Hello Planners – There are outstanding questions that will come up tonight that need answers ASAP so we can forward
to Mark then he to the Council. Please take a look at the following questions and then provide your responses
accordingly back to me. Thanks in advance.
1. Are there boundaries that define Downtown Campbell?
Historically, the Downtown has been thought as of the “inner core” defined by the C‐3 (Central Business District)
Zoning District (red parcels, below). Beyond, that however, there is not an “official” boundary for the
Downtown. The General Plan and Downtown Development Plan exhibits illustrate a broader Downtown area
stretching from the community center to the Pruneyard. Moreover, the Winchester Boulevard Master Plan looks
to expand the Downtown along Winchester Boulevard. This “expanded Downtown” is reflected in the
Downtown Alcohol Beverage Policy Map (attached).

2. Where do offices, such as On‐Site, fit into the discussion of the Downtown?
Professional office is an allowable and desirable use in the Downtown. It provides daytime customers
to restaurants and shops and has allowed the adaptive reuse of historic buildings. To this extent, office
is “part of the mix” of the Downtown. However, to ensure a pedestrian‐oriented environment,
professional office is no longer permitted on Campbell Avenue (east of 2nd St.) or 50‐feet down the
adjoining side streets.
3. How did the restaurants on the corner of First St. and Campbell Ave. influence the make‐up of the mix of uses in
Downtown Campbell?
That building added 10,000 square‐feet of restaurant space in 2012 and certainly resulted in a greater
proportion of restaurant space in the Downtown. This result, however, was understood and expected
at the time as the building was spec’d for restaurant use.
4. What is the mix of uses Citywide?
An City‐wide inventory of land uses will be prepared as part of the General Plan update. However, the
current General Plan indicates the following non‐residential land use mix as of 2001:

5. Clarify the Economic Development Program and the use of the Intern position.
6. Will the Economic Development Program be implemented Citywide or just the Downtown?
7. What is the cost to D.R. Horton to underground utilities?
8. Baker intends to add “Housing Impact Fees” to the Council priorities. Was this already included in the Priorities?

9. Why is Charities asking for money to rehabilitate the homes that they intend to own?
10. What makes up the use types (I assume definitions) of a restaurant and a retail operation?
There are three definitions of restaurant (“standard”, café, fast‐food). In practice, any business that provides
seating and allows consumption of food on‐site is typically considered a restaurant. In addition to a full‐service
restaurant, this would also include coffee shops, ice‐cream shops, bakeries, and delis, if they provide on‐site
seating.
However, if these businesses sell food solely for off‐site consumption, with no seating, they would be
considered a “retail” operation.
