Conditional Use Permit, and after presentation by the Community
Development Director. proponents and oppo,ients, the hearing was closed.
After due consiaereiion of all evidence presented, the Planning Cormission
did find as follows with respect to File No. UP 95-22:
Transceiving or transmitting facilities are permitted in the C-2-S Zoning

4. Central Fire Departm nt Requirement: If cellular equipment (other than
antennas) is to be located on the roof or within the building, these
equipment room(s) areas shall be provided with an automatic fire
sprinkler system.
5. Maintenance: All maintenance on the antennas i� to be performed
between the hours of 7 a.m. and 9 p.m. with the exception of emergency
repairs.
6. Noise Evaluation: Applicant shall test its equipment and demonstrate
that any noise from the equipment shall not exceed ambient levels. If
sound is audible, applicant shall provide acoustical screening to mitigate
noise prior to operation.

Ms Aki Honda, Planner 1, preserted the staff report as follows:
• Applicant is seexing to install six five-foot antennas and 2 cabinets at 700 W.
Hamilton Avenue.
• In October, GTE Mobilnet received approval to install a cellular transceiving
facility at this site..
• The proposal is consistent -ith the General Plan and Zoning designations for
the site.
• Use is unmanned, 24-hours per day.
• Use includes telephone and electrical hook-up.
• Use is compatible with the site
• Traffic generation is minor with only occasional maintenance.
• SARC has reviewed and supports this application but recommend, that the
antennas be moved further onto the roof
Commissioner Lindstrom presented the Site and Architectural Review
Committee report as follows:
• As Ms. Honda reported, SARC hal asked that the applicants bring the
antennas to the center of t:ie roof to lower visibility It appears that the
applicant is not able to do so.
Chairwoman Meyer -Kennedy opened the Public Hearing for Agenda Item No. 6
k1s. Suzanne Hook, Applicant's representative
• After the SARC meeting, her client reviewed the possibility of meeting
SARC's recommendation. They were not able to completely meet the request
but did bring the antennas back 20 feet from the edge of the roof line.
Commissioner Alne asked if the antenna height was raic,ed as a result.
Ms. Suzanne Hook responded that the antennas had to be incrfased from 45 feet
to 50 feet in height.
Commissioner Alne asked if the installation would be similar to the others.
Ms. Aki Honda replied yes.
Commissioner Lowe asked if the same added Conditions of Approval would be
acceptable.

Commissioner Kearns, the Planning Commission moved to close
the Public Hearing (6-0).

Kearns, the Planning Commission adopted Resolution No. 3009,
approving a Conditional Use Permit to allow the installation of
cellular antennas on property located at 700 W. Hamilton Avenue
with the added Conditions restricting scheduled maintenance to
the hours of 7 a.m. through 9 p.m. and with a Condition requiring
acoustical screening if the project should generate noise above the

Zone Change from PD (Planned Development) to R-1-10
(Single Family Residential -- Minimum Lot Size of 10,000
square feet) on properties located at 1160, 1162 and 1170
Steinway Avenue in a PD (Planned Development Zoning
District.
Mr. Tim J. Haley, Associate Planner, presented the staff report as follows:
• This is a City -initiated application for a 'Lone Change for three properties
which were zoned PD (Planned Development) in the early 1980's as part of a
proposed Planned Development for six single family homes which were
never subsequently built and for which the approval has now expired.
• Staff is recommending a change from the current PD 'honing to R-1-lt) (Single
Family Residential -- 10,000 square foot minimum lot size).
• This Zone Change will make these three properties consistcnt with the
zoning of the surrounding area as well as the General Plan Designation of
Low -Density Residential.
• The proposed Zone Change does not change the current use of the three

Hook, S. Mobile Services for approval of a Conditional Use Permit to
allow for the installation of a wireless transceiving facility on
property located at 700 W. Hamilton Avenue in a C-2-S
(Genc•il Commercial) Zoning District.
STAFF RECOMMENDATION
That the Planning Commission take the following action:
1. Adopt a Resolution approving UP 95-22 with findings and conditions
of approval to allow the installation of a wireless transceiving facility.
ENVIRONMENTAL DETERMINATION:- This item is categorically exempt
under Section 15301 Class I and (e)(1) of CEQA; therefore, no
environmental action is required.

