Please convey the following: 1. Why is the council holding this meeting? Has there been complaints from residents about the current mix of businesses in the downtown? The Council will discuss the mix of uses in the downtown following observations from the general public, DCBA members, the Planning Commission and members of the City Council that traditional retail shops are being replaced with food/restaurant establishments. 2. What do city staff and council members hope will come from this meeting? The Council will consider whether the City’s existing policies are creating the desired vision for the downtown or if there needs to be more specific direction given to address tenancy changes as shops become available. At the heart of the issue is whether the growing trend of new restaurant uses that replace traditional retail shops remains in compliance with the General Plan and Downtown Development Plan policies. 3. I understand there will be no decision made by the council at the meeting. But what will be the next step? The next steps would involve the Council concluding that the existing policies are either working or not. If they believe the policies are working, no further review will be required. If they believe they are not, they will direct staff to return to a public hearing in order to provide staff with formal direction as to next steps. Here's my initial stab: 1. The City Council is holding this Study Session to hear from all stakeholders about this important issue. This meeting has been initiated by the Council, and not based on complaints from residents, although the Council has been made aware of impacts of Downtown businesses upon residents. 2. While the Council cannot take formal action, staff hopes to ascertain some direction from the City Council at this meeting on how to proceed with maintaining a mixed use in the Downtown. 3. If there is direction given to staff, then staff would further analyze the competing interests and gather data, and then return to Council at a future date for formal action. Thanks, Paul.
