My email there is erin.fitzgibbons@ibigroup.com and phone is 408.924.0811 - I'll call you in the PM on Tuesday.     Anyway- the short of the research is Paul is looking to find out how cities control a mix of businesses, especially in downtown commercial districts. He said to start with Los Gatos - what they do is to make most uses approved by conditional use permit, and then put language into their zoning code limiting the "overconcentration" of the use. However, they don't have a metric for what defines "overconcentration." The planner I spoke to said that they will create a map for planning commission and then they just look at the map to see if it seems like it's an overconcentration.     I know form based code can be used to do this to some degree, however I'm not so sure that's a mechanism that would be explored in Campbell.