DISCUSSION
Applicant's Propwal: The applicant is requesting approval for the
installation of six (6) five foot (T) high panel antennas and two (2)
transceiving cabinets to be located on the roof of the existing building located
at 700 W. Hamilton Avenue. Installation of the transceiving facility will
enable Pacific Bell Plobile Services to provide additional telecommunication
coverage within the area through its new wireless communications system
called Personal Communications Services (PCS).
Project Background: The application by Pacific Bell Mobile Services is the
second request for a wireless transceiving facility to be placed on the roof of
the building IoC]ted at 70(t W. Hamilton Avenue The first application was
submitted by GTE Mobilenet, Inc. and was granted approval of a
Condition? 1 Use Permit by the Planning Commission on October 14, 1995.

Community Development Department staff has met with the repr:sentative
of Pacific Bell Mobile Services, Suzanne Hook of JM Consulting , who
explai•ted that Pacific Bell nas been working to minimize the visual
attention of the equipment required for the transceiving facility by utilizing
antennas which are minimal in height and by orienting the placement of
the antennas away from the roof corners. Revised plans were submitted by
JM Consulting on Novembei 8, 1995 which s'iow the placement of the
antennas oriented further away from the roof corners as -(quested by the
Site and Architectural Review Committee or. October 26, 1995.
ANALYSIS
General Plan Consistency, The ",aneral Plan land use designation for the
project site is commercial, which is consistent with the current use of the
existing building as a general office use. Addition of the wireless
transceiving facility is an ancillary use of the building and will not change
the character or nse of the site from a commercial use; therefore, the use is
consistent with the General Plan.
Zoning Consistency: The zoning designation for he project site is C-2-S
(General Commercial). Under Section 21.24.030 (General Commercial
District) of the zoning ordinance, the addition of a transceiving or
transmitting facility is permitted as prescribed in Section 21.72.120
(Additional Uses Permitted) with the approval of a Conditional Use Permit;
therefore, the proposed wire'.( 3 transceiving facility wculd be consistent
with the zoning ordinance with the granting of a Conditional Use Permit
approval. The transceiving facility will be located on the roof of the existing
building which is a commercial office consistent with the zoning ordinance.
Ia
The proposed wireless transceiving facility will serve to provide additional
telecommunication services for Pacific Bell Mobile Services. The
transceiving facility will be un-manned and will operate 24 hours per day.
The facility will only require telephone connection and electric power
services, which are currently provided on site, and routine maintenance by
one or two technicians once a month. The project site is surround=d by
commercial uses to the north, south and east, and residential uses to the
west. The antennas will not obstruct visibility in the public right-of-way and
any visual change in the elevations of the building will be minimal. The
use is considered compatible with the e�Jsting building and will not
negatively impact the surrounding uses through additional noise or traffic
generation. Minor vehicle traffic is expected only during the installation
period of the facility, which is estimated to take approximately three weeks.

Desien
The transceiving facility will consist of six (6) five foot (5) high antennas and
two utility cabinets measuring six feet (6') high, 51 inches wide and 28 inches
deep. The antennas will extend above the roof of the building which stai.ds
it a height of 40 feet and will be visible from the public right-of-way. The
antennas will serve the coverage ring of the transceiving area by splitting
into three "sectors" with two antennas per sector facing 0 degrees, 120 degrees
and 240 degrees True North. The antennas facing 0 degrees will be visible on
the northeast corner of the roof facing Hamilton Avenue; the antennas
facing 120 degrees will be visible on the southeast corner of the roof facing
San Tomas Expressway; and the antennas facing 240 degrees will be visible
on the southwest comer of the roof facing the rear pat king lot. The utility
cabinets will be inset towards the center of the roof and will not be visible
from the public right-of-way.
Parking
The project site has provided parking spaces in excess of the required
number of parking spaces. Given that the facility will be un-manner; and
will be se-ved only by maintenance technicians once a month, the proposed
project will not create additional demand for parking.
SITE AND ARCHITECTURAL REVIEW
The Sitc and Architectural Review Committee reviewed the proposed
application on October 26, 1995 and expressed support for the project;
however, SARC requested that JM Consulting examine the possibility of
orienting the antennas further away from the roof corners. As a result, JM
Consulting submitted revised plans meeting SARC's request.

