If that was more the case; wouldn’t we recommend uses that have more of an outdoor/emphasis as a permitted
use. Such as restaurants with outdoor seating, studios when sufficient room is provided outdoors for painting
or throwing pots, or even massage when performed on beds outdoors? In terms of quasi‐medical, you could
get your teeth whitened outside just like the mall ;).

Daniel- Put these two paragraphs in your report, or, at least the highlighted bit. ;p
“As discussed during the May 2017 Planning Commission study session on this topic, the
most important indicators for a successful downtown are having good pedestrian activity
(feet on the ground) and engagement. Historically, retail and restaurants have always been
thought of as the best way to foster pedestrian activity and keep storefronts engaging for
shoppers; however, there are a number of new service business models coming forward
that are placing more emphasis on experiences, rather than simply providing a necessary
service where people are in the store and then out. With this in mind, staff believes that
new service related businesses can be operated in a manner that fosters further interest
and engagement by its patrons, while adding to the overall pedestrian activity in the
downtown. The zoning changes proposed would provide more flexibility for potential new
businesses locating in existing vacant ground floor storefront spaces, while also allowing the
Planning Commission to retain some control over the specific business operations through
the proposed use permit process. The added finding related to the downtown goal of
fostering a strong pedestrian oriented atmosphere would add a further mechanism for
oversight to ensure that new businesses are doing their part to be creative, innovative and
to fit in with the unique character that the City has been striving for in the downtown.

Staff believes that if the City shifts the regulatory emphasis to focus more on how downtown
businesses interact with their surrounding environment, rather than just the types of
businesses allowed, then the goal of creating a vibrant pedestrian activity center can still be
met without relying solely on traditional retail activities. The zone changes proposed would
ensure appropriate control and oversight related to new, and perhaps non-traditional,
downtown core uses, while also fostering creativity from the business owners by requiring
them to engage more actively with their immediate surroundings.”
