Facilities/Public, Semi -Public) Zoning
District.
Principal Planner Phil Stafford reviewed the Staff Report of May 9, 1989.
noting that Staff is recommending approval of this Use Permit.
Discussion ensued regarding the condition of the site; ingress/igress; number
of church members; parking; and hours of operation.
The public hearing on UP 89-05 was opened.
Mr. William Moore, representing San Jose Water Co., property owner, stated that
the water company owns the residential property immediately adjacent to the
subject site. This should provide any buffer necessary for the church
operation.
Rev. Cherie Newlandi reported that the church now has 8 members, and will
perhaps expand to 50 members in two years.

ALLOWING THE ESTABLISHMENT OF A COMMUNITY
RELIGIOUS CENTER ON PROPERTY KNOWN AS
555 W. CAMPBELL AVE. IN AN EXISTING OFFICE BUILDING
IN A PF (PUBLIC FACILITIES) ZONING DISTRICT.
(APPLICATION OF NEW JERUSALEM CHURCH, UP 89-05).
After notification and public hearing as specified by law on the application of
Rea. Cheri Newlandi, on behalf of the New Jerusalem Church, for a Use Permit to
allow the establishment of a community religious center on property known as
355 W. Campbell Ave. in a PF (Public Facilities) Zoning District, as per the
application filed in the Planning Department on March 24, 1989; and, after
presentation by the Planning Director, proponents and opponents, the hearing
was closed.
After due consideration of all evidence presented, the Planning Commission did
find as follows:
1. Parking: The parking provided exceeds the code requirements.
2. Health/Safety: The proposed zoning will not be detrimental to the health,
safety, peace, morals, comfort or general welfare of persons residing or
working in the neighborhood, or be detrimental or injurious to property and
improvements in the neighborhood or the general welfare of the City.
3. Zoning: The proposed development or uses clearly will result in a more
desirable environment and use of land than would be possible under any
other -oning classification.
4. Compatibility: The use will be compatible with the General Plan of the
City of Campbell and will aid in the harmonious development of the
immediate area.
S. General Plan: The use is essential or desirable to the public convenience
or welfare, and is in harmony with the various elements or objectives of
the City's General Plan.
Based on the above findings, the Planning Commission does hereby grant the
requested Use Permit, subject to the following conditions:

STAFF RECOMMENDATION
That the Planning Commission ADOPT A RESOLUTION, incorporating the attached
findings, approving this application subject to the attached conditions.
DISCUSSION
Request: The applicant is requesting approval of a Conditional Use Permit to
allow the establishment of a community religious center, in an existing office
building formerly occupied by San Jose Water Company and a real estate office.
Parking: Parking is provided by 34 existing parking stalls. Twelve standard
parking spaces are covered, and 22 are uncovered. Parking ratio equals 1 space
for each 20 sq. ft. of seating area. Access to the existing parking area is
through the existing driveway entrance.
Adjacent Uses: The area west of the proposed site is occupied by San Torus
Expressway, the southside by multifamily dwellings, the eastslde by
single-family dwellings, and, the northside by multi -family dwellings.
Zoning: Current toning designation is PF (Public Facilities). Establishment of
a Church Facility is permitted with a Conditional Use Permit under Section
21.35.030 of the Campbell Municipal Code.

Please take notice that no vested right to a building permit
shall accrue as the result of the granting of any land development
approvals and applications. Pursuant to the adoption of Ordinance
9.045 by County Santitation District No. 4 of Santa Clara County,
the agency providing the above described parcel(s) with sewer
service, if the District's Manager and Engineer makes a deter-
mination that the issuance of a sewer connection permit to a