Project Camldentlon k Pre -Application Review: In
reviewing a use permit application, the staff and Palming
Commissim will evaluate such time as building placement
and aim, traffic generation, noise, hours of oparstlan,
adequacy or parkingcirculation, drop-off facilities and
overall compttibWty of on with ed)oining properties. It is
recommended that the applicant submit a preliminary
proposal to the Planning Department prior to submission of
the formal application. This will allow the Planning staff
to review the request and inform the applicant of possible
concerns related to the proposal.
Filing of Application: The applicant should submit a
completed application, filing fee, a written statement and
other required information to the Planning Department. A
planner will be assigned to review the material to nuke sure
all the mgrured information is provided. The applicant will
be notified within 30 days as to whether the application is
that additional information is required.
Environmental Review: Typically, use permits are
categorically rumen from the environmental review process.

Description of Personal Communications S:jVdCQ
PCS is a service that will change telecommunications in two ways. First, it
will permit calls to be routed to people instead of places. Calls will follow the
user through "follow -me calling" or through the use of a new PCS personal
phone number. Second, PCS will enhance the control people have over their
telecommunications services by allowing them to determine when and
' where they can make and receive calls.
PBMS will offer the ability to tie traditional wireline services together with
PCS mobile voice and data services. People in homes and businesses will be
free to make or receive calls wi!hout being restricted by their telephone cords.
Unlike cellular, PCS users will be able to bring calls inside buildings and tie
outside wireless service with their home and business phone system PCS
services will also be offered to consumers who want to keep their wireless
' calls completely separate from their wired services. PCS will offer a Flexible,
full -range family of services.
' PBMS expects PCS to cost consumers less than cellular service. New features
such as text message service, integrated billing with Pacific Bell, new coverage
options, the ability to work with wireline services are expected to appeal to
the mass market.
PCS is based on the newest form of digital wireless technology which
' improves upon the sound quality of cellular. Complex encryption techniques
virtually eliminate the ability to eavesdrop on PCS calls and minimize the
risk of unauthorized users placing fraudulent calls on a PCS phone, one of
' the biggest problems facing the cellular industry today.
PCS sites are designed to be fully automatic and have a back-up system to
' ensure continuous operation. PCS sites are tin -manned and typically consist
of a small equipment cabinet, which houses the transmitters, receivers,
equipment to relay information to the central switch, and a backup battery
' power supply.
' Antennas are typically mounted on a structure, located so that the h,-k;ht of
the structure when added to ground elevation, places the PCS anteniw.i in
line -of -sight path within the desired coverage area.

This application is for the installation, operation and maintenan,e of a PCS
transceiver cabinet(s) and related antennas according to the plans and
specifications included within these materials.
Project Size: The utility cabinet(s) will each be fifty one inches (51 ") wide
by twenty eight incites (28") deep by seventy two inches (72") tall. There
will be a total of six (6), five foot (5') panel antennas on the roof of the
existing building. The antennas will be mounted so that the height of the
structure when added to ground elevation, places the PCS antennas in
line -of -sight path within the deserved coverage area.
Off-street Parking: Minor vehicle traffic would be generated during the
installation period. Upon completion of installation, one to two
technicians would visit the site once a month for an average of four
hours, usually at night, for routine maintenance. In the event repair of
the equipment becomes necessary, a technician would visit the site. No
off-street parking will be proposed.
Project Engineering: The utility cabinet (BTS - Base Transceiver Station) is
a self contained, all weather cabinet designed to house all of the radio
equipment, back-up batteries and monitoring devices. The entire we'ght
of a single unit is approximately 1,5W pounds. The BTS unit(s) will be
placed on the roof, undetectible from the street.
All power hookups enter at the base of the unit. The power needed at the
cabinet can be three phase or single phase (208V or 240V respectively) and
will be protected by a 20 or 30 Amp circuit breaker.
The antennas are located at a sufficient enough height level to maintain a
line -of -sight path to the desired coverage area. The coverage area is
determined by Pacific Bell Radio Engineers and is designed to match their
Federal Communication Commission (FCC) licensing agreement. Each
antenna is six inches (6") wide by sixty inches (60") tall by four inches (4")
deep and weighs approximately ten pounds (10 lbs.). The antennas serve
the coverage ring by splitting it into three "sectors" with two antennas per
sector facing 0', 120' and 240' True North. No part of the antennas will
reach above the current height of the building parapet.
Utility Service: The project facilities will operate 24-hours per day;
however, they would b^ un-manned and would require no water, sewer,
or solid waste removal services. Land line telephone connection and
electric.i power would be the only services required and are currently
located on site.

