big issue for the applicant.
Mr. Michael Dolph advised that the windows would all be coming from the same manufacturer
and that this is not a big issue for them.
Motion:
Upon motion of Commissioner Kearns, seconded by Commissioner Gibbons,
the Planning Commission adopted Resolution No. 3228 granting a Site and
Architectural Approval to allow a single-family residence and detached
garage on property located at 1288 Munro Avenue, by the following roll call

REPORT OF THE COMMUNITY DEVELOPMENT DIRECTOR
The written report of Mr. Steve Piasecki, Community Development Director, was accepted as
presented with the following additions:
· Asked if the Commission would be willing to adjourn the next meeting (June 22, 1999) to a
Study Session immediately following to allow about one hour to view two design videos.
Motion:
Upon motion of Commissioner Francois, seconded by Commissioner Lowe,
the Planning Commission voted to adjourn the June 22, 1999, Planning
Commission to a Study Session immediately following in the Doetsch
Conference Room to allow approximately one hour to view two design
videos. (6-0-1; Commissioner Lindstrom was absent.)