Per your request, we have completed the Noise Evaluation for the above referenced
sites. Please find enclosed. a report performed by Charles M. Salter Assoc., Inc.
whom verified that there is very little noise given otf by our equipment. I hope this
report is sufficient enough to fulfill the requirements requested by the planning,
commission.
Regarding your inquiry of the structural cross bracing for the antenna support at
700 W. Hamilton Ave., we originally designed the antennas on the parapet which
elir iinated the need for any cross bracing. It was requested in the staff report dated
November 14, 1995 by the Site and Architectural Review Committee that we place
the antennas further away from the roof comers. Since we were asked to move the
antennas back, we found it necessary to raise the antennas and add cross bracing for
structural support.

We visited the project site on 29 March 1996 The purpose of the site visit was to measure
noise levels from the BTS located on the roof uf'700 West Hamilton Avenue. The existing
noise environment on the roof and around the site is dominated by vehicular traffic on the

San Tomas Expressway and Hamilton Avenue With the BTS off. the ambient noise level
on the roof was an L, of 60 dBA, three feet from the BTS unit The dominant noise on
the roof was traffic and a nearby air-conditioning unit With the BTS turned on, the noise
level remained at 60 dBA and the RTS unit was barely detectable Figure I shows the
location of the noise measurements

1300 White Oaks Avenue (SF-573)
The building at 1300 White Oaks Avenue has a relatively high parapet wall which provides
some acoustic shielding of BTS noise. The nearest residence on HolFinan Lane is
approximately 200 feet tiom the BTS unit With the added distance between the residences
and BTS and the shielding of the parapet, we estimate the maximum noise level from the
BTS at the nearest residence would be 13 dBA The estimated nighttime ambient noise
levels are 30 to 35 dB Since the BTS would generate levels which are 17 to 22 dB below
the estimated nighttime noise level, the BTS would be inaudible at adjacent residences
during the day and night

Dear Property Owner:
Please be advised that on March 29, 19%, between 1:00 p.m. and 3:00 p.m., Pacific Bell
Mobile Services wil! be conducting a noise evaluation for the installation and operation
of six (6) antennas and two (2) u: ility cabinets on the roof of the building located at 700 W.
Hamilton Avenue. The noise P ialuation is a requirement to fulfill Condition No. 6 of
the Conditions of Approval for the project which was approved on November 14, 1995 by
the City of Campbell Planning Commission. The purpose of the test is to demonstrate
that the operation of the antennas will not create noise disturbances for adjacent and
surrrounding areas.
Condition No. 6 for UP 95-22 states that '?he applicant shall test its equipment and
demonstrate that any noise from the equipment shall not exceed , mbient levels. If
sound is audible, applicant shall provide acoustical screening to mitigate noise prior to
operation.' The noise evaluation will consist of sound level readings taken from
various areas of the property and is not anticipated to create noise disturbances for the
adjacent and surrounding areas. Sound level readings will be taken prior to switching on
the utility cabinets for the operation of the antennas to establish the ambient noise level
of the site, which will then be compared to the sound level readings after the installation
and operation of the antennas for testing purposes. If it is determined that the
equipment creates noise above the ambient noise level, acoustical screening shall be
Icquired.
